WORK ORDER NUMBER 4
This Work Order Number 4 is entered into as of this 6thday of December , 2005
pursuant to that certain Continuing Contract Agreement for Professional Services entered into
as of August 10, 2004 (" Agreement" ) , by and between Indian River County Solid Waste
Disposal District, a dependent special district of Indian River County, Florida, whose address is
c/ o Indian River County Utilities Department, 1840 25th Street, Vero Beach, Florida 32960
(" SWDD" ) and Camp Dresser & McKee Inc . (" Consultant" ) .
The SWDD has selected the Consultant to perform the professional services set forth on
Attachment A, attached to this Work Order and made part hereof by this reference. The
professional services will be performed by the Consultant for the fee schedule set forth in
Attachment B, attached to this Work Order and made a part hereof by this reference. The
Consultant will perform the professional services within the timeframe more particularly set
forth in Attachment C, attached to this Work Order and made a part hereof by this reference all
in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph
1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the
Agreement and the terms of the Agreement shall be deemed to be incorporated in each
individual Work Order as if fully set forth herein.

SCOPE OF PROFESSIONAL SERVICES
INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT
ENGINEERING SERVICES FOR
NORTHERN EXPANSION AREA CONCEPTUAL
ENVIRONMENTAL RESOURCE PERMIT PREPARATION
INTRODUCTION
Indian River County (IRC) Solid Waste Disposal District (SWDD) is ready to expand its solid
waste operation to the Northern Expansion Area in accordance with the Solid Waste Master
Plan. The IRC-owned property is comprised of six former tracts and has an area of
approximately 250 acres. This property was acquired by SWDD specifically to be developed as
additional solid waste management facilities . Construction of needed facilities will occur over
the next 10 years . The 250-acre tract is available for current and future solid waste uses which
could include Class I landfill area, Construction and Demolition (C&D) debris
processing/ disposal areas, a vegetative processing area, sludge dewatering area, stormwater
management, and borrow operations .
PURPOSE
This work order is to provide the Conceptual Environmental Resource Permit (ERP) permitting
and design services required prior to the Phase I Expansion onto the Northern Expansion
property . The scope of this authorization is to mitigate for impacts to wetlands and waters of
the state (C-5 Canal), which are part of the Phase I Expansion effort. The permitting services for
this project will include:
■ Survey the extent of the upstream conditions of the C-5 Canal to determine the contributory
flows and establish the existing condition.
■ Perform stormwater modeling to show the sequential phasing of the C-5 bypass scheme and
how the C-5 Canal flow will be handled over time . Stormwater modeling will be used to
determine the most cost effective means of achieving the abandonment of the C-5 Canal
through the Northern Expansion Area .
■ Enter into negotiations with the Indian River Farms Water Control District (IRFWCD) to
revise the C-5 Canal abandonment agreement allowing the C-5 Canal flow to be brought
directly into the site stormwater system. This will reduce the amount of construction
necessary to perform the C-5 Canal abandonment.
■ Prepare a minor modification to the Conceptual ERP illustrating the revised C-5 Canal
abandonment plan which reduces impact on the western SWDD property .
■ Model the stormwater management system for the initial solid waste services (Phase I
Expansion) planned for the Northern Expansion Area .

The Phase I portion of the stormwater management system includes a portion of Stormwater
Pond No . 2 and the conveyance ditches to service a 5-acre mulching area, the 5-acres northern
C&D debris landfill, a 5-acre biosolids dewatering area, 36 . 7 acres of Class I landfill area, and
additional acreage for borrow stockpiling and new unpaved roads and ditches .
This work order is divided into two major tasks, which are described below .
TASK 1 . 0 - IRFWCD C-5 CANAL NEGOTIATIONS
Subtask 1 . 1 SWDD Meetings (Contingency)
CDM will meet with SWDD to develop a strategy for negotiating with IRFWCD . CDM will
prepare a detailed schedule for the completion of the project in this task . CDM will also plan to
meet with SWDD regarding modeling parameters of the existing system, the modeling results
and options available for the site development. SWDD and CDM will work closely to develop
the stormwater system for the Northern Expansion Area, three meetings with SWDD are
budgeted in this subtask . Since the number of meetings cannot be accurately anticipated, this
effort will be held as contingency to be used at the discretion of SWDD
Subtask 1 . 2 Stormwater Modeling
The revised flow schematic for the C-5 Canal will require intensive stormwater modeling in
order to demonstrate to IRFWCD the viability of the concept. CDM will perform initial
stormwater modeling necessary to determine how the site should be developed . This
stormwater modeling will be required to show the intermediate and long range effects on the
northern expansion area' s stormwater system. It will be necessary to perform multiple
iterations of the model to determine the sequencing of the construction so as to meet the
requirement of the pre-condition state in the C-5 Canal not being affected by the post-
development build-out.
CDM will review and refine the stormwater models developed by Carter Associates Inc . for the
existing and proposed conditions of the C-5 Canal sub-basin. CDM will have the western
portion of the C-5 Canal surveyed to determine the extent of the contributory drainage area and
determine the actual existing conditions . This review is necessary to establish the validity of the
upstream control points .
CDM will have to demonstrate to IRFWCD that the Phase I development will accept the C-5
Canal flow without negatively impacting the upstream control points . This plan development
and phasing must be approved by IRFWCD prior the abandonment of the C-5 Canal.
Subtask 1 . 3 IRFWCD Meetings (Contingency)
The IRFWCD has stringent pre-development versus post-development criteria for any activity
which impacts their canal system. SWDD has entered into an agreement with IRFWCD
regarding the abandonment of the C-5 Canal. The agreement will be revisited and modified
with IRFWCD to allow for the C-5 Canal flow to be accepted into the onsite stormwater system
to be designed for the northern expansion area . The stormwater system would discharge into
the C-4 Canal along Oslo Road and possibly into the C-5 Canal east of the portion to be
abandoned. The stormwater system would have to meet the new negotiated conditions for
IRFWCD' s approval. These meeting would be for negotiating new conditions to the existing

agreement. Since the exact number of meetings cannot be predicted accurately, this task will be
held as a contingency as per Task 1 . 1 .
TASK 2. 0 - FDEP CONCEPTUAL ERP MODIFICATION
Task 2 services are for the preparation and submittal of a revision the Florida Department of
Environmental Protection (FDEP) Conceptual ERP . The Conceptual ERP will be modified to
show the new flow pattern for the C-5 Canal negotiated in Task 1 of this proposal . A
Conceptual ERP is required by the FDEP in order to abandon (fill) a portion of the C-5 Canal,
and show the planned improvement of the onsite stormwater system at the IRC Landfill .
Subtask 2. 1 Conceptual ERP Permit Minor Modification
A minor modification to the Conceptual ERP will be required to change the flow provisions for
the C-5 Canal . The current Conceptual ERP has the previous C-5 Canal to C-6 Canal bypass
scenario . Since the land owned by SWDD west of I-95 will not be needed for the revised
stormwater conditions, it will be taken out of the Conceptual ERP and not be tied to the
Northern Expansion Area ERP. This also negates any development activity required by the
previous Conceptual ERP on the western property . The minor modification of the Conceptual
ERP will precede the Phase I Construction ERP . This task includes drafting time to update the
existing plans to reflect the modeling which accommodates the C-5 flow onto the site .
Subtask 2. 2 FDEP ERP Requests for Additional Information
CDM will respond to up to two Requests for Additional Information (RAI) from the FDEP
regarding the ERP Permit Application. The RAIs are not expected to require a significant effort.
Subtask 2. 3 Meetings with IRC and the Regulatory Agencies
This subtask includes up to three project related meetings with IRC staff to discuss design and
permitting issues, as well as pre-application and application submittal meetings with FDEP.
