All services performed under this contract shall be supervised and certified by a licensed Professional Engineer ( PE) registered with the State of Florida and staff employed directly with your firm . Scope of Services All work shall be performed on a unit price basis in accordance with the attached Scope of Services dated January 16, 2007 and shall comply with Standards enumerated in the RENEWAL OF THE ANNUAL GEOTECHNICAL SERVICES CONTRACT IRC PROJECT NO 0534 WITH ARDAMAN & ASSOCIATES . INC . Effective Date : October 1 , 2006. Minimum Specification Requirements as follows : • Initial site visit, layout of boring locations and coordination of fieldwork . • Mobilization/demobilization of drilling equipment. • Standard penetration test borings . • Laboratory testing of subsurface soils . Preparation and issuance of engineering reports presenting the test results for the bridge design . All work shall also comply with the current Florida Minimum Technical Standards. COMPENSATION . The COUNTY agrees to pay, and the Geotechnical Professional agrees to accept, a fee for services rendered according to the "Scope of Services" identified in the attached EXHIBIT "A" Fee Schedule and Man Hours . Subject: Proposal for Subsurface Soil Exploration and !i ti/ v Geotechnical Engineering Evaluation 8" Street Bridge at 74`h Avenue FEB 0 2 2007 Indian River County, Florida INDIAN HIVER '3OUNTY Gentlemen : ENGINF € RWG D; VIISIOPJ As requested , we are pleased to present the following proposal for conducting a subsurface soil exploration and geotechnical engineering evaluation forthe subject project. This proposal presents our approach to the project which was discussed with your project structural engineer, Bridge Design Associates , Inc. and includes an estimate of field exploration and laboratory testing quantities as well as geotechnical engineering services needed for the evaluation of the data obtained and preparation of a report. We understand that the project will consist of replacing the existing 8" Street bridge with a new bridge supported on prestressed driven concrete piles . The following summarizes our proposed scope of work and associated fees for conducting the subject exploration . FIELD EXPLORATION As requested , our field program will include conducting two Standard Penetration Test (SPT) borings , one at each end of the proposed bridge to a depth of 60 feet . The borings may be completed to shallower (or deeper) depths depending on the soil conditions encountered during the performance of the borings . The SPT borings will be drilled using a procedure similar to the Standard Penetration Test outlined in ASTM D- 1586 . The borings will be sampled at 18-inch or 24-inch intervals to 10 feet deep and at 5 -foot intervals below 10 feet. Each sample will be removed from the sampler in the field and then examined and visually classified by our crew chief. Representative portions will be sealed and packaged for transportation to our laboratory for further analysis as required . Water level observations will be made in the boreholes during the drilling operation . Indian River County EXHIBIT „ " -2 - Proposal File No . 07-64-3147 We recommend that the project surveyor locate our borings horizontally and vertically ( i . e . , determine the elevation of the ground surface at the boring locations). This information will increase the accuracy of the data obtained . LABORATORY TESTING Routine laboratory visual classification will be performed along with specific classification tests deemed necessary (i . e . , sieve analysis , Atterberg limits and organic contents). ENGINEERING ANALYSIS AND REPORT Engineering analysis of all data obtained will be made to evaluate general subsurface conditions and to develop geotechnical engineering recommendations to guide site preparation and foundation design criteria for the bridge . For our analysis , we will require specific loading conditions for the bridge . Our recommendations as discussed above , together with all the data developed during the exploration will be submitted in a written report upon conclusion of the exploration . COST ESTIMATE The costs associated with the aforementioned tasks are presented below. Unit rates were obtained from the continuing services contract between Indian River County and Ardaman and Associates , Inc. If subsurface conditions are encountered during our field explorations that necessitate advancing the SPT borings to greater depths , the client understands and agrees to pay the additional drilling cost of $ 13 . 25 per foot. 1 .
