The Board of County Commissioners of Indian River County, Florida
met in regular session at the Courthouse, Vero Beach, Florida on Wednesday,
October 4, 1967 at 8:30 A. M. Present were Robert W. Graves, Chairman;
D. B. McCullers, Vice -Chairman; Donald Macdonald; Richard P. Bogosian and
Jack U. Dritenbas. Also present were Jack G. Jennings, County Administrator;
Sherman N. Smith, County Attorney; and Alfred H. Webber, Ruth Elliott and
Janet Burriss, Deputy. Clerks.
The Chairman asked if there were any corrections or additions to the
minutes of September 6 and September 20, 1967. There were none, and on
Motion by Commissioner Macdonald, seconded by Commissioner Bogosian and
unanimously carried the minutes were approved as written.

The Chairman read the foregoing Notice and asked if anyone present
wished to be heard. There was no one and on motion by Commissioner

was unanimously adopted.

RESOLUTION N O. 6 7- 5 8
WHEREAS, the Board of County Commissioners of Indian River County,
Florida, did receive and examine and tentatively adopt a proposed
budget of excess receipts and their expenditures for the fiscal year
ending September 30, 1967; and
WHEREAS, this Board did cause a summary statementthereof to be
advertised one time in a newspaper of general circu:lation'published
in Indian River County, Florida,, to -wit: in the issue of September 21,
1967, of the Vero Beach Press Journal, as will more fully appear by
proof of publication thereof filed in the minutes of this Board;
and
WHEREAS, this Board did meet at the time and place stated in said
advertisement for the purpose of hearing requests and complaints of
the public regarding said Supplemental Budget and for the purpose of
holding a public hearing and making whatever revisions in the budget
it may deem necessary; NOW, THEREFORE,
BE IT RESOLVED THAT the Board of County Commissioners of Indian
River County, Florida, does herewith tentatively adopt said Supplemental
Budget for the fiscal year ending September 30, 1967, in the form here-
tofore tentatively adopted and duly advertised.
BE IT FURTHER RESOLVED that the said supplemental Budget shall be
filed in the office of the County Auditor as a public record and the
Clerk hereof shall transmit two copies of the Supplemental Budget as
adopted to the Comptroller of the State of Florida and said Supplemental
Budget shall be considered as finally adopted and official upon approval
as to form by the Comptroller; or thirty days from the transmission to
the Comptroller if no report ofexceptions is made by the Comptroller
within that time, whichever shall first occur.

Motion was `made 'by Commissioner McCullers, seconded by Commissioner
Macdonald and unanimously carried that the 1966-67 budget be amended to
include a Special Project, State Library Grant of $2,097.84 to be
distributed to the Indian River County Library from General Fund 1-A7

and that the 1967-68 Budget be amended to include a Special Project State
Library Grant of $2,097.84 to be distributed to the Indian River County

Mrs. Gladys Vigliano, County Welfare Case Worker appeared before the
Board with a request for nursing home care for Bobby Collins, a thirteen
year old boy with muscular dystrophy. On recommendation by Mrs. Vigliano,
Motion was made by Commissioner Macdonald, seconded by Commissioner McCullers
and unanimously carried that request be granted. Mrs. Vigliano reported
that Indian River Nursing Home had increased their fee to $285.00 per
month, and also submitted her annual report to the Board.
The Chairman Announced that after making an inspection, the Board
had agreed to leaving the office of Civil Defense and the County Agent's
office as they are and all that would be necessary is a holding room for
the Sheriff at an estimated cost of $825.00. On Motion by Commissioner
Macdonald, seconded by Commissioner Dritenbas and unanimously carried
the Administrator was given authorization to make the necessary
alterations to provide for the holding room for the Sheriff.
A request by Thomas Trent, Civil Defense Director for a new air -
conditioner was denied at this time.
A letter dated October 3, 1967 was received from Ottie Roach, Fire
Marshall of the City of Vero Beach, stating that the locks on all interior
doors and exit doors on the Courthouse Annex do not comply to the Life
Safety Code - 1967 Edition, National Fire Protection Association and
should be corrected as soon as possible. Commissioner Dritenbas moved
that the Administrator be authorized to make necessary corrections through
the architect to get the doors to comply with the code: The Motion was
seconded by Commissioner McCullers and unanimously carried.
A letter was received from The Employers' Group of Insurance Companies
dated September 20, 1967 recommending that all doors in the courthouse
swing outward to facilitate exit !from the building..

Rosemary Richey, Supervisor of Elections, appeared before the board
and, submitted approximate costs necessary to keep her office open five.
days a week and to mail out questionnaires to prospectivezjurors. After
considerable discussion, it was moved by Commissioner Macdonald, seconded
by Commissioner Dritenbas and unanimously carried that the- Board directs
the Supervisor of Elections to perform the function of mailing out the
questionnaires, receiving and: tabulating them as required by Chapter
67-2199, Laws Of Florida; and for this service the Board agrees to pay
her actual costs and expenses presently estimated at: Postage and printing
$2,500.00 and Extra help to January 1 $1,000.00; and that in addition and
as part of this, the Board now directs that the Supervisor of Elections
keep her office open five days a week for registration of electors of the
County and the performance of her other duties; and for all of this, the
Board agrees to pay to the Supervisor of Elections the sum of $6,000.00
as her total annual salary, effective date October 1, 1967.
Upon recommendation by the Administrator and motion by Commissioner
Macdonald, seconded by Commissioner Dritenbas, the plat of Van Triecian
Subdivision was tenatively approved.
The Administrator requested permission to'replace the bridge at
•Kingsberry Road and Lateral A; also to rebuild a bridge at Fellsmere
and repair one at Kiwanis-Hobart Park. On Motion by Commissioner Macdonald,
seconded by Commissioner McCullers and unanimously carried the request
was approved.
On Motion by Commissioner Bogosian, seconded by Commissioner Dritenbas
the following resolution was unanimously carried.

RESOLUTION 67_59
WHEREAS, pursuant to law, an election is to be held in
Special Tax School District No. 1, of Indian River County, Florida, on
November 7, 1967; and
WHEREAS, the Board of Public Instruction of Indian River
County, Florida, has heretofore adopted a Resolution calling said election;
and
WHEREAS, I the School Code of the State of Florida provides
that the Board of Public Instruction shall designate the number of inspec-
tion boards for each precinct and appoint the inspection boards, and the
General Election Laws of the State of Florida provide that the number of
inspection boards for each precinct and the inspection boards shall be
determined by the Board of County Commissioners; and
WHEREAS, the Board of Public Instruction of Indian River
County, Florida, in special meeting on October 2, 1967, has, by Resolu-
tion, determined the number of inspection boards necessary for each
precinct, and has appointed the personnel of the inspection boards, and a
copy of said Resolution has been certified to this board.
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of Indian River County, Florida, that this Board does
hereby ratify, -approve and confirm the number of inspection boards for
each precinct and the personnel of the inspection boards heretofore deter-
mined and appointed by the Board of Public Instruction of Indian River
County, Florida, for the election to be held in Special Tax School District
No. 1, Indian River County, Florida, on November 7, 1967; and
BE IT FURTHER RESOLVED that this Board does herewith
determine the number of inspection boards for each precinct and does
hereby appoint the personnel of the inspection boards as heretofore
determined and appointed by the Board of Public Instruction of Indian River
County, Florida, for the election to be .held in Special Tax School District
No. 1, Indian River County, Florida, on November 1, 1967.

RESOLUTION
WHEREAS, pursuant to law, an election is to be held in Specia
Tax School District No. 1, in Indian River County, Florida, on November
7, 1967; and
WHEREAS, this Board has heretofore adopted a Resolution
calling said election and has : caused Notice of such election to be published
in the Vero Beach Press Journal, Vero Beach, Florida; and
WHEREAS, it is necessary to publish the location of the pollin
places and the names of the election officials for said election; and
WHEREAS, the School Code of the State of Florida provides
that the Board of Public Instruction shall designate the number of inspec-
tion boards for each precinct and appoint the inspection boards.
NOW, THEREFORE, BE IT RESOLVED by the Board of Public
Instruction of Indian River . County, Florida, that this board does herewith
determine that only one election board in each precinct is necessary to
conduct said election and does hereby designate the precinct polling places
and appoint the personnel of the inspection boards for the election to be
held in Special Tax School District No. 1, in Indian River County, Florida
on November 7, 1967; and
BE IT FURTHER RESOLVED that the location of the polling

be and he is hereby instructed to publish one time in the Vero Beach
Press Journal, Vero Beach, Florida, the names of the election officials
and the location of the polling places as hereby determined.

On Motion by Commissioner Dritenbas, seconded by Commissioner McCullers
and unanimously carried, the matter pertaining to the performance bond of Vero
Beach Development Company for Vero Beach Tropical Gardens, Unit 1 and 2,
was referred to the County Administrator for additional data.
On Motion by Commissioner Macdonald, seconded by Commissioner McCullers,
and unanimously carried, the Board approved the letter of the County Attorney.
to Douglas Baker and wife, dated September 28, 1967, expressing the agreement
of the County to the State releasing all of the property in the Murphy Act
reservation that is beyond 50 feet from the center line of the pavement on
North Gifford Road.
On Motion by Commissioner Macdonald, seconded by Commissioner Bogosian
land unanimously carried, the following.resolution was adopted:

RESOLUTION 'NO. 67- 60 -4(
BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, that this Board does herewith respectfully
request the Trustees of the Internal Improvement Fund of the State of Florida
to convey without consideration to Indian River County, Florida, the parcel
of land situated in Indian River County, Florida, described as follows, to -
wit:
The Southeast quarter of the Southeast quarter of
the Northwest quarter of Section 29, Township 31
South, Range 39 East, containing 10 acres;
to be held, used and retained by said County for public park purposes.
Motion was made by Commissioner Macdonald, seconded by Commissioner Mc-
Cullers and unanimously carried, that this Board determines that this County
shall not make application to the Department of Public Safety for a license
to operate inspection stations in Indian River County in accordance with
Chapter 67-307, Laws of Florida.
Commissioner Macdonald reported on a meeting he attended on Air Pollution,
and he recommended to the Board that we be alert to the conditions and when
the State Pollution Control Board is formed and make their recommendations,
we can just include those recommendations in our zoning laws and in that
way stay abreast of the efforts statewide.

Motion was made by Commissioner Macdonald, seconded by Commissioner Mc-
Cullers and unanimously carried, that all members of the Board be authorized
to attend a meeting on Fire Prevention to be held in Panama City on October
17-19, 1967.
On Motion by Commissioner'Dritenbas, seconded by Commissioner McCullers
and unanimously carried, the Administrator was given permission to have a
table built for the conference room, not to exceed $100.00.
On Motion by Commissioner McCullers, seconded by Commissioner Dritenbas
and unanimously carried, the Clerk was authorized to make monthly payments
to the following on items budgeted for the fiscal year, 1967-68, General Fund:
Alfred Lane Lawn Care $40.00
Harold L. Traxler Building Care 50.00
Thomas J. Maxwell Building Care 50.00
St. of Fla.Child Welfare Dept. 975.00
Humane Society of Vero Beach 600.00
and a quartcrly remittance to
Indian River County Library Association $3,125.00
The Clerk was requested to ask the officials of the Nineteenth Judicial
Circuit, receiving money from the County to notify the Clerk as to the pro-
visions of law applicable to such payment.
A letter was received from the East Central Florida Regional Planning
Council requesting payment for the County's share of the Council's budget
for the fiscal year 1967-68. Commissioner Bogosian moved that Indian River
County withdraw from the East Central Florida Regional Planning Council at
this time, seconded by Commissioner Dritenbas. Commissioners Bogosian and
Dritenbas voted for the motion; Commissioners McCullers and Macdonald voted
against; and the motion carried with Chairman Graves voting for it.
Upon Motion by Commissioner McCullers, seconded by Commissioner Macdonald,
and unanimously carried, George Stokes, Veterans Service Officer, was auth-
orized to attend the County Service Officers Mid-Winter Conference in
St. Petersburg on October 19-20.
Upon Motion by Commissioner McCullers and seconded by Commissioner
Dritenbas and unanimously cariied, tieapplications of Robert C. Ramsdell
and of Annie Emily Ramsdell for the renewal of their pistol' permits, were
approved.
The Sheriff filed with the Board a statement of his appointment of
Edward V. Hughes as a Deputy Sheriff, whose voting precinct is No. 1-A,
and the said Deputy 'Sheriff filed his Bond with the Clerk of the Circuit
Court which was presented to the;Board. On Motion by Co o

McCullers, seconded by Commissioner Macdonald and unanimously carried,
the bond of said Deputy Sheriff was approved and ordered filed with the
Clerk of the Circuit Court.
The Monthly reports of the County Welfare Worker, the County Agent
and the County Service Officer were received and placed on file.
Upon Motion by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried, the Board of County Commissioners
authorizes all travelers on behalf of Indian River County to be reimbursed
for per diem and expenses for such travel in accordance with-
Chapter 67 2206.
On Motion by Commissioners McCullers, seconded by Commissioner
Dritenbas and unanimously carried Change Order #5 on the courthouse
addition was approved.
The Board discussed the insurance proposals for employees' hospital-.
ization from Blue Cross -Blue Shield and Bankers Life and Casualty Company.
On Motion by Commissioner McCullers, seconded by Commissioner Macdonald
and unanimously carried the proposal of Blue Cross -Blue Shield including
Major Medical was accepted for the fiscal year 1967-68. (The representative
of Bankers Life and Casualty Company had agreed to appear before 11:30 A.M.
but did not do so.)
Upon Motion by Commissioner McCullers, seconded by Commissioner
Bogosian the Blue Cross Representative was authorized to inquire of the
County Employees with regard to participation in the Life Insurance Program.'
Motion was made by Commissioner McCullers, seconded by Commissioner
Macdonald and unanimously carried that the architect for the County,
William G. Taylor, has given his certificate to this Board that he has
inspected, approved and accepted the construction and the changes and
additions in the existing Courthouse in accordance with the contract
between the County and Netto Construction, Inc. and has further certified
that final payment of the balance clue for the work is now due in the amount
of $6,140.40 and that this Board has inspected and accepted the work and
found it to be complete and payment to the contractor for balance of the
contract shall be forthwith made.

The several bills and accounts against the County, having been audited,
were examined and found to be correct were approved and warrants issued in
settlement of same as follows: General Fund Nos. 7490 to 7497 and 11 to
49 both inclusive; Road & Bridge Fund, Nos. 4687 to 4733 both inclusive;
and Fine and Forfeiture Fund Nos. 751 to 760 both inclusive. Such bilis
and accounts being on file in the office of the Clerk of the Circuit
Court, the warrants so issued from the respective funds being listed in
the Supplemental Minute Book as provided by the rules of the State Auditor,
reference to such record and list so recorded being made a part of these
'minutes.
