HomeMy WebLinkAbout2007-078 c) 7 ORIGINAL WORK ORDER NUMBER 07 This Work Order Number 07 is entered into as of this _ day of 2007 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of 10 August, 2004 ("Agreement") , by and between Indian River County Solid Waste Disposal District, a dependent special district of Indian River County, Florida , whose address is c/o Indian River County Utilities Department, 1840 25th Street, Vero Beach , Florida 32960 (" DISTRICT") and Geosyntec Consultants , Inc . ("CONSULTANT") . The DISTRICT has selected the Consultant to perform the professional services set forth on Attachment 1 , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 2 , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in the Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Polly Kratman Managing Director Solid Waste Disposal District Indian River County 1325 74`l' Avenue Southwest Vero Beach, Florida 32968 Subject: Fee Proposal for Three Years of MPIS and Groundwater Plume Monitoring and Reporting, South Gifford Road Landfill Dear Ms. Kratman : Geosyntec Consultants (Geosyntec) is pleased to submit this fee proposal to Indian River County (IRC) for professional services associated with continued implementation of the MPIS and groundwater monitoring for the chlorinated volatile organic compound (CVOC) plume. This fee proposal is based on correspondence regarding the MPIS from the Florida Department of Environmental Protection (FDEP), discussions with IRC, and the FDEP-approved Remedial Action Plan (RAP) . As requested by IRC, this fee proposal includes budget to complete six semi-annual monitoring events, groundwater sampling, and reporting for the MPIS well network and six semi-annual monitoring events, groundwater sampling, and reporting for the plume monitoring well network as summarized in Table 1 . Geosyntec has prepared this proposal as Attachment 1 under Work Order No. 7 for the Continuing Contract Agreement for Professional Services between IRC SWDD and Geosyntec, dated 10 August 2004. This proposed scope of work is a continuation of groundwater monitoring activities that are required by FDEP and that have been ongoing at the site since 2002 . Under the existing budget (which includes sampling and reporting through the January 2006 event), a total of 12 reports (four MPIS reports, four CVOC plume monitoring reports, and four pump and treat (P&T) system reports) were prepared during the performance period. In addition, the following out-of- scope work was completed within the allocated budget as requested by IRC SWDD : • preparation and submittal of two Biennial Groundwater Monitoring Reports for the MPIS well network (original budget was for preparation of semi-annual reports); XR07014.-1 R70003 .doc engineers I scientists I innovators Ms. Polly Kratman 25 January 2007 Page 2 • coordination and oversight of well abandonment for GR-MW25A and GR-MW25B ; • installation, development, and sampling of six additional monitoring wells requested by FDEP ; and • initiation of preparation activities for a RAP Modification document. The remainder of this letter provides an overview of the MPIS required by FDEP, a discussion of the work associated with CVOC plume monitoring, a description of the proposed scope of work, a discussion of the schedule, and a budget estimate to accomplish the work described herein. OVERVIEW OF MPIS As part of the long-term monitoring for the South Gifford Road Landfill , Geosyntec, on behalf of IRC SWDD, has been implementing the FDEP-required MPIS since June 2002 . The MPIS is designed to monitor groundwater so that releases to groundwater from the landfill, should they occur, will be detected by the groundwater monitoring system. A biennial report was submitted to FDEP in August 2004 and the recommendations set forth in this document were subsequently approved in a letter from FDEP dated 7 January 2005 . Geosyntec was successful in obtaining FDEP approval for a reduced list of required analyses for the MPIS well network (resulting in a cost savings to IRC) . Based on the biennial report and FDEP approval, IRC SWDD is required to continue to collect and analyze groundwater samples from existing groundwater monitoring wells (27 monitoring wells) for: (i) VOCs; (ii) chloride; (iii) total dissolved solids (TDS); (iv) phenols ; and (v) total metal analyses for iron and lead. OVERVIEW OF CVOC PLUME MONITORING As part of the long-term monitoring activities for the identified CVOC plume associated with the South Gifford Road Landfill , a network of monitoring wells (44 monitoring wells) will require sampling on a semi-annual basis to : • confirm that the CVOC plume is not migrating by monitoring the lateral and vertical extent; • evaluate the impact of source remediation and P&T operations to assess CVOC plume centerline concentrations over time; and XR07014/JR70003 .doc engineers I scientists I innovators Ms. Polly Kratman 25 January 2007 Page 3 • assess the impact of biological and physical natural attenuation processes on CVOC plume degradation. Based on the data presented in the semi-annual groundwater monitoring reports for the plume monitoring network, Geosyntec was successful in obtaining FDEP approval for reduced sampling frequency for some of the plume monitoring network wells. As requested by IRC SWDD, Geosyntec installed six monitoring wells (out-of-scope) required by FDEP and to evaluate the lateral and vertical extent of the CVOC plume to the north of the landfill. PROPOSED SCOPE OF WORK Geosyntec developed a phased approach with internal task elements to accomplish this work in an organized and cost-effective manner. The remainder of this letter provides a description of the proposed scope of work and a budget estimate to accomplish the work described herein. Task 1 — Project Management/Meetings Under this task, Geosyntec will perform project planning and management responsibilities, such as correspondence with IRC and FDEP , invoice review, project coordination, and project administration. Geosyntec has also included budget for preparation and attendance (by two Geosyntec personnel) at one meeting with IRC and/or FDEP, as needed. Task 2 — Field Activities Under this task, Geosyntec will perform all field activities related to the MPIS and plume groundwater monitoring, as discussed herein. The field activities will include : (i) field preparation; (ii) groundwater sampling; and (iii) water level measurements. Geosyntec will conduct field preparation activities, such as scheduling and staffing, subcontracting, and field equipment preparation. In addition, we will coordinate with Columbia Analytical Services (CAS), the analytical laboratory contracted with IRC, regarding laboratory analyses required by FDEP . Geosyntec will perform the groundwater sampling activities associated with the MPIS network and the CVOC plume monitoring wells . Groundwater sampling activities will be executed using a two-person sampling crew and will be performed in accordance with the FDEP SOPs . Each field event is budgeted to be completed within approximately seven days for the entire well network (including 71 monitoring wells from both the MPIS and plume monitoring networks). XR07014JR70003.doc engineers I scientists 1 innovators Ms. Polly Kratman 25 January 2007 Page 4 Consistent field documentation and field protocols will be utilized to develop reliable data to support the exit strategy and/or natural attenuation approach for the project. Geosyntec will conduct a complete round of groundwater level measurements coincident with each semi-annual groundwater sampling event. Depth to groundwater measurements will be recorded to the nearest 0. 01 -ft in the MPIS and CVOC plume monitoring network wells, including existing monitoring wells and applicable City of Vero Beach wells . Task 3 — Data Evaluation Under Task 3 , Geosyntec will perform data evaluation activities for the MPIS and CVOC plume monitoring reporting. These activities will include database management, data evaluation and screening, and geographical information systems (GIS) figure preparation. Task 4 — MPIS Reporting The results of groundwater sampling under the MPIS will be presented in a report supported by attachments containing Chain-of-Custody sheets, field notes and observations, water sampling logs, maps, analytical results, and any other applicable materials. These reports will be prepared under Task 4 and will be submitted to IRC for review prior to submittal to FDEP . According to the MPIS , monitoring test results must be submitted to FDEP within sixty (60) days of receipt of the analytical data from the laboratory. Task 5 — CVOC Plume Monitoring Reporting The results of groundwater sampling associated with the CVOC plume monitoring will be presented in a report supported by attachments containing Chain-of-Custody sheets, field notes and observations, water sampling logs, maps, graphs , analytical results, and any other applicable materials. This report will be prepared under Task 5 and will be submitted to IRC for review prior to submittal to FDEP . BUDGET ESTIMATE The budget estimate for the proposed activities described herein for a three year period is provided as Attachment 2.
