The Board of County Commissioners of Indian River County, Florida
met in regular session at the Courthouse, Vero Beach, Florida on
Wednesday, November 22, 1967 at 8;30 A. M. Present were Robert W.
Graves, Chairman; D. B. McCullers, Jr., Vice Chairman; Donald
Macdonald, Richard P. Bogosian and Jack U. Dritenbas. Also present
were Jack G. Jennings, County Administrator; Sherman N. Smith, Jr.,
County Attorney; and Alfred H. Webber and Janet Burriss, Deputy Clerks.
The Chairman called the meeting to order and asked if there were
any corrections or additions to the minutes of November 8, 1967.
There were none, and on Motion made by Commissioner Dritenbas,
seconded by Commissioner Macdonald and unanimously carried, the
minutes were approved as written.
Rosemary Ritchie, Supervisor of Elections appeared before the
Board requesting instruction from the Board as to the procedure
they would like her to use in selecting the Jury List from the
eligible returned questionnaires. After discussion, she was
instructed to submit to the Board for approval a list obtained by
selecting every fifth registered eligible voter.
Motion was made by Commissioner Macdonald, seconded by Commissioner
Bogosian and unanimously carried tha the "recommendation of the
Zoning Board for final public heari of the E. H. Auten zoning
change be approved fot 9:00 A. M. o the 20th day of December.
A Motion was made by Commissio er ttacdonald, seconded by
Commissioner Bogosian and unanimous y carried that this Board requests .
the Indian River Mosquito Control D'strict to convey without charge
to Indian River County the drag -lin and welder on which they are
presently requesting bids for sale. It is the thought of this
Board in making this request that t e identical taxpayers pay for
all of the equipment of the Mosquit• Control District as well as for
that of the County. It has been thpractice of this Board, in past
years, to cooperate fully with other taxing Boards of the County
in the donation of land, labor and materials, and the Board is,
therefore, requesting similar cooperation from the �Montalto

The Administrator presented a letter from the Rockridge Property
Owners" Association requesting the paving of 17th Street. No action
was taken. He also presented their request for the opening of swale
ditches. It was the opinion of the Board that the property owners
of that area should remove their trees and shrubs and should have
any existing water meters moved from the ditch area before the
Board considers taking any action.

The Chairman read the foregoing Notice and a bid from Rinker
Steel Division was received and opened. After reviewing and considering
the bid of $2547.00 for 15 3/4 tons of reinforcing steel, a Motion
was made by Commissioner Macdonald, seconded by Commissioner McCullers
and unanimously carried that the bid be accepted.

The County Administrator presented a letter from the residents
of the area of 45th Avenue, requesting that a stop sign on 45th
Avenue north of SR #60 be removed. After some discussion, Commissioner
Macdonald suggested that this request be given to the Indian River
Safety Council. for study before any action be taken.
Motion was made by Commissioner Macdonald, seconded by Commissioner
McCullers and unanimously carried that the Board of. County Commissioners
of Indian River County, Florida advise the Comptroller of the State
of Florida that Chapter 67-117, Laws of Florida, amending Section
193.201 F.S appears to prohibit the County from zoning any lands as
agricultural unless a return is filed by the owner of the land or by
his agent stating that said lands on January 1 of that year were used
primarily for agricultural purposes; therefore, it seems possible
that the County, after April 1, may find itself in the awkward
position of granting agricultural zoning on lands on which returns
have been made, and being unable to do so on adjoining lands of
exactly the same status, except that no return had been made. It is
the request of this Board that the Comptroller furnish the County.
with forms for proper returns on the provisions of this Act,
together with instructions for legal procedures, particularly
with regard to formal advertisements necessary to acquaint property
owners with this drastic change in the law.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Macdonald am .unanimously carried, it was directed
that a late bid on reinforcing steel, as advertised, be unopened
and returned to the sender, Bethlehem Steel Company.
A Motion was made by Commissioner Bogosian, seconded by
Commissioner Dritenbas and unanimously carried that the Temporary
Easement involving Lot A, Lake Park Subdivision be approved, accepted
by the County and recorded.

1967, between STANLEY H. GRIFFIS and MARGARET C. GRIFFIS, his wife,
as the First Parties, and INDIAN RIVER COUNTY, a political subdivision of

Sebastian Inlet Park be performed; that
the total estimated cost of $3,625 be approved and the Administrator be
authorized to proceed with the advertisements for bids as necessary.
On a Motion made by Commissioner Dritenbas, seconded by Commissioner
McCullers and unanimously carried, the Administrator was authorized to
purchase for the Sheriff's Office a new air-conditidner-from the
Barker Electric Company at a reduce price of $299.00

to consider establishing inspection stations for the purpose of
inspecting automobiles for safetiir accordance with Chapter 67-307,

Inc. regarding a study to be made of his County for a programmed
vehicle inspection system, should be answered and inquiries made so
that more pertinent information could be obtained from them.
During discussion regarding the uilding Code, it was pointed out
that a Board of Adjustment and Appeals should be formed. It was
suggested that Don Adams of the City uilding Department be given.

The Administrator advised thatthe car which was to be turned
over to the City Building Department was being checked over and being

County Attorney, Sherman N. Smith, Jr. reported on zoning and
planning as requested at a previous meeting and recommended that
all available assistance pertaining o Indian River County be obtained
from the East Central Florida Planni g Council. In this connection,
Commissioner Macdonald explained that the Council had a new Director,
Mr. Gordy: Wagner, who will meet wih this Board on December 6th at
10:30 A. M. He also reported a Sugg stion from the East Central
Planning Council that the Board appoint a Liaison Officer who would
be available at all times to work with the Council. Commissioner
Macdonald suggested that when an assistant to the County Administrator
is hired, it would be advisable to obtain a man capable of fulfilling
this duty.
On a Motion made by Commissione Macdonald, seconded by Commissioner
