HomeMy WebLinkAbout2006-119it 0 WORK ORDER NUMBER 6 This Work Order Number 6 is entered into as of this 4th day of Apri 1 2006 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of August 10, 2004 ("Agreement"), by and between Indian River County Solid Waste Disposal District, a dependent special district of Indian River County, Florida, whose address is c/o Indian River County Utilities Department, 1840 25th Street, Vero Beach, Florida 32960 ("SWDD") and Camp Dresser & McKee Inc. ("Consultant"). The SWDD has selected the Consultant to perform the professional services set forth on Attachment A, attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Attachment B. attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment A, attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be -deemed to be incorporated in each individual Work Order as if fully set forth herein. Baird, County Administrator mh2408.doc ATTACHMENT A SCOPE OF PROFESSIONAL SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEERING SERVICES FOR SITE PLAN UPDATE PROJECT UNDERSTANDING On February 21, 2006 Indian River County Board of County Commissioners directed the Solid Waste Disposal District to focus the next development effort to the interior of the existing landfill site. This proposal provides for engineering services required to update the site plan with the essential elements of the solid waste operations for continued service to the citizens of Indian River County. TASK 1.0 - SITE PLAN UPDATE CDM will develop a site plan for SWDD that will incorporate a phasing plan for development of Class I, Construction and Demolition (C&D) Debris disposal, and other solid waste processing areas for the build -out of the current landfill site. The site plan will be incorporated into the solid waste management master plan. The development of the site plan update will address the following issues: Subtask1.1 SWDD Meetings CDM will work closely with IRC SWDD to develop the internal site plan. The meetings will establish the design preferences for the landfill. Subtask 1.2 Stormwater modeling CDM will verify the ultimate size of the stormwater ponds required to accommodate state and local codes and requirements. Modeling will be used to identify stormwater storage and management requirements based upon proposed site usage, (impervious area, solid waste disposal units, etc.) The stormwater modeling is an iterative task which will be updated with the cell size established in subtask 1.3. The site plan will be developed to the level showing ditches, roads, stormwater structures, pipes, waste processing, and disposal units. Subtask 1.3 Airspace Balancing Calculations CDM will establish the ratio of Class I airspace with the C&D capacity. This will take in to account the different filling rates and volumes of the two waste disposal units and determine their footprints. These calculations will be verified internally along with SWDD staff as quality assurance and control. Subtask 1.4 Other Processing Facilities Other landfill processing facilities will be taken into account for development of the interior site plan. These processes include waste tire, scrap metals, citizens drop-off areas, material recycling, equipment storage, vehicle parking, and fueling facility. A-1 mh2408.doc Subtask 1.5 Drafting All of the tasks previously stated will be drafted into AutoCAD drawings that will overlay the current datum used by the landfill. We expect this task to be an iterative task to follow the stormwater modeling and the airspace balancing tasks. PROJECT SCHEDULE The site plan will be developed within 6 weeks of notice to proceed. Partial payments will be made on a monthly basis in accordance with the referenced contract.
