This Work Order Number 3 is entered into as of this 3rd day oT - - May
2005 pursuant to that certain Continuing Contract Agreement for Professional Services entered
into as of March 2, 2004 (" Agreement" ) , by and between Indian River County, a political
subdivision of the State of Florida (" COUNTY" ) and Camp Dresser & McKee Inc .
(" Consultant" ) .
The COUNTY has selected the Consultant to perform the professional services set forth
on Attachment A, attached to this Work Order and made part hereof by this reference . The
professional services will be performed by the Consultant for the fee schedule set forth in
Attachment B, attached to this Work Order and made a part hereof by this reference . The
Consultant will perform the professional services within the timeframe more particularly set
forth in Attachment C, attached to this Work Order and made a part hereof by this reference all
in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph
1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the
Agreement and the terms of the Agreement shall be deemed to be incorporated in each
individual Work Order as if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the

SCOPE OF WORK
INDIAN RIVER COUNTY
SOUTH COUNTY WASTEWATER TREATMENT FACILITY
RE-RATE AND PERMIT RENEWAL
BACKGROUND
The Indian River County (IRC) Board of County Commissioners purchased the GDU Highlands
Wastewater Treatment Plant (WWTP) in October 1993 to provide wastewater treatment service
to the South County Service Area . Expansion of the facility was initiated in 1996 to increase
plant capacity to 2 . 0 million gallons per day (mgd) annual average daily flow (AADF) .
Construction was completed in October 1999 and included odor control for the headworks, new
anaerobic/ first anoxic basin, conversion of existing tankage to second anoxic basin with re-
aeration zone, new oxidation ditch, two new secondary clarifiers, two new traveling bridge
filters, two new chlorine contact basins, upgrades to existing electrical and instrumentation
systems including an emergency generator system, and refurbishment of the plant
administration/ operations building. The facility produces effluent to advanced wastewater
treatment (AWT) standards for disposal to IRC Is West Regional wetland site . Additionally,
treated effluent is disposed of at the Indian River Club golf course . Backup effluent disposal
includes onsite percolation ponds with storage capacity of 6 million gallons . Design of the tanks
and treatment process considered ultimate facility expansion to 4 . 0 mgd in a future project.
Development in IRC and adjacent counties has increased dramatically in the past year . Prior to
ultimate expansion at the facility, IRC has requested an intermediate expansion, if possible, of
the facility in an effort to realize the existing tankage and process capacity . The intermediate
expansion would allow additional development capacity while design, permitting, and
construction of the plant tankage can be undertaken.
SCOPE OF SERVICES
CDM will perform the following task services to prepare the applicable permit application for
re-rate and renewal of the South County Wastewater Treatment Facility permit.
TASK 1 . 0 ENGINEERING ANALYSIS AND REPORT
The following subtasks will be performed under this task .
Subtask 1 . 1 CDM will review available data and information for the facility including the
June 1996 Preliminary Design Report, project record drawings, existing plant
operating permit (Florida Department of Environmental Protection (FDEP) No .
FLA010435) , and recent monthly operating reports for the facility .
Subtask 1 . 2 CDM will perform a hydraulic analysis of existing facilities to determine plant
capacities by unit process . CDM will evaluate potential modifications or
additions to existing equipment, process, or appurtenances to gain additional
capacity without construction of new tankage .

Subtask 1 . 3 CDM will prepare an engineering analysis report with supporting
documentation to demonstrate plant re-rate capacity and additional unit process
requirements . CDM will prepare and submit five copies of the report for IRC
review and comment. Once comments are received and incorporated, CDM will
provide five copies of the final engineering analysis report.
Subtask 1 . 4 CDM will review related facility operations at the South County Wastewater
Treatment Plant. Services in this subtask include, but are not limited to,
evaluations of current operations, recommendations to improve operations, and
overall system evaluation.
TASK 2. 0 PERMITTING ASSISTANCE
This task provides for the preparation of necessary permit applications, meetings, and
negotiation with regulatory agencies and preparation of responses to Requests for Additional
Information (RAI) . This task will only be completed upon favorable results from Task 1 . 0 and
with the Utility Director's authorization.
CDM will prepare applications for permits as required and related to this project. Permit-
related work shall include furnishing required data, drawings, and other information requested
and assisting IRC to obtain required permit approvals . CDM will submit permit applications to
IRC for review and meet with IRC as required to discuss the review comments . CDM will revise
the applications as required and submit to appropriate regulatory agency for review and
approval. IRC will provide all permit application fees applicable to the effort. The permit to be
obtained includes the following:
■ FDEP will require a permit to re-rate the plant process . It is likely that the process will
require IRC to renew the existing permit. FDEP Forms 62-620 . 910 (1 ) and (2) will be
prepared and submitted along with applicable documentation including:
1 . The most recent capacity analysis report, if required by Chapter 62-600, FAC
2. An operation and maintenance performance report pursuant to Chapter 62-600, FAC
3 . A process flow diagram showing the current status and current capacity of the facility
4 . A site plan showing the current operations and unit processes
5 . Copies of binding agreement with property owners utilizing reclaimed water of effluent
on property not owned or under direct control of the permittee .
OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES
The following list of items is not included in this Scope of Services but will be addressed in
separate proposals or will be negotiated separately with IRC, if required :
A . Excavation for field verification of the actual locations of existing underground utilities
and structures . If field verification is necessary, excavation shall be provided by IRC as
directed by CDM .

B . Services associated with assisting IRC in the review and evaluation of patent-related
disputes, issues, or claims including preparing to serve or serving as a consultant or
witness for IRC in litigation, arbitration, public or private hearings, or other legal or
administrative proceedings involving patent-related disputes, issues, or claims .
C. Design, bidding, and construction services associated with implementation of
improvements, if needed, to increase plant capacity .
D . Additional services in connection with the project not otherwise provided for in this
Scope of Services .
COUNTY RESPONSIBILITIES
IRC shall provide the following to CDM in a timely manner :
■ Fees for permits
■ Timely review of CDM work products
