HomeMy WebLinkAbout2006-152V( ORIGINAL aoo 6- Js� WORK ORDER NUMBER 7 This Work Order Number 7 is entered into as of this 2nd day of May 2006 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of August 10, 2004 ("Agreement"), by and between Indian River County Solid Waste Disposal District, a dependent special district of Indian River County, Florida, whose address is c/o Indian River County Utilities Department, 1840 25th Street, Vero Beach, Florida 32960 ("SWDD") and Camp Dresser & McKee Inc. ("Consultant"). The SWDD has selected the Consultant to perform the professional services set forth on Attachment A, attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Attachments B-1, B-2, and B-3, attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment C, attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Bai d, County Administrator Approyle astor�" anld legal sufficient By: E. 1243ttloc ATTACHMENT A SCOPE OF PROFESSIONAL SERVICES INDIAN RIVER COUNTY SOLID WASTE DISPOSAL DISTRICT ENGINEERING SERVICES FOR NEW C&D CELL CONSTRUCTION BACKGROUND The recent hurricanes and rapid growth in construction activities have dramatically increased the amount of construction and demolition (C&D) debris generated within IRC and placed in the current landfill cell. This project will facilitate the construction of a new C&D cell to accommodate the increased C&D waste volumes. The new cell will be located east of the current Segment II cell and be approximately 1,300 feet long and 1,000 feet wide. The new cell will have an approximate 30 acres foot print and provide approximately 2.9 million cubic yards of additional disposal capacity. The value of this airspace based on the current tipping fees is estimated to be in excess of $40 million dollars. This project is to provide permitting services which are required including: Task 1 - Design and Permitting for a New C&D Cell Task 2 - General Services during Construction and Completion Certification CDM will coordinate with Indian River County (IRC) Solid Waste Disposal District (SWDD) in order to provide timely execution of each portion of this project. Note all construction will be performed by IRC staff with some outside professional surveying and monitoring well installation. TASK 1 -DESIGN AND PERMITTING FOR A NEW C&D CELL Under this task, CDM will prepare design drawings for construction of a new C&D cell which are required for the Florida Department of Environmental Protection (FDEP) permit application package. The design will be consistent with the C&D cells currently located at the SWDD site and will meet Florida Administrative Code (FAC) Chapter 62-701 requirements. The design drawings will be used by SWDD personnel to construct the Cell. The cell footprint will be permitted to an approximate 1,300 feet by 1,000 feet parcel and be constructed in phases of approximately 10 acres each. This will be a new FDEP C&D Landfill permit. This permit will be independent of the previous C&D permits. Subtask 1.1 -Preparation of Engineering Permitting Plans A major part of the application will be the preparation of engineering plans. Plan sheets submitted in the construction permit application will be completed with sufficient detail to provide reasonable assurance to the FDEP that the stormwater system and other components will meet all regulatory requirements and function as designed to provide effective environmental protection for the long-term build -out of the site. A-1 mh2431.doc The plans will consist of a revised site plan and design figures to be submitted to IRC SWDD and FDEP. A stormwater permit modification will be necessary to alter surface water flows on the site. This project does not anticipate a site plan modification to the IRC Planning and Zoning department. It is assumed the site plan work will be consistent with the modified Master Plan and accepted by the IRC Board of County Commissioners and exempt from the site plan process. We anticipate the following plan sheets to be necessary for this project: ■ cover sheet with project location ■ site plan survey with boundaries ■ construction layout (plan view) a surface water management modifications a sequence of filling ■ civil details Subtask 1.2 -Preparation of "Permit To Construct' Application for the Expansion of the C&D Landfill The "permit to construct' application consists of the four page FAC Chapter 62-701.900(6) checklist and all other supporting information. The major information for the permit application are the design plans, operation plan modifications, groundwater monitoring plan modifications, closure plan modifications, and financial assurance documentation revisions. No geotechnical work is anticipated. The application will require the following information as required in Part B of the application. Parts 1 - 7 consists of information regarding the solid wastes being disposed, the site plan showing any adjacent wells near the site, and demonstrate compliance with FAC Chapter 62- 701.710(3). Part 8 is a boundary survey and legal description and topographic survey of the property. A prior topographic survey will be used for this purpose and is not a part of this proposal. Part 9 is an operations plan which describes in detail the operations, safety, and training procedures which are used on a daily basis to minimize the risk of environmental degradation. It is expected that some modification of the existing operating plan will be required to incorporate the new phased filling plan. Part 10 is to provide an updated closure plan for the new cell. Part 11 is a requirement to provide financial assurance for closure and for 5 years of long-term care. A detailed closure cost estimate for the C&D Landfill closure and a sinking fund financial analysis to determine revised annual deposits to a landfill closure escrow account based on the remaining airspace must be performed and included in the submittal. CDM will also modify the detailed cost estimate for operation and maintenance cost of the C&D Landfill. The financial responsibility analysis will be submitted to IRC Utilities Department and SWDD for evaluation and comment prior to submittal of the permit application to FDEP due to the financial A-2 mh2431.doc implications of the new construction and post -closure period. The financial assurance documentation will be sent to the FDEP Tallahassee office as part of this application Part 12 is documentation that stormwater is being controlled. A minor modification to the existing Environmental Resource Permit will be required for this task. We expect a letter modification to suffice since no new impervious area is being added to the site. Part 13 is the documentation that the Owner will comply with the recordkeeping requirements of the FAC Chapter 62-701.710(9). The water quality monitoring plan for the site will be modified in the permit application. A comprehensive report describing hydrogeology and the groundwater monitoring system was prepared and submitted in 1998. It is likely that two additional groundwater monitoring well clusters will be required for this expansion. Two clusters with surficial and intermediate wells are planned. Subtask 1.3 - Client Review Meetings CDM will meet with SWDD monthly to keep SWDD informed on the progress of the project and discuss design issues which require client input. The meetings will be held either in CDM's Vero Beach office, at the landfill administrative building, or at the IRC Administrative Complex. CDM will prepare project status reports on the progress of the project and agendas for the project meetings. Subtask 1.4 - Responses to FDEP Request forAdditional Information It is anticipated that the FDEP may request additional information to evaluate the design and supporting permit application material. CDM's budget provides for preparation of one set of responses for additional information under this task. It is anticipated that this will require about 30 days depending on the number and complexity of FDEP comments. Responses to FDEP comments will be in the form of letter reports with attached supplemental information. TASK2 - GENERAL SERVICES DURING CONSTRUCTIONAND COMPLETION CERTIFICATION CDM will provide services during construction of the new C&D cell on an as -needed basis. The construction scope of services is based on the estimated time to perform the proposed cell construction. Under this task, CDM will provide general engineering services during construction for the estimated 8 -month construction period on an as -needed basis. General services include project progress meetings, periodic site visits, issue clarifications, final inspections, certification of cell completion, preparation of deviations from the plans, preparation of record drawings, and certification of completion for FDEP. Subtask 2.1 - Services during Construction A. CDM will make visits to the site at intervals appropriate to the various stages of construction to observe the progress and quality of the executed work of the Owner and to determine, in general, if such work is proceeding in an acceptable manner. During such visits and on the basis of on-site observations, CDM shall keep IRC informed of the A-3 mh2431.doc progress of the work, shall endeavor to guard IRC against defects and deficiencies in such work and may disapprove or reject work as failing to conform to the permitted design. B. CDM will issue IRC instructions, interpretations, and clarifications of the design drawings, as necessary. Act as initial interpreter of the requirements of the permit documents regarding the execution and progress of the work. C. CDM will conduct a substantial completion inspection and a final inspection to determine if the work has been completed in accordance with the Design Documents. Also included is the FDEP site inspection upon final completion of the work. D. CDM will undertake project quality management to meet budget and time constraints; generate correspondence to IRC, regulatory agencies, and other parties; provide monthly project status reports; prepare monthly progress meeting minutes; and maintain comprehensive project records and documentation on file. The level of work estimated for this project is based on an 8 -month construction period. CDM reserves the right to request additional compensation should the construction period extend beyond the 8 -month period. Activities performed under these tasks consist of supplementary and special engineering services required during the construction and implementation of the project. E. Prepare for IRC a set of reproducible record drawings showing those significant changes made during the construction process based on information furnished to CDM by the Owner. F. Provides services in connection with preparing final certifications of completion of construction. This includes the preparation of the comprehensive quality assurance documentation and report for certification of project completion. The Engineer's certificate of final completion is required by the FDEP before waste can be placed in the cell. G. Cell Certification Survey: An allowance for surveying services by a Florida Registered Land surveyor is included in this task item. The purpose of the survey is to provide documentation and the basis of the project record drawings for the certification to FDEP that the cell is ready for the placement of waste. It is anticipated that the Owner will coordinate and lay out the work, without the need of professional surveyors. However, the professional surveyors provided under this contract will be used for setting benchmarks, verifying construction grades, establishing the edge of proposed waste and the horizontal and vertical coordinates of the monitoring wells. These surveying services are needed to verify the Owner's compliance with the plans and specifications. The allowance is for one survey event only. If there are mistakes in the layout, invert of culverts, slopes of earthwork, dimensions of cells that do not conform to the permitted plans, a resurvey after the work has been remediated will be required prior to final certification at the expense of the Owner. A-4 mh2491 doc H. Monitoring wells: The FDEP may require the installation of monitoring wells down - gradient to the C&D cell. The allowance item is for two well clusters with shallow and intermediate wells. CDM will endeavor to reduce the number of wells by using existing downgradient wells. However, this allowance is for the worst case scenario, in the event that two clusters are required. If this allowance is exceeded because of more stringent requirements from the FDEP, CDM may require an amendment to this work order. CDM will provide supervision services over the installation of the monitoring wells. LIMITATIONS OF AUTHORITY 1. Project Representative shall have limitations as follows: a. Shall not authorize any deviation from the Design Documents or substitution of materials or equipment, unless authorized by CDM b. Shall not exceed limitations of CDM's authority as set forth in the Agreement of the Design Documents C. Shall not undertake any of the responsibilities of the OWNER, subcontractors or the OWNER's superintendent d. Shall not advise on, issue directions relative to, or assume control over any aspect of the means, methods, techniques, sequences, or procedures of construction unless such advice or directions are specifically required by the Design Documents e. Shall not advise on, issue directions regarding, or assume control over, safety precautions and programs in connection with the work f. Shall not accept shop drawing or sample submittals from any one other than the OWNER g.
