The Board of County Commissioners of Indian River County
Florida met in Special Session at the Courthouse, Vero Beach, Florida,
on Friday, August 25, 1967, at 8:30 o'clock A. M: Present were
Robert W. Graves, Chairman; D. B. McCullers,Jr.,.Vice-Chairman;
Donald Macdonald, and Jack U. Dritenbas. Absent • was Richard P. Bogosian,
Also present were Jack G. Jennings,County Administrator; Thomas
Thatcher for Sherman N. Smith, County Attorney; and Alfred H. Webber
and Ruth Elliott, Deputy Clerks.

NOTICE IS HEREBY GIVEN that the following is a. statement
summarizing a budget tentatively adopted by the Board of Count
Commissioners of Indian River County, Florida, -showing receipts a

The foregoing Notice was read and the Chairman asked if
there was anyone present who wished to be heard. There were none,
and on Motion by Commissioner McCullers, seconded by Commissioner
Macdonald, the following Resolution; was unanimously adopted:
RESOLUTION NO.6.7-46
WHEREAS, the County Auditor, after tentatively ascertaining
the proposed fiscal policies of the. Board of County Commissioners of Indian
River County, Florida, for the fiscal year commencing on the 1st day of
October, 1967, and ending on the 30th day of September, 1968, did prepare
' and present to the Board of County Commissioners a tentative budget for said
fiscal year for each of the funds therein as provided by law, including all
estimated receipts, taxes to be levied and balances expected to be brought
forth and all estimated expenditures, reserves and balances to be carried
over at the .end of the year; and,
WHEREAS, this Board did receive and examine said tentative
budget for each fund and did require such changes to be made as the Board did
deem necessary and the auditor's estimate of receipts other than taxes and of
balances to be brought forward not having been revised, this Board did pre-
pare a statement summarizing all of the tentative budgets showing for each
budget in the total of all budgets the proposed tax millages, the balances, the
reserves and the total of each major classification of receipts and expendi-
tures classified according to the classification of accounts prescribed by the
Comptroller of the State of Florida; and,
WHEREAS, this Board did cause said summary statement to be
advertised one time in a newspaper of general circulation published in Indian
River County, Florida, to -wit: In the issue of .August 17 , 1967, of the Vero
e .
Beach Press Journal, as will more fully appear by proof of publication thereof
filed in the minutes of this Board; and,
WHEREAS, this Board did meet at the time and place stated in
said advertisement for the purpose of hearing requests and complaints from
the public regarding the budgets and for the purpose of holding a public hearin
and making whatever revisions in the budget it may deem necessary, and all
of the same having been now completed; Now, therefore,
BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, that this Board does herewith tentatively adopt
the budgets for the funds of this Board for the fiscal year beginning October 1,

1967, and ending September 30, 1968, in the form as heretofore prepared and
duly advertised; and,
BE IT FURTHER RESOLVED that the tentative budgets shall be
filed in the office of the County Auditor as a public record and the County
Auditor shall transmit forthwith to the Comptroller of the State of Florida
two copies of each of the tentative budgets as adopted, certified by the Chair-
man of this Board and by the County. Auditor as a true and correct copy of the
budget as adopted by this Board; and,
BE IT FURTHER RESOLVED that said budgets as tentatively
adopted by this Board shall be considered as finally adopted and as official
thirty (30) days from the date the budgets are transmitted to the State Comp-
troller and no report of exceptions to the budget as filed has been made by the
Comptroller or when the State Comptroller shall make a certificate upon each
of such copies of the budget attesting its approval giving the date upon which
the budget shall finally become official and effective, whichever shall first
occur.

Upon Motion made by Commissioner McCullers, seconded by
Commissioner Dritenbas, the following Resolution was unanimously adopted:
RESOLUT/ON
NO. 67-47
BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, that the rate of taxation necessary
to meet the expendituressof the Board of County Commissioners of
Indian River County, Florida, for the fiscal year ending September
30, 1968, pursuant to the budget of said Board as heretofore published
and approved, is as hereinafter levied and that the tax rate as
hereinafter shown and set forth be and it is hereby levied on all
taxable property in Indian River County, Florida, for the year 1967
with the rate hereinafter set out, to -wit!
1.. In order to meet the estimated expenses of the General
Fund, it is determined and hereby declared that a tax rate of
two and fifteen hundredths (2.15)
be levied and is hereby imposed.

2. In order to meet the estimated expenses of the Road and
Bridge Fund, it is determined and hereby declared that a tax rate of
fifty-five hundreths (.55)

and Forfeiture Fund, it is determined and hereby declared that a
talCrate of nine tenths (.9)
mill upon the dollar be levied and is hereby imposed.
4. In order to provide funds to the Indian River County
Public Health Unit, it is determined and hereby declared that a tax
rate of twenty-two thousand four hundred eighteen hundred -thousandths
(.22418) mill
upon the dollar be levied, assessed and is, hereby imposed upon all
property lying and being in the County of Indian River, the proceeds
of which when collected shall, be paid -to the State Treasurer of the
State of Florida for the account of the State Bbard of Health of the
State of Florida, to be .expended by said State Board of Health as
provided by Chapter 154, Florida Statutes.

BE IT FURTHER RESOLVED that the Tax Assessor of
Indian River County, Florida, be and he is hereby directed to assess
and levy all of the foregoing taxes as fixed and levied by this Board upon
the taxable property in Indian River County just and due taxation. The
Tax Collector of Indian River County, Florida, be and he is hereby directed
to collect said taxes and pay over the same as provided by law and that a
certified copy of this Resolution be furnished to the County Assessor of
Taxes and the County Collector of. Taxes.

On Motion by Commissioner »ritenbas, seconded by Commissioner
McCullers,•the following Resolution was unanimously adopted:
RESOLUTION NO. 67-48
WHEREAS, all acts having been performed and all proceedings
had as required by law preliminary to the levy of taxes in Indian
River County, Florida, for the year 1967; and
WHEREAS, the respective Boards and taxing districts being auth-
orized to fix and levy taxes upon property situated within Indian River
County, Florida, as provided by law, fixed such tax levies and have
certified the same to the Board of County Commissioners and this Board
having accepted the same and having found them to be proper;. Now,
therefore,
BE IT RESOLVED 114tithe Board of County Commissioners of Indian River County,
Florida:
1. Estimates having been made by the Board of Commissioners of
the INDIAN RIVER MOSQUITO CONTROL DISTRICT, and a certified copy of the
Resolution filed with this Board, as required by law, and as estimated
by the Board of Commissioners, it is determined and hereby declared that
seven hundred and twenty-eight
a tax rate of thousandths (.728) mill upon the dollar be
levied, and is hereby fixed and assessed for the year 1967, on all of
the property taxable for such purpose as provided by law in the County
of Indian River, lying and being within the boundaries of said Indian
River Mosquito Control District, described in Chapter 61-2278, Laws
of Florida,: Regular Session 1961.
2. Estimates having been made by the Board of Commissioners of
SEBASTIAN INLET DISTRICT and a certified copy of Resolution filed with
this Board as required by law and as estimated by said Board of Commis -1..:r,
sioners, it is determined and hereby declared that a tax rate of
forty-eight hundredths (.48) mill upon the dollar be levied
and is hereby fixed and assessed for the year 1967 on all of the property
in the County of Indian River lying and being in the boundaries of said
Sebastian Inlet District, which said boundaries are as follows, to -wit:
All that part of Indian River County which comprised and made up the

First Commissioner's District of St. Lucie County, Florida, as the same
was.located and established on May 23, 1919; and all such other area or
territory as may exist by reason of the changes of the boundaries of
Brevard and Indian River Counties, Florida, as approved at the Special

General Election held on November 3, 1959, in accordance with the
provisions of Chapter 59-486, Laws of Florida of 1959, which said levy
shall be used as a maintenance fund for the purposes authorized and

prescribed in the Act creating said District; namely Section 15, Chapter
7976, Laws of Florida, as amended by Chapter 12259, of the Laws of
Florida.
3. Estimates having been made by the Board of Commissioners of the
CENTRAL AND SOUTHERN FLORIDA FLOOD CONTROL DISTRICT, and a certified
copy of the Resolution filed with this Board, as required by law and
as estimated by said Board of Commissioners, it is determined and hereby
declared that a tax rate of thirty-three hundredths (.33)millupon the
dollar be levied and is hereby fixed and imposed and assessed for the
year 1967, on all of the property in the County of Indian River lying
and being within the boundaries of the Central and Southern Florida
Flood Control District, the boundaries of said District being described
as including all of the County of Indian River.
4. Estimates having been made by the BOARD OF PUBLIC INSTRUCTION
of Indian River County, Florida, and a certified copy of the Resolution
filed with the Board as required by law and as estimated by said Board
'of Public Instruction, it is determined and hereby declared that a tax
rate of three and six hundred eighty-nine thousandths (3.689), .11s:upon the
dollar be levied, and is hereby imposed on all property in the County
of Indian River, the same being three and one hundred eighty-nine thousandth
(3.189) mills to meet current expenses incidental and necessary for the
operation of Public Schools of the County, and five tenths (.5) of a
mill for reserves for County Buildings and Buses.
5. Estimates having been made by the Board of Public Instruction
for TiX SCHOOL DISTRICT NO. 1 and a certified copy of said Resolution
having been filed with this Board as required bylaw, and as estimated
by said Board, being the rate of millage voted, it is determined and
hereby declared that a tax rate of five and seven hundred forty-two
thousandths (5.742) mills
upon the dollar be levied and is hereby fixed and assessed for the year
1967 on all property taxable for such purpose as provided by law in said
District comprising all of Indian River County, for the exclusive use lit public
free schools within the district.

6, Estimates having been made by the said Board of Public
Instruction for. SPECIAL TAX SCHOOL DIISTRICT NO. 1, and a certified copy
of the Resolution filed with this Board as required by law, it is deter-
mined and hereby declared that a tax rate of nine hundred and seventy-
five (.975) mills upon, the dollar be levied and is
hereby fixed and assessed for the year 1967 on all property in said
District, the same being all of the property in Indian RiverCounty;
for the purpose of paying interest upon andproviding a Sinking Fund
for bonds of said District as follows:
Four hundred and twenty-five thousandths (.425) of a mill
for bonds dated April 1, 1956.
Fifty-five hundredths(.55) of a mill
for bonds dated April 1, 1963.
7. Estimates having been made by the Board of Trustees of the
INDIAN RIVER COUNTY HOSPITAL DISTRICT, and a certified copy of the
Resolution thereof filed with this Board as required by law, it is
determined and hereby declared that a tax rate of one hundred
seventy-five thousandths (.175) mill
upon the dollar
be levied and is hereby fixed and assessed for the year 1967 on all the
property in Indian River County for the purpose of paying interest upon
and providing a Sinking Fund for bonds of said District dated August 1,
1959.
8. Estimates having been made by the Board of Trustees of the
INDIAN RIVER COUNTY HOSPITAL DISTRICT, and a certified copy of the
Resolution thereof filed with this Board as required by law, it is
determined and hereby declared that a tax rate of four thousand five
hundred eighty -none ten thousandths
(.4589) of a mill
upon the dollar be levied and is hereby fixed and assessed for the year
1967 on all of the property in said District, the same being as set forth
in Chapter 61-2275, Acts of the 1961 Florida Legislature, for the
purpose,of paying current expenses, incidental and necessary for the
operation, maintenance and expense of the public hospital of the County.

9. Estimates having been made by the Board of Commissioners of
the FLORIDA INLAND NAVIGATION DISTRICT, and a certified copy. of the Resol
ution filed with this Board, as required by law and as estimated by said
Board, it is determined and hereby declared that a tax rate of sixty-five
thousandths (.065) of a mill upon the dollar be levied and is hereby
fixed and imposed and assessed for the year 1967, on all the property
in the County of Indian River lying and being within the boundaries of the
said'Florida Inland Navigation District, the boundaries of said District be
being described as including all of the County of Indian River.
10. Estimates having been made by the Town Council of the Town
of Indian River Shores, and a certified copy of the Resolution thereof
filed with this Board as required by law, it is determined and hereby
tenths (.1.5) mills
declared that a tax rate. of One and five/ on the dollar be levied
and is hereby fixed and imposed and assessed for the year 1967 on all
of the property in the County of Indian River lying and being within
the boundaries of the Town of Indian River Shores, for the purpose of
providing current operating expenses ' of said Town.
BE IT FURTHER RESOLVED that the Tax Assessor of Indian River
County, Florida, be and he hereby is directed to assess and levy all
of theforegoing taxes upon the taxable property in Indian. River County,
Florida, just and due taxation within the respective boundaries upon
which such taxes are levied and the Tax Collector of Indian Rivet County
,;Florida, be and he is hereby directed to collect said taxes and pay
over the same and that a certified copy of this Resolution be furnished
to the County Assessor. of Taxes and the County Collector of Taxes.

The Clerk requested the permission of the Board to store
the original copy of prior years tax rolls (presently in the Courthouse
basement)in the Second Floor of the, Courthouse Annex. On Motion by
Commissioner McCullers, seconded by Commissioner Macdonald, and un-
animouslycarried, the request was granted.
A proposal was received from Netto Construction, Inc., for
additional work in the previous County Commission Room in the sum of
$1,188.00. After discussion, Commissioner Macdonald moved that the
additional work be approved. Motion was seconded by Commissioner Mc -
Cullers and unanimously carried.
Notification from the Department of the Army of an application
by Archie Smith for a permit to dredge a channelin the Indian River
within the City Limits of the City of Sebastian was received by the
Board. On Motion by Commissioner Macdonald, seconded by Commissioner
McCullers, and unalimously carried, the County Administrator was
authorized to notify the Department; of the Army that ther:Board has no
objections to the application.
A delegation which included residents of Ixora Park Subdivision
and also Hallmark Homes Subdivision appeared before the Board seeking
information why nothing had been done about a pathway on the west side
of 27th Avenue (Emerson Avenue) between Ixora Park and the new Citrus
Elementary School and requested that something be done before school
opens on August 28 as there is no place for the children to walk
except in the street. After discussion Commissioner McCullers moved that
the Administrator be instructed to mow the shoulder of the road with
County equipment between now and Monday, August 28. Motion was seconded
by' Commissioner Macdonald and unanimously carried.
A resident of Hallmark Homes Subdivision requested a.school:,.
speed zone on 27th Avenue to include 8th reas there are a great
number of children from that area also enrolled at Citrus Elementary.
Commissioner Dritenbas recommended that,since there is an apparent
emergency situation, that the County Administrator contact the necessary
people (School Board, State Road Department) to expedite the requests,
rather than the residents themselves. The Board concurred in the
recommendation.

The several billsand accounts against the County, having
been 'audited, were examined and found to be correct, were appwoved
and warrants issued in settlement of same as follows: General Fund,
Nos. 7421 to 7437, both inclusive; and Road and Bridge Fund, Nos.
4623 to 4636, both inclusive. Such bills and accounts being on file
in the office of the Clerk of the Circuit Court, and the warrants

so issued from the respective funds being listed in the Supplemental
Minute Book as provided by the rules of the State Auditor, reference
to such record and list so recorded, being made a part of these
minutes.
