WORK ORDER NUMBER 5
This Work Order Number 5 is entered into as of this 2nd day of May
2006 pursuant to that certain Continuing Contract Agreement for Professional Services entered
into as of April 6, 2004 ("Agreement"), by and between Indian River County, a political
subdivision of the State of Florida ("COUNTY") and Camp Dresser & McKee Inc.
("Consultant").
The COUNTY has selected the CONSULTANT to perform the professional services set
forth on Attachment A (Scope of Work), attached to this Work Order and made part hereof by
this reference. The professional services will be performed by the CONSULTANT for the fee
schedule set forth in Attachment A (Fee Schedule), attached to this Work Order and made a
part hereof by this reference. The CONSULTANT will perform the professional services within
the timeframe more particularly set forth in Attachment A (Time Schedule), attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing
contained in any Work Order shall conflict with the terms of the Agreement and the terms of
the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set
forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the
date first written above.

ATTACHMENT A
SCOPE OF WORK
INDIAN RIVER COUNTY
TECHNICAL ASSISTANCE FOR WATER SUPPLY PROJECTS
The purpose of this Scope of Services is for CDM to provide technical assistance to Indian River
County (County) that will aid in water supply planning related to the North County Water
Treatment Plant (WTP) expansion project over a 12 -month period.
Background
CDM performed the original design for the WTP when it was initially constructed. The County
had contracted with Missimer International to perform the hydraulic modeling associated with
the production wells and associated consumptive use permit (CUP). Since the initial permitting
and construction, CDM has acquired Missimer International and now retains the staff that
originally performed the modeling services for the County.
As such, the County has requested that CDM assist with modeling related issues during the
CUP modification process for the expansion project (being performed by another consultant).
CDM will assist County staff with clarifications, statement of assumptions made during the
original modeling and reviews, as needed, during the permit modification process. CDM will
not prepare or submit the permit modification application.
Similarly, CDM has performed a great deal of permitting services related to concentrate
disposal issues for the North County WTP. Under this authorization, CDM will also provide
assistance related to the concentrate permit renewal/ modification, as needed (also being
prepared and submitted by a third party consultant).
Services to be provided under this authorization include, but are not limited to:
Value Engineering
CDM will review, at the County's request, permit applications, modeling, reports, and other
deliverables prepared by third party consultants based on the long standing history and
knowledge that CDM has of the County's facilities. Items to be included in the value
engineering efforts may include such projects as consumptive use permitting, concentrate
disposal modeling and permitting, and other tasks as requested by the County.
Soil and Water Conservation District Issues
CDM will assist the County in efforts to respond to rapidly growing development, prepare for
and represent the County at meetings with local boards and/or Districts, and respond to
various public inquiries regarding growth and facility expansions. CDM will prepare letters,
letter reports, and presentations and garner public support for the County's water related
projects, travel to various locations as necessary to coordinate and provide technical assistance
to government agency representatives, and other services as requested by County staff.
General Services
CDM will assist the County with day to day issues that arise unexpectedly and provide
miscellaneous consulting services to assist the County with general planning efforts.

Schedule and Compensation
CDM will perform the above services at the direction of County staff on an as needed basis. All
specific tasks performed under this authorization will be requested by the County in writing
prior to execution. Payment for the services above will be on a salary cost basis plus other direct
costs on an as -needed basis to an upper limit of $50,000. CDM is to submit monthly invoices for
services performed at the completion of each assigned task. Services are to be rendered over a
12 -month period.
