WORK ORDER NUMBER 05
This Work Order Number 05 is entered into as of this day of October. 2006
pursuant to that certain Continuing Contract Agreement for Professional Services entered
into as of 10 August, 2004 ("Agreement") , by and between Indian River County Solid
Waste Disposal District, a dependent special district of Indian River County, Florida , whose
address is c/o Indian River County Utilities Department , 1840 25th Street, Vero Beach ,
Florida 32960 (" DISTRICT") and GeoSvntec Consultants . Inc . ("CONSULTANT" ).
The DISTRICT has selected the Consultant to perform the professional services set
forth on Attachment 1 , attached to this Work Order and made part hereof by this reference .
The professional services will be performed by the Consultant for the fee schedule set
forth in Attachment 2 , attached to this Work Order and made a part hereof by this
reference . The Consultant will perform the professional services within the timeframe
more particularly set forth in Attachment 3 , attached to this Work Order and made a part
hereof by this reference all in accordance with the terms and provisions set forth in the
Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall
be deemed to be incorporated in each individual Work Order as if fully set forth herein .

Dear Ms. Kratman :
GeoSyntec Consultants (GeoSyntec) is pleased to submit this letter proposal to the
Indian River County (IRC) Solid Waste Disposal District (SWDD) for the provision of
professional services supporting the operation of the Class I landfill and Construction and
Demolition (C&D) debris disposal facility at the IRC Landfill (IRCL) facility located in
Vero Beach, Indian River County, Florida. The proposal presents the scope of work,
schedule, and budget estimate for the compliance monitoring reporting and other technical
support services related to the operation of the solid waste disposal facilities. The proposal
was prepared in response to a verbal request from the SWDD during a 7 August 2006
meeting at the IRCL site with Ms . Polly Kratman of SWDD and Dr. Kwasi Badu-
Tweneboah, P .E. of GeoSyntec.
The remainder of this proposal presents : (i) project background; (ii) proposed scope
of work; (iii) schedule ; and (iv) budget estimate.
PROJECT BACKGROUND
The IRCL facility is located south of Oslo Road, west of Range Line Road (74`h
Avenue) and east of Interstate 95 in Section 25 , Township 33 South, Range 38 East in
Indian River County, Florida . The IRCL facility is currently operating as a Class I landfill
and C&D debris disposal facility under the Florida Department of Environmental
Protection (FDEP) Operations Permit Numbers S031 -0128769-008 and 5031 -0128769-

009 . The overall IRCL site occupies 276 acres, with 63 acres used for Class I disposal and
22 acres used for C&D disposal. Waste materials accepted for the Class I landfill disposal
include residential, commercial, agricultural, and industrial wastes . The landfill serves the
unincorporated Indian River County and municipalities of Vero Beach, Orchid, Fellsmere,
Sebastian, Indian River Shores, and Wabasso, Florida.
The Monitoring Plan Implementation Schedule (MPIS) of the IRCL facility' s permit
(Exhibit I) indicates that groundwater, surface water, and leachate quality monitoring are
required. Semi-annual sampling of the 23 groundwater monitoring wells shall be collected
in January and July for the list of Semi-Annual Ground Water Parameters on Attachment C
of the MPIS . Surface water samples from the two surface water monitoring sites shall be
collected semi-annually in January and July and analyzed for the list of Semi-Annual
Surface Water Parameters presented as Attachment D of the MPIS . Leachate shall be
sampled annually from the leachate monitoring site and analyzed for the list of Annual
Leachate Parameters presented as Attachment E of the MPIS . It is understood that the
field sampling and water level measurements will be performed by SWDD and the
analytical testing will be conducted by US BioSystems, the analytical laboratory
contracted with SWDD . The results of the annual and semi-annual water-quality
monitoring events are to be reported to FDEP within 60 days of receipt of analysis from
the laboratory. Also, a biennial report that summarizes and interprets the water quality
data and water level measurements collected in the previous four years shall be submitted
to FDEP .
GeoSyntec also understands that the IRCL facility is currently regulated under the
New Source Performance Standards (NSPS ) for municipal solid waste (MSW) landfills as
identified in Subpart WWW of 40 CFR, Part 60 ( Subpart WWW) . An NSPS Tier 2 non-
methane organic content (NMOC) emissions rate report was prepared and submitted to
FDEP as part of the Title V permit application in February 2000 . A Title V renewal
permit application is being prepared by SWDD for submittal to FDEP by January 2007 .
SWDD proposes to conduct Tier 2 sampling according to § 60 . 754(a)(3 ) to estimate a site-
specific NMOC concentration to recalculate and submit a Tier 2 NMOC emission rate
report as part of the Title V renewal permit application.
This proposal presents the scope of work and budget estimate for: (i) the 2007 annual
and semi-annual water-quality reporting; (ii) the 2005 -2006 biennial report; (iii) Tier 2
testing and calculation of the NMOC emission rate for the Title V permit renewal

application; and (iv) other compliance monitoring reporting and technical support that may
be required for the IRCL facility.
PROPOSED SCOPE OF WORK
The proposed scope of work includes activities to be performed on behalf of SWDD
for the compliance monitoring reporting and other technical support services for the Class I
landfill and C&D disposal facility. For the purpose of budgeting, the scope of work has
been divided into the following five main tasks:
• Task 1 — Project Management/Meetings ;
• Task 2 — Preparation of Annual and Semi-Annual Reports ;
• Task 3 — Preparation of Biennial Report;
• Task 4 — Tier 2 Testing and Reporting; and
• Task 5 — Miscellaneous Compliance and Technical Support.
The remainder of this section presents a general description of the activities to be
performed in each task.
Task 1 — Proiect Mana2ement/Meetin2s
Under this task, GeoSyntec will perform project planning and management
responsibilities , such as correspondence with SWDD and FDEP, invoice review, project
coordination, and project administration. GeoSyntec has also included budget for
preparation and attendance (by two GeoSyntec personnel) at two meetings with SWDD
and/or FDEP , as needed.
Task 2 — Preparation of Annual and Senri-Annual Reports
GeoSyntec will prepare the annual and semi-annual water-quality reports as required
by the MPIS . As previously indicated, field testing, sample collection, and water-level
measurements will be performed by SWDD, and the laboratory analytical testing will be
conducted by US Biosystems . GeoSyntec will coordinate the sampling and analytical
testing activities with SWDD and US BioSystems . The results of groundwater sampling

under the MPIS will be presented in a report supported by attachments containing chain-
of-custody sheets, field notes and observations, water sampling logs, maps, analytical
results, and any other applicable materials . The reports will include ground water
elevation contour map, signed and sealed by a Florida registered professional engineer.
These reports will be submitted to SWDD for review prior to submittal to FDEP .
According to the MPIS , monitoring test results must be submitted to FDEP within 60 days
of receipt of the analytical data from the laboratory.
Task 3 — Preparation of Biennial Report
GeoSyntec will prepare the 2005-2006 biennial report that summarizes and interprets
the water quality data and water level measurements collected during the previous four
years . In accordance with the requirements of the MPIS , the report will contain, at a
minimum, the following:
• Tabular and graphical displays of any data that shows that a monitoring parameter
has been detected, including hydrographs of all monitoring wells;
• Trend analysis of any monitoring parameters detected;
• Comparisons among shallow, middle, and deep wells, if applicable;
• Comparison between upgradient and downgradient wells;
• Correlation between related parameters such as total dissolved solids and specific
conductance;
• Discussion of erratic and/or poorly correlated data;
• An interpretation of the ground water contour maps, including an evaluation of
ground water flow rates; and
• An evaluation of the adequacy of the water quality monitoring frequency and
sampling locations based upon site conditions .
The biennial report will be signed and sealed by a Florida registered professional engineer
in accordance with the requirements of Florida Statutes (F . S . ) Chapters 471 and 492 . A
draft copy of the report will be submitted to SWDD for review prior to submittal to FDEP .

Task 4 — Tier 2 Testine and Renortine
The scope of the Tier 2 testing and reporting task includes the development of a test
plan, field gas sampling, laboratory analysis, data evaluation, and reporting. The NSPS
requires that sampling be conducted using one of two methods : (i) collecting a minimum
of two samples per hectare (2 .47 acres) of existing landfill surface that has retained waste
for at least two years, with a maximum of 50 samples, using stainless steel probes; or (ii)
collecting a minimum of three samples from an existing gas collection system. GeoSyntec
proposes to sample using method (ii) above. It is noted that the following requirements
must be met in order to sample using the above-mentioned method: (i) the entire area of
the landfill that has retained waste for two or more years must be sampled in order to
accurately evaluate the NMOC emission rate from the landfill ; (ii) the samples are
collected prior to gas moving or condensate removal equipment; and (iii) a minimum of
three samples are taken from the gas collection system header. GeoSyntec assumes that all
three of these criteria can be met.
GeoSyntec understands that the Title V permit and NMOC emission rate reporting for
the IRCL facility includes the C &D disposal facility. Therefore, the February 2000 Tier 2
NMOC sampling program included sampling the C&D disposal facility. Since the C&D
landfill at the IRCL facility has not accepted MSW, it is not subjected to the NSPS
requirements for MSW landfills . GeoSyntec proposes that the C&D disposal facility be
removed from the Title V permit and reporting requirements . GeoSyntec will prepare an
alternate sampling procedure for submittal to FDEP that : (i) requests that three landfill gas
samples be taken from the active gas collection header as described above; and (ii) requests
the C&D landfill be excluded from sampling and NMOC emissions calculations.
GeoSyntec proposes that a meeting be held with FDEP to obtain approval for
modifications to the Title V permit, sampling and reporting requirements . An alternate
sampling procedure for the Class I landfill will be prepared for FDEP approval.
GeoSyntec understands that over 30 landfill gas extraction wells are installed in
Segment 1 , Segment 2, and the Infill area. As a result, GeoSyntec proposes to collect gas
samples from the existing gas collection system at a location prior to the flare station' s
blower and condensate knockout. Three samples will be collected in passivated SUMMA
canisters and sent under chain-of-custody protocol to Triangle Environmental Services in
Research Triangle Park, North Carolina. Samples will be analyzed for nitrogen by EPA

Method 3C to validate the sample (i. e., confirm minimal air intrusion occurred) . Upon
sample validation, the samples will be analyzed for NMOCs by EPA Method 25C .
Upon completion of gas sampling and analysis, GeoSyntec will review the analytical
results, estimate annual NMOC mass emission rates, and prepare an NSPS Tier 2 NMOC
emissions rate report that summarizes sampling and analysis activities and results. Data
analysis will include the calculation of NMOC concentrations based on laboratory analysis
and waste acceptance rates . GeoSyntec will use the EPA ' s Landfill Gas Emissions Model
Version 3 . 02 to estimate the NMOC emission rate. Results and conclusions regarding the
need for compliance with the additional NSPS monitoring and reporting requirements of
the Class I landfill will be based on the regulatory threshold of 50 Mg/yr of NMOC
generation.
Task 5 — Miscellaneous Compliance and Technical Support
Under this task, GeoSyntec will provide SWDD with technical support and other
miscellaneous compliance services related to the operations of the Class I landfill and
C&D disposal facility. The miscellaneous compliance and reporting services will include:
(i) preparation of annual operating permit reports; (ii) compliance monitoring requirements
of the Multi- Sector Generic Permit for stormwater discharge; (iii) providing oversight of
the annual testing of the flare emissions and reporting the results to FDEP ; (iv) quarterly
monitoring/reporting of the 10 landfill gas monitoring wells located at the IRCL site
boundary, as well as enclosed structures located on site; (v) submittal of records of
groundwater dewatering volumes to St. Johns River Water Management District ( SJWMD)
in compliance with the consumptive use water permit; (vi) engineering support for
preparation of agenda items to District Board and the development of annual budgets ; and
(vii) other required renewal permits or technical support that may become necessary.
GeoSyntec will also assist SWDD in evaluating the eligibility of the IRCL facility under
the Chicago Climate Exchange (CCX) Landfill Methane credits program.

SCHEDULE
GeoSyntec has prepared a preliminary schedule for compliance monitoring reporting
and other technical support services . GeoSyntec has assumed a start date of 2 October
2006 and will initially focus on completion of obtaining FDEP buy in on the alternate Tier
2 sampling procedure in support of the Title V permit renewal application. GeoSyntec will
also prepare the 2007 annual and semi-annual reports for submittal to FDEP in
February/March and August/September 2007, respectively. The 2005-2006 biennial report
will be submitted to FDEP in January 2007. Technical support services will be provided on
an as-needed basis.
BUDGET ESTIMATE
A budget estimate for the scope of work outlined in Tasks 1 through 5 of this proposal
is summarized in the following table. A detailed budget estimate is provided as
Attachment 1 . The budget estimate presented in this proposal is based on GeoSyntec' s
understanding of the project requirements and experience with compliance monitoring
reporting at similar facilities. GeoSyntec will not exceed the budget estimate without
prior approval and written authorization from SWDD .
