The COUNTY has selected the Consultant to perform the professional services set forth on Attachment 1 , attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 2, attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 2 , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 .4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Fell, Assistan ount Attorney Attachment 1 Professional Services Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Scope of Work Introduction: On March 16, 2007, Coastal Tech submitted a Joint Coastal Permit (JCP) application for the proposed Sector 3 Beach & Dune Restoration Project on behalf of Indian River County . In response to the JCP application, FDEP requested via telephone call on April 12, 2007 that Coastal Tech immediately withdraw the JCP application and provide additional information necessary for FDEP to adequately review the application . By email dated April 17 , 2007, Coastal Tech withdrew the application with the understanding that FDEP would provide written comments delineating the additional information needed to process the JCP application; FDEP subsequently provided a letter dated May 15, 2007 providing comments relative to the additional information needed - as the FDEP response to the JCP application. In general, this Scope of Work provides for services to fulfill requirements posed by the FDEP as identified in their May 15 , 2007 letter and as additionally clarified in discussions with FDEP staff — beyond those services addressed in separate agreements. Similar requirements are expected to be posed in a forthcoming NEPA Scoping Meeting associated with the U .S . Army Corps of Engineers (USACE) permit application, which remains active. This Scope of Work provides for services in two parts : Part 1 — Environmental Services Part 2 — Engineering & Geological Analyzes Part 1 services generally entail field investigations and associated professional services to yield mapping and characterization of turtle abundance and hardbottom communities fronting the proposed Project Area ; the Study Area addressed by this Scope of Work entails that nearshore environment extending from the shoreline (MHWL) to 1000 feet seaward of the shoreline from FDEP reference monuments R14 to R58 . Part 2 services entail engineering and geological assessments required by FDEP to generally provide (a) greater reliability relative to assessment of potential impacts upon nearshore hardbottom, and (b) greater assurances that proposed sand fill is beach- compatible. Work will be performed by Morgan and Eklund, Inc. (M&E), Pickett and Associates, Inc. . (P&A), Dial, Cordy & Associates (DCA), Continental Shelf Associates (CSA International) , Coastal Eco-Group (CEG — associated with QA review of environmental services), Inwater Research Group (IRG) and Coastal Technology Corporation (COASTAL TECH) . The following describes the services to be provided under this Scope of Work: Page 1 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work PART 1 - ENVIRONMENTAL SERVICES The primary focus of Part 1 services is to update the existing mapping and characterization of hardbottom as previously developed by DCA based upon 1999 aerial photography and the biological study and classification completed by Coastal Science Association Incorporated (CSAi) in 1999 . In general, the objectives of this Scope of Work are to : I ) Provide updated controlled aerial photography as a basis for hardbottom mapping using multi-spectral imaging analysis tools 2) Perform field work to ground truth the hardbottom classification types as defined in CSAi and on the maps by DCA 3 ) Perform field work needed to describe the abundance and biodiversity of the benthic flora and fauna associated with nearshore hardbottom in the Study Area 4) Assess the abundance of marine turtles in the Study Area 5) Evaluate the expected impacts to hardbottom associated with the proposed Project — based upon the updated hardbottom mapping and characterization. Task 1 : Controlled Aerial Photography General: In general, this task will produce controlled, vertical, color, aerial photography along the coastline for the primary purpose of mapping and quantifying exposed nearshore hardbottom and natural and artificial reef areas within the limits of the Study Area. Toward that end, it is imperative that the flight day be selected such that there is the best possible visibility in coastal waters and that the film selected is of type and quality to provide the best possible images in the greatest possible water depths. Within sixty (60) days of authorization to proceed, COASTAL TECH, via subcontract with M&E and P&A shall provide controlled aerial photography for the Study Area for a total distance of 8 .25 miles . The work shall be completed in compliance with Florida Department of Environmental Protection (FDEP) "Monitoring Standards for Beach Erosion Control Projects" as identified in "Section 02100 Environmental Aerial Photography Acquisition for Beach Erosion Control Projects" with the exception of: ( 1 ) Part II — Execution, Section B . Flight 16 - To provide for adequate visibility, the photography will be taken during a period of incoming tide. (2) Part II — Execution, Section B . Flight 17 — The work is to be conducted during one ( 1 ) flight; a "schedule" is not warranted. Task la - Aerial Targets : M&E in coordination with P&A, will set aerial photograph targets or identify existing landmarks (recognizable in high-altitude photography) in the Study Area (R14 to R58). Surveyed coordinates will be provided by M&E for post-flight "photo-identifiable reference points"- any set targets and/or landmarks. The points selected for reference will be relatively permanent (buildings, identifiable road demarcations , etc) such that this set of data can be used as ground control for future aerial work in this area. All ground control and coordinates will be based on the Florida State Page 2 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Plane Coordinate System, NAD83/90 adjustment and tied to the Florida High Accuracy Reference Network (HARN) . Task lb - Aerial Photography: The COUNTY will monitor weather and tide conditions and notify P&A and COASTAL TECH by phone as far in advance as possible as to an appropriate window of Opportunity for performance of the photography. During the designated flight week, the COUNTY shall notify P&A by telephone on the morning of an appropriate day in which acceptable weather and water conditions exist. P&A shall conduct the aerial photography work the same morning that this notice to proceed is provided by telephone. The final decision to authorize or postpone the flight will be made by the COUNTY no less than one hour prior to the beginning of the flight window for that day and in direct communication with the flight pilot. Photography shall be obtained by P&A during morning hours with cloud cover at less than 10% , and in order to minimize glint, the flight window shall occur when the sun angle is between 15 to 30 degrees to the horizon. If, during the flight, weather conditions deteriorate to the point that the purposes of the flight can not be met, or the five flight conditions specified above can not be met, it is the responsibility of P&A ' s flight photographer to determine whether or not to terminate the flight and complete the scope of work on another day. It is the responsibility of P&A to determine the best color film available to meet the stated objectives of the COUNTY. The photography (by P&A) shall employ the use of a precision Zeiss RMK/A cartographic camera (or equal) calibrated by the US Geological Survey. The camera will be equipped with a data block, which will record the lens number, calibration, focal length of the lens, altitude, date, and time. The photographs will be color aerial photography, reproducible mylars, and geo-referenced digital imagery with the following specifications : a) Using airbourne GPS technology, P&A will record a graphical point on each photograph. A minimum of eight points will be field located on the ground by M&E. b) A 60% overlap with each adjacent photograph and a ratio of 50% land (2000' to 2000') and 50% ocean (2000' to 2000') on the horizontal. c) Maximum tangential and radial distortion for focal lengths from 85 mm to 305 m shall be .005 to .007 mm. d) Calibrated focal length error shall not exceed . 02 mm . e) The image will be clear and sharp in detail, free from clouds, shadows or any other blemishes that would render the image as uncertain for mapping rock and reef features as far offshore as possible and no less than - 80 feet NGVD. f) Each frame must contain : i. time of day clock in standard time, ii. altimeter reading, iii. exposure counter, iv , camera identification number, V . lens focal length in mm, and vi. the plate ID number. Page 3 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Task 1 work-products to be provided by P&A shall include the following: a) Contact Prints - Two sets of 9"X9" (titled-color) contact prints b) Scanned images on DVD at 1 " = 100' .25-foot pixel resolution including the location and labeling of FDEP (previously known as DNR) reference monuments in both ". dwg" and "TIF/TFW" format (uncompressed) . A lower resolution image ( 1 .0 pixel resolution) will also be created by resampling methodology. P&A shall deliver 2 sets of DVDs to the COUNTY and one set to COASTAL TECH. The DVD ' s shall also contain the following: i. Pre-Flight Camera Calibration Report ii. Post-Flight Report — including Flight Log, Weather Log, and the Tide Log iii. Scanning Report - on the final images, including pixel resolution iv. Complete federally compliant metadata file for each image in accordance with standards set forth by the Federal Geographic Data Committee V. aerial triangulation report c) One set of digital imagery provided as high-quality color plots on high quality photographic paper at a scale of 1 " = 100' (plot size approx . 36" X 24") , with the labeled FDEP reference monuments. Task Ic - Interpretation of Hardbottom from Aerials: Using ERDAS multi-spectral imaging software, DCA will generate a GIS shapefile hardbottom map from the digital aerial photography provided by P&A via COASTAL TECH (developed via Tasks ] a and lb). With assistance from CSA International (in Task 2d) , DCA will define the classification types and produce the final hardbottom maps. Task 2 : Biological Mapping & Characterization General : The COUNTY and CSA International will monitor weather and tide condition for an appropriate window of opportunity (acceptable water clarity and visibility) for performance of the fieldwork (Tasks 2a, 2b, & 2c) to be performed in this task. CSA will maintain a daily log of weather and tide conditions. When an appropriate window occurs , CSA International shall mobilize its personnel and equipment and conduct the fieldwork as described below. All data deliverables shall be provided within 90 days after completion of the fieldwork. Task 2a - Transects: CSA International shall establish transects in the Study Area (at even-numbered reference monuments R14 to R58) as described below : A total of 20 transects shall be established and surveyed between monuments R14 and R56 within Sector 3 . Four of these transects, at monuments R14. 2, R16 . 9, R19.5 , and R22, have been or will be established as a component of the Sectors 1 and 2 Nearshore Hard Bottom Monitoring Program. Three control/reference transects will be established between R60.5 and R65 . Also as part of the monitoring program, single video transects will be surveyed along the length of each of the eight proposed pipeline corridors shown in the Permit Sketches as provided by Coastal Tech. In addition, 3 control transect sites will be established in Sector 4. Each transect will begin at the nearshore edge of hard Page 4 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work bottom along a baseline projected directly east from each of the listed monuments . The nearshore edge of hard bottom along each of these baselines shall be determined and each transect shall then be extended 180-m east of these positions . The transects shall be permanently established using 50-cm long steel rods to mark each 0 point at the landward edge of exposed nearshore hardbottom . If a ledge exists at the nearshore hardbottom edge, the 0 point shall be located oil the top (l.e. crest) of the nearshore hardbottom ledge on the horizontal surface. Rods will then be installed along all transects at the 5-meter mark, 10-meter mark, and 20-meter mark . At every 10 meters from 30 meters until 100 meters, and then every 20 meters until 180 meters a 20-cm long stainless steel eyebolt will be cemented into the bottom. At 180 meters a 50-cm long steel rod will mark the offshore end of the transect. Each rod or eyebolt marking a 0-mark, 10-meter mark, and 20-meter mark shall be identified with a tag marking the position along the 180-meter transect. The rods shall extend a minimum of 30 cm above the hardbottom surface and the eyebolts shall extend a minimum of 10 cm above the hard bottom surface. No rods shall be located within the sand gaps between hardbottom ridges. If significant sand gaps (i.e. troughs) occur between the hardbottom ridges , a steel rod shall be placed at the seaward edge of the first hardbottom ridge, and installation of rods/eyebolts will recommence at the next hardbottom ridge with a rod at the 0 mark (crest or edge of exposed hardbottom) . Eyebolt installation will then continue at 5 meters from the second 0 mark, and then every 10 meters until the 100 meter mark, then continue every 20 meters until 180 meters . DGPS positioning will be obtained for the landward edge (0 mark) and seaward edge of the first nearshore hardbottom ridge, and or all subsequent hardbottom ridges/exposed hardbottom located seaward along the 180- meter transect. DGPS positioning also will be obtained for the 180-m point along each transect. The 180-meter transects shall be sampled using digital video in progressive scan mode. The diver shall swim at a speed of approximately 20 meters/6 minutes (-3 .5 meters/minute) with a constant camera distance of 25 cm above bottom during the portions of the transect to be quantitatively analyzed. For the remainder of the 180-meter transect, the diver shall swim at a speed of 20 meters/5 minutes (-4-5 meters/minute) with a constant camera distance of 25 cm. If the diver is moved off the transect by surge, the diver shall return to the point where he/she was disturbed by the wave action, and resume filming at that point. The video transects shall be reviewed during the course of the survey to ensure that there are no gaps in the data due to diver error and that the quality of the video is acceptable for video analysis . Any missing video transect data or poor quality video shall be re-filmed during the course of the event. Landscape panoramic views shall be recorded with the digital video camera at the start and end of each transect, and at each interruption of the transect by a sand gap/recommencement at the next hardbottom ridge or hardbottom exposure. Additionally, close-up video of the tag marking the pin at these locations shall be filmed for a frame of reference for the observer viewing the video record. Close-up digital still video and/or photographs shall be obtained of representative benthos along the transect to aid in identification during video analysis. Still photographs shall be obtained using the digital video camera or digital still camera at all quadrat locations (Task 2c) , vertical ledges , large Oculina spp . colonies or Siderastrea siderea colonies along the transect or Page 5 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work adjacent to transect (within underwater visibility during transect establishment), and changes in benthic landscape along the transect. Voucher sampling of macroalgae shall be conducted as needed to assist with video identification of macroalgae genera. Survey Schedule/Sampling Plan : The field survey will begin as soon as possible after authorization and upon the observance of acceptable water conditions . Based upon past experience with adverse underwater visibility conditions in the Indian River County nearshore region and because of the significant number of transects in the Sector 3 project area it may not be possible to establish and survey all of the proposed transects at the requested level of detail during this 2007 summer season. It is proposed that transects will be established and surveyed in a two-tiered approach, with the first tier including transects at monuments R14.2 * , R181 R22 * , R26, R34, R38 , R42, R501 R54, R60.51 R63 , and R65 . These transects cover the entire north to south extent of the study area plus control/reference area to the south and are set at about 4 ,000 ft intervals . All proposed data sets will be collected along these transects and then the 11 remaining transects at monuments R16.9* , R19 .5 * 9 R241 R28 .51 R32, R36, R409 R44, R48 , R52, and R56 will be established and surveyed as site conditions allow. If weather and underwater visibility do not permit the establishment and data collection along all of the proposed transects in the summer of 2007, with Department approval, the remaining transects will be established and surveyed during the summer of 2008 . With acceptable sea conditions this approach should provide for the timely delivery of a detailed data set for the entire length of the study area to enable the preparation of hard bottom characterization documents in 2007, with additional information for intermediate transects collected at the first available opportunity. Single diver video transects also will be run down the axis of each of the eight proposed pipeline corridors , beginning at the nearshore edge of hard bottom and extending out for from about 300 to 500 in or to the end of the corridor. DGPS diver position fixes will be collected at the beginning and end of these corridor transects and at 20 in intervals along the transects . Divers will collect both oblique and vertical format video data along the corridors to allow for the description of benthic communities within the corridors and the detection of potential pipeline impacts to these communities . If, after completion of the video transects , there is missing video data, CSA INTERNATIONAL will re-film missing data in the study area at no additional cost to the COUNTY. * Transects for R14.2, R16.9 and R19 .5, and R22, are established or are to be established and surveyed under separate authorization for the Sectors 1 and 2 Nearshore Hard Bottom Monitoring Program. Task 2b - Quadrat Sampling: In concert with the fieldwork under Task 2a, CSA INTERNATIONAL shall perform quadrat sampling as described below: During each survey, a 0.25 square meter (0.5 m by 0. 5 m) gridded quadrat will be sampled by the diverlbiologist at a several point-intercept locations along the 180-meter long transects — with approximately 12 quadrats along each transect. The first quadrat will be located at the nearshore hardbottom edge. If the hardbottom edge consists of a Page 6 of 14 June 13, 2007 Indian River Countv Sector 3 - Beach Restoration Project Additional Services Scope of Work vertical ledge, one quadrat will be located along the vertical/subvertical face, a second quadrat will be located at the top of the ledge along at the horizontal face of the ledge, and the third quadrat shall be placed at the 5-meter mark along the transect. Additional quadrat sampling shall occur along each transect to capture changes in benthic landscape (physical relief, species dominance/abundance, presence of stony corals/octocorals along or immediate adjacent to the transect). If the transect crosses a sand gap (i. e. trough), a quadrat shall be sampled at the seaward edge of the exposed hardbottom, and at the west edge of hardbottom east of the sand gap (Le. on the horizontal face of the crest of the next ledge) . The distance across the sand gap shall be noted and is included within the 180- meter length of the transect. Quadrats shall not be placed in the sand gaps between hardbottom ridges . Each 180-meter transect shall have approximately 12 quadrats within the first 120 meters of the transect. A list of the locations of the quadrats along each transect with a description of the quadrat location/benthic community shall be provided to the Department after transect establishment. Within each quadrat, visual estimate of percent cover and genus/species identification shall be performed in-situ for the following functional groups: • macroalgae (overall percent cover and identification/percent cover of two dominant species within quadrat) , • microalgae/cyanobacteria, • encrusting calcareous algae, sponges (genus level) , with a separate assessment of percent cover of boring sponge (Cliona spp), ■ tunicates (with identification of dominant genera), • zoanthids (genus level), hydroids, • worrmock (Phragmatopoma lapidosa), • octocorals (genus level), and • scleractinian corals (species level). Individual counts shall be conducted for all octocorals, scleractinian corals, sponges (not including Cliona spp . which shall be assessed for percent cover) , solitary tunicates, urchins , and holothuroids within the quadrat. Scleractinian corals and octocorals shall also be assessed for size class distribution: size class 1 : < 5 cm diameter of scleractinian/height of octocoral ; size class 2 : 5 cm to 15 cm diameter of scleractinian/height of octocoral; size class 3 : 15 to 25 cm diameter of scleractinian/height of octocoral; and size class 4 : >25 cm diameter of scleractinian/height of octocoral). Maximum and average algal height of the two dominant macroalgal species shall also be recorded. Average algal height shall be estimated by five measurements . Percent cover of substrate, unconsolidated substrate (rubble, shell hash, rhodoliths), sand and sediment over hardbottom shall be recorded. The maximum physical relief of hardbottom from the lowest point to highest point in the quadrat, shall be measured to the nearest centimeter. Sediment accumulation measurements will be performed within all quadrats located on the flat (horizontal) surface of hardbottom along each transect. Five random Page 7 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work measurements of sediment thickness will be performed within each quadrat using a ruler to measure to the nearest cm. Continuous layers of sediment less than 1 cm covering the hardbottom surface and benthos shall be recorded. Sediment accumulation measurements shall also be recorded at each rod/eyebolt along the transect and at 1 -meter west of each rod/eyebolt using a ruler to measure to the nearest cm. If a ledge exists at the nearshore hardbottom edge (0-mark) or subsequent exposed hardbottom ridges , sediment accumulation shall be estimated by measuring the distance from the pin on the crest of the ledge to the foot of the ledge (sand) . Task 2c : Nearshore Hardbottom Edge Mapping: In concert with the fieldwork under Task 2a, CSA INTERNATIONAL shall map the nearshore hardbottom edge within the Study Area. The method for mapping shall be dependent upon underwater visibility conditions. The preferred method is by diver swimming the hardbottom edge with a DGPS antenna. Upon completion of the diver-mapped hardbottom edge, a towed-diver system with DGPS -integrated video may be utilized to document the conditions and benthic communities along the nearshore hardbottom edge if water depths and underwater visibility allow safe boat operation and safe diving conditions . If visibility conditions do not allow for a diver-mapped hard bottom interface the County shall coordinate with the Department for approval to utilize alternative methods for mapping the nearshore hard bottom edge, which may include the collection of 20-meter shore- parallel video transects at 150-m (500 ft) intervals with DGPS positioning of the hard bottom edge/video transect locations, ten measurements of vertical relief of the nearshore hard bottom edge along each transect, video documentation of the dominant benthos, and identification and canopy height measurements of the two dominant macroalgal species along each transect (five measurements per species) . Task 2d - Transect Analysis: Following completion of the fieldwork under Tasks 2a through 2c, CSA INTERNATIONAL shall perform analysis of transects as described below: Two, 20-meter long segments of the video transect shall be quantitatively analyzed using PointCount' 99 or a comparable software package based upon the random point count method for estimation of percent cover from digitally frame-grabbed underwater video images . The first 20-meter segment shall correspond to the First 20 meters of hardbottom (commence at the 0 point at the exposed nearshore hardbottom edge and continue to the 20-meter mark). The second 20-meter segment shall cross hardbottom between 40 and 80 meters along each transect. The exact location of the second 20-meter segment shall be determined at the time of transect establishment based upon the benthic landscape and location of hardbottom ridges along the transect, and shall be referenced to the nearest pin along the transect for repeated occupation of the same stretch of transect for video analysis. DGPS positioning will be obtained for the start point of the second 20-meter segment along each transect. Each 20-meter segment shall result in approximately 100 non-overlapping frame-grabbed images . A unique set of 20 random points shall be generated at the time of frame- grabbing and stored with each set of images so that the same points are assessed during Page S of 14 June ] 3, 2007 Indian River Countv Sector 3 - Beach Restoration Project Additional Services Scope of Work each monitoring event. This also ensures that each person examining a particular image will view the same points, thereby allowing for double-blind counting for quality assurance and control purposes . Ten percent ( 10%) of the images shall be counted by two scorers to assess inter-observer variability. An estimate of percent cover (projected to the surface) will be performed for each image according to the following functional groups/categories : scleractinian corals (to the genus level), octocorals, macroalgae (to the genus level if possible, if not, then according to the following breakdown : calcareous red, calcareous green, fleshy brown, fleshy red, fleshy green), microalgae/cyanobacteria, sponges, tunicates, hydroids, wormrock, zoanthids , urchins, holothuroids, and substrate . Substrate shall be broken down into the following categories : unconsolidated substrate (rubble/shell hash, rhodoliths), sediment over hardbottom, sediment over benthos (where the underlying fauna cannot be identified due to the sediment cover), and sand. The remainder of the 180-meter video transect shall be reviewed for qualitative changes in benthic community cover/composition in comparison to the pre-construction surveys, previous annual surveys, and the reference sites . If the qualitative review of the video transect suggests sedimentation impacts or cross- shore transport of sediments over the benthic community along the remaining portions of the transect, and the results of the sedimentation monitoring and quadrat assessments indicate burial of hardbottom communities, additional quantitative analysis of the video transects shall be required as directed by the Department to determine the extent of the project-related impacts. In addition, CSA INTERNATIONAL will provide biological data and DGPS coordinates to DCA to assist them with definition of the classification types for the hardbottom maps (prepared by DCA under Task lc) . Task 2e - Summary Report: CSA INTERNATIONAL shall prepare a Summary Report of Task 2 results in both hard copy and digital format. The report shall include appropriate graphics/tables, statistical analysis of the collected data, with the following data on CD: a) all digital video transects and frame-grabbed images from all transects b) Point Count files and associated data (i.e. PTS files, MGR files, cd.dat files ) c) Excel spreadsheets of Point Count data (raw data and summary files), and d) Excel spreadsheets of in-situ quadrat data. e) Spatial GIS shapefiles of transects and hardbottom maps . Task 3 : Turtle Abundance Task 3a — Field Survey: In general, IRG will perform a field survey to assess marine turtle abundance in the Study Area. The surveys will : a) be performed in the summer of 2007 b) entail three 3 -km long transects at 3 different distances offshore in the Project Area Page 9 of 14 June 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work c) sample along these transects 4 times during the summer of 2007 , d) follow the same methods and protocols used by IRG at 3 other sites in the county, so that the data for Sector 3 are directly comparable to those areas. This monitoring effort employs vessel-based observers to generate abundance estimates . Aerial visual surveys have often been used to obtain, information on the abundance and distribution of turtles over relatively large areas and are appropriate for documenting seasonal variations in population levels. On the relatively limited geographic scale of Indian River County Sector 3 , it is felt that an analogous vessel based approach is more appropriate. This monitoring effort employs observers who count surfacing turtles from a small boat. A semi-quantitative index, sightings per vessel/km, is calculated for each species and compared between seasons, distances offshore, and areas. The monitoring is conducted from a small boat equipped with a spotting tower capable of supporting two observers at an eye level of approximately 12 feet above the water. The GPS waypoints at the north and south ends of each transect line establish a base course that the helmsman follows. A constant vessel speed of 5 to 6 knots is maintained during all transects , verified by GPS track log. With one observer looking to port and one observer looking to starboard, the vessel proceeds along the transect line. When a turtle is spotted, it is identified to species and the position of the vessel at time of sighting recorded in the GPS unit. The position of the turtle relative to the transect line (Inshore, offshore, or on the transect line) is also recorded. A Turtle Field Survey Report will be completed by IRG summarizing the results of the monitoring effort. Task 4 : QA/QC Coordination of Investigations Task 4a — Coordination of Field Investigations and Professional Services : On behalf of Indian River County, CEG will provide general QA/QC of Task 2 and Task 3 services. Specifically, CEG will: • perform QA-QC review of video transect data using PointCount 99 ( 10% sub- sample) for inter-observer variability • prepare a QA/QC letter report to regulatory agencies citing QA/QC results . • review pre-construction monitoring report and data prior to submittal to regulatory agencies. Task 4b - FDEP Coordination: CEG will confer with FDEP staff relative to the scheduling of field investigations associated with Tasks 2 and 3 , and provide for coordination of any participation by FDEP staff. CEG will also travel and attend up to two meetings in Tallahassee with FDEP staff to review investigation results . Page 10 of 14 June 13, 2001 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Part 2 - ENGINEERING & GEOLOGICAL ANALYZES Task 1 — Engineering Analyzes Task la - Bathymetric Survey : COASTAL TECH will perform forty-three (43) profile surveys of the dune and beach to approximately 2000 feet offshore at every FDEP monument from R- 15 to R-57 within the Project Area — in compliance with FDEP permit application and rule requirements. The survey shall include ; ( 1 ) grade elevations at about 20 feet on center - and at breaks in slope, (2) the location of the seaward face of any adjacent existing building, (3 ) the location of the existing vegetation line, and (4) the location of the approximate mean high water line (MHWL) . COASTAL TECH will subcontract this survey work to Morgan & Eklund (M&E) of Wabasso. COASTAL TECH will review the survey for completeness and use the M&E and county surveys as the basis of design and the FDEP permit application. Task lb — Critical Erosion Assessment: Consistent with FDEP rules , COASTAL TECH will perform an assessment of existing data and prepare a Memo summarizing the data and a rational for extension of the of the critically eroded shoreline, as designated by FDEP, from FDEP reference monument R51 .3 to the southern limit of the proposed beach restoration project at monument R55 . The Memo shall "specifically support beach restoration within the segment between R51 .3 and R55 to be in the public interest. " Task lc — Hardbottom Variability Analysis: COASTAL TECH will review the most recent and available LiDAR survey data within the Project Area and compare to published FDEP survey data for the nearest time period . Appropriate criteria will be identified using Foster and Dean statistical analysis "to determine if the recent 2006 bathymetric data is sufficient to map the variability of hardbottom elevations such that an accurate calculation of cross-shore and alongshore spreading of the beach fill can be conducted." COASTAL TECH will revise the existing Design Document to include the analysis results . Task ld —Fill Adjustment & Spreading Analysis: COASTAL TECH previously, under separate authorization, applied the USACE model SBEACH to determine the expected cross-shore adjustment of proposed fill, and the model GENESIS to address the alongshore spreading of proposed fill . To analyze the reliability of SBEACH and GENESIS results , COASTAL TECH will use "profile translation with conservation of volume" and the Dean equilibrium profile to re-assess long-term profile evolution, as well as , Dean 2005 spreading model to cumpare previous predictions of "cross- shore and longshore spreading of beach fill. " COASTAL TECH will revise the existing Design Document to include "the calculations and results of these analyses for the Sector 3 beach fill ." Page 11 of 14 June 13, 2007 Indian River Countv Sector 3 - Beach Restoration Project Additional Services Scope of Work As part of this effort, COASTAL TECH will : • investigate and obtain available "reprints of published journal papers that support or validate the accuracy of SBEACH modeling in predicting the sub-aqueous beach profile change, and/or support the practice of using SBEACH modeling to predict the adjusted equilibrium beach fill profile", • perform a "statistical analysis (following Foster or Dean) to verify if . . . model results are within acceptable limits . " • assess "cross-shore spreading of the Sector 1 &2 constructed beach fill into an equilibrated beach fill profile . . . . given the hurricane impacts of 2004 . . . from analysis of the monitoring data." • "revise Figures A6a and A61i to include the predicted equilibrium profile used in the design and permitting of Sector 1 &2 (ATM, 2002)", • "provide separate figures for the proposed restoration of the 1972 and 1986 beach and dune conditions " with "a vertical marker of the landward edge of hardbottom and . . . the distance from the reference monument" • identify the location of the equilibrium toe of fill (ETOF) in the Project Area . Task le — Storm Damage Reduction Benefit Analysis: COASTAL TECH will conduct a qualitative storm damage reduction benefit analysis using the SBEACH cross-shore model. Up to four (4) different return interval storms (eg . 15-yr, 25-yr, 50-yr, 100-yr) will applied to the representative profiles within the Project Area . The SBEACH model will be applied to assess (i) the limits of erosion for each return interval storm event, and (ii) the number of upland structures impacted with and without the design alternative(s). Task If —Hardbottom Impacts : Based upon the hardbottom maps generated in conjunction with Part 1 services , COASTAL TECH will assess potential impacts of the proposed Project upon existing hardbottom (area) including the area of hardbottom expected to be impacted. COASTAL TECH will revise the Design Document to reflect the updated hardbottom impact analysis . Task lg — Revised Permit Sketches : COASTAL TECH will revise the Permit Sketches to "provide superimposed plots of the 1972 beach-dune profile and the proposed construction template at each FDEP reference monument and note the fill density at that reference monument" with "the landward edge of the exposed hardbottom from the most recent hardbottom mapping", with "a vertical marker of the landward edge of hardbottom and . . . the distance from the reference monument" , and the limits of the adjusted fill as determined from other tasks. The plan views shall include the "ETOF, dune (existing and proposed), MHWL, and structures (existing and proposed)". The cross-sections shall include the "predicted ETOF and the MHW elevation". Task lh — Design Document: COASTAL TECH will revise the Design Document and JCP application to include results of Part 1 and Part 2 work with a recommended design . COASTAL TECH will meet with the COUNTY to present and review the updated Draft Design Document; COASTAL TECH will subsequently make revisions as required by the COUNTY and provide fifteen ( 15 ) copies of the Design Document to the COUNTY. The Design Document will be presented to the Beach Committee by COUNTY staff. Page 12 of 14 June 13. 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Task 2 — Geological Analyzes Task 2a — Sediment Analysis: Potential Borrow Area : The COUNTY shall make available cores previously obtained by the COUNTY to delineate the proposed borrow area. COASTAL TECH will obtain representative samples from the cores of material proposed to be dredged and used as fill material. COASTAL TECH will perform Munsell color ("wet and dry") analysis and compositional analysis to include organic and carbonate content (via LOI). Samples will be visually inspected to "describe the nature of the carbonate material (i.e. shell fragments, shell hash, sand sized material, or silt- sized material)". The COUNTY shall provide COASTAL TECH with ROSS-compatible gINTTM files of the core logs and gradation data previously performed by Scientific Environmental Applications, Inc. (SEA) on South Borrow Area cores. Native Beach: The COUNTY shall provide COASTAL TECH with ROSS -compatible g�s of gradation data previously performed by SEA on native beach material. COASTAL TECH will obtain an additional 65 native beach samples from Sector 3 along thirteen shore-normal transects at R17 , R20, R23 , R26, R29 , R32, R35, R387 R419 R441 R471 R50 and R53 . Samples will be obtained from the Toe of Dune, Mid-bene, approximate Mean High Water, approximate Mean Low Water, and wading depth (--3 ' contour) . COASTAL TECH will conduct gradation analyses and compositional analyses to determine organic and carbonate contents (via LOI) , and determine the Munsell Color Code ("wet") for these samples. Gradation analysis of all sediment samples will be conducted by sieving and the results plotted using g1Nfr" software. This software generates a gradation curve identical to USACE ENG Form 2087 . The software plots both a cumulative frequency distribution curve and a frequency distribution histogram as one diagram. The sieve analysis shall be conducted in 1/2 phi intervals and one 1/4 screen , using a range of screen openings capable of accommodating all grain-size classes contained in each sample. A total of 19 sieves will be used ranging from +4 phi to -4 phi . The gradation plot shall also include a USC description. If a sample contains fines greater than 12% passing the #200 sieve, the description will be based upon the visual observations of a qualified coastal geologist. All granularmetric data will be compiled into gINTTm summary tables and Excel spreadsheets. These spreadsheets will include size-class information and descriptive statistics . Task 2b — Compatibility Analysis: COASTAL TECH will prepare a detailed assessment of the compatibility of native beach sand with the proposed fill. COASTAL TECH will prepare a written report of the assessment results to include for native beach and proposed fill material: • granularmetric summary table for both the native beach disposal site & the proposed borrow area material including; "median (d5o), Munsell color, silt percent and carbonate content", and "cumulative weight retained on sieve" • "frequency and cumulative frequency plots of each sample" • "composite statistics" and "a cumulative frequency curve of the composite" , Page 13 of 14 lune 13, 2007 Indian River County Sector 3 - Beach Restoration Project Additional Services Scope of Work Task 2c — Borrow Area Dredging Plan : COASTAL will develop a dredging plan for excavation of the proposed borrow areas that provides for "the most efficient utilization of the entire volume of borrow area sediment over the course of the initial and subsequent beach nourishment projects" proposed by the COUNTY — consistent with the COUNTY ' s Beach Preservation Plan . The Dredging Plan will include "plan and section views of the borrow areas showing what has been dredged previously and what will be dredged for the proposed project" for each "sub-area" . The COUNTY will provide post- dredging surveys associated with previous projects. COASTAL TECH will provide "shapefiles and PDF files for the borrow areas suitable for inclusion in ROSS" .
