HomeMy WebLinkAbout2005-199 r �l - d5 WORK ORDER NUMBER 9 r This Work Order Number 9 is entered into as of this 7th day of June 2005 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6 , 2004 ("Agreement") , by and between Indian River County , a political subdivision of the State of Florida ("COUNTY" ) and Kimley- Horn and Associates Inc . ( "CONSULTANT") . The COUNTY has selected the Consultant to perform the professional services set forth on Attachment 1 , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Attachment 1 , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Attachment 1 , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement , nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Fell , Assis nt Attorney HAGeneral\Miller\Indian River County\WORK ORDER NO 9 .doc 1 ' ATTACHMENT 1 Scale Inhibitor System Review South RO Plant Project Description and Understanding The following provides an approach to consider eliminating scale inhibitor addition to the raw water at the South RO plant . The use of scale inhibitor at membrane treatment facilities is sometimes unwarranted where raw water quality does no exhibit sparingly soluble salts which tend to scale at high membrane system recoveries . Since acid is used both to prevent scaling of the membranes and enhance removal of hydrogen sulfide at the post-treatment system through lowering of the pH , it should be determined if acid provides adequate scale inhibition without the use of scale inhibitor. SCOPE Task 1 — investigate Elimination of Scale Inhibitor Define water quality from wells : Specific water quality parameters which cause scaling will be identified and a list prepared for a lab to test each well . Laboratory and coordination costs to be provided by Indian River County. Review raw water data These results will be tabulated and used to prepare membrane projections for worst case scaling potential . Blending of certain wells may also result in worst case water quality and will be evaluated . A matrix of water quality parameters will be prepared and reviewed . Run and review projections with membrane manufacturer We will run numerous projections and identify the worst case scaling potential without scale inhibitor. We will review these projection with Hydranautics and acquire consensus that specific operating conditions can be implemented without any long term scaling potential . Provide recommendations Based on the results and evaluation of projections , we will provide a recommendation which may justify elimination of scale inhibitor. Task 1 Alternate — Coordinate Bulk Tank Scale Inhibitor installation — (if neeessar If the use of scale inhibitor continues, the installation of 2 — 3000 gallon black HDPE tanks is required . We believe that the best option for installation of the two tanks is through the existing North outside wall . The existing tie-beam carries the roof loads , of which the existing windows and CMU block below it adjacent to the columns can be removed safely to allow for installation of the two new tanks . Installing the tanks from the south double doors does not appear to be a better alternative since this wall may be load bearing, carrying the capacity of the upper floor hollow core roof slabs . A brief phasing plan for removal and replacement of the wall will be provided. Coordinate w/ GC to install We will attend one meeting with one general contractor selected by Indian River County, assuming that an on- call contractor or change order to a current contract will be let . SC'. HEDITLE We will provide these services on a mutually agreed upon schedule . FFF,S Consultant will provide these Services as described herein on a lump sum basis for a fee of $4, 500 . SERVICES NOT PROVIDED 1 . Bidding phase services, construction phase services, review of submittals , on- site inspections of work , and coordination of startup of new storage systems is not provided . 2 . Permitting is not provided, including FDEP permits and building department permits . Contractor is assumed to pull building permits . 3 . Electrical is not provide . Consultant will provide these services in accordance with our Continuing Services Contract Agreement for Professional Services dated April 6 , 2004 with Indian River County.
