Architectural Services

Wabasso Beach Park Restoration Design
This Work Order number DA- 1 is entered into as of this 6th day of June 2006
pursuant to that certain Continuing Contract Agreement for Professional services entered into
as of October 19, 2004 (AGREEMENT), by and between Indian River County, a political
subdivision of the State of Florida (COUNTY) and Donadio & Associates Architects, P. A .
(CONSULTANT) .
The COUNTY has selected the CONSULTANT to perform the professional services set
forth in Attachment 1 , attached to this Work Order and made part of hereof by this reference.
The CONSULTANT will perform the professional services for the fee set forth in
Attachment 2, attached and made part hereof by this reference . The CONSULTANT will
perform the professional services within the timeframe more particularly set forth in
Attachment 3 , attached to this work order and made a part hereof by this reference all in
accordance with the terms and provisions set forth in the AGREEMENT . Pursuant to
paragraph 1 .4 of the AGREEMENT, nothing contained in any Work Order shall conflict with
the terms of the AGREEMENT and the terms of the AGREEMENT shall be deemed to be
incorporated in each individual Work Order as if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date
first written above.

Architectural Services
For
Wabasso Beach Park Restoration Design
1 . BACKGROUND :
In September of 2004, Hurricanes Francis and Jeanne severely damaged the Wabasso
Beach Park . The storms destroyed the Park ' s boardwalk, restrooms , pavilions and
portion of the parking area and roadway within the Park. Indian River County Public
Works Department is seeking services of an Architectural Firm to provide
professional services for the Scope of Work for the Design and Construction
Administration of three (3) — 20 ft. x 20 ft. Pavilions structures, two (2) — 20ft.x 35ft.
Restroom structures and two (2) —10 ft.xl0ft. Shower structures together with
associate landscape, irrigation, site lighting, electrical, water and sewer facilities at
the Wabasso Beach Park per conceptual plan Alternate Number 2 as prepared by
Coastal Tech dated 08/03/05 .
The County has retained Donadio & Associates, Architects, P .A. to perform the
Architectural/Engineering Services for the Design, Bidding, Bid Evaluation and
Construction Administration of the Park structures as per conceptual plan Alternate
Number 2 as prepared by Coastal Tech dated 08/03/05 .
2, SCOPE OF SERVICES:
This proposal is based upon the provision of the following Scope of Services:
A. SCHEMATIC DESIGN PHASE
The Consultant shall assist the County in establishing limits of the various project
elements, ascertain the requirements of the project and shall arrive at a mutual
understanding of such requirements with the County. Based on this understanding
the Consultant shall prepare Schematic Design Documents consisting of drawings and
outline specifications. Drawings and technical specifications shall be at least 30
percent complete at this phase as determined by the County.
B. DESIGN DEVELOPMENT PHASE
Based on the approved Schematic Design Documents and any adjustments authorized
by the County in the program schedule or construction budget, the Consultant shall
prepare, for approval by the County, Design Development Documents consisting of
drawings and other documents to describe the character of the project as to
Architectural, Structural, Mechanical and Utility systems, materials, Landscaping and
such other elements and related items as may be appropriate. Drawings and technical
specifications shall be at least 60 percent complete at this phase as determined by the
County. The Consultant shall submit an opinion of probable construction cost at this
phase .
C. CONSTRUCTION DOCUMENTS PHASE
Based on the approved Design Development Documents and any further adjustments
in the scope or quality of the project or in the construction budget authorized by the
County, the Consultant shall prepare, for approval by the County, Construction
Documents consisting of Drawings and Specifications setting forth in detail the
requirements for the reconstruction of the Project, Bidding Information and revised
Construction Cost.
D. BIDDING, NEGOTIATION & PERMIT FILING PHASE
The Consultant, following the County ' s approval of the Construction Documents and
of the latest preliminary estimate of Construction Cost, shall assist the County in the
request and the review of Bids for Construction.
E. CONSTRUCTION PHASE-ADMINISTRATION
OF THE CONSTRUCTION CONTRACT
The Consultant ' s responsibility to provide Basic Services for the Construction Phase
under this Agreement commences with the award of the contract for construction and
terminates at the issuance to the County of the final Certificate for Payment or 60
days after the date of Substantial Completion of the Work, whichever comes first.
The Consultant shall provide periodic Site Observations, Review of Contractor' s
Applications for Payment, Contractors request for information and/or clarifications
and Shop Drawing Reviews .
F. SCHEMATIC DESIGN AND DESIGN DEVELOPMENT PHASE :
During the Design Phase of the project, the Consultant will provide services for the
following:
1 . Review of the Design Criteria.
2 . Preliminary Design.
3 . Preparation of Design Documents.
4 . Landscape & Irrigation Construction Drawings & Specifications Including
Assistance With CCL Permit Graphics .
5 . Site Lighting & Photometrics
6 . Progress Meetings.
7. Monthly review of the Design Schedule.
8 . Final Submittal to the County.
9 . Advertisement and Bidding.
10. Attend Pre-bid Conference.
11 . Bid Evaluation and Recommendation of Award.
12. Attend County Commission Meetings on an as needed basis.
G, CONSTRUCTION PHASE :
During the Construction Phase of the project, the Consultant will provide services for
the following:
1 . Attend Pre-Construction Meeting.
2 . Attend Construction Team Meetings .
3 . Perform regular On-Site Visits to observe the progress of the project.
4 . Coordination With the Contractor During Installation & Acceptance of the
Work for Landscaping & Irrigation.
5 . Shop Drawing Review.
6. Review Monthly Application for Payment.
7 . Review of Proposal Requests and Change Orders.
8 . Monthly review of Construction Schedule.
9 . Provide written monthly reports to the Public Works Director.
10. Meetings with Owner on an as needed basis .
11 . Attend County Commission Meetings on an as needed basis.
12 . Preparation of Punch List for Substantial and Final Completion .
13 . Review Project Closeout Documents and Warranties .
14. Review and Recommendation for Final Payment.
3, DELIVERABLES :
A . 30 percent Schematic Design Phase review submittal — provide one copy
each of all park elements construction drawings together with one copy of the
outline technical specifications . Also provide quality control comments with
this submittal.
B. 60 percent Design Development Phase review submittal — provide one
copy each of all park elements construction drawings together with one copy
of the technical specifications. Also provide quality control comments with
this submittal.
C . 100 percent Construction Documents Phase submittal — provide one copy
each of all park elements drawings and technical specifications compatible
with EJCDC 1996 or later General Conditions and provide digital AutoCAD
drawing files 2005 edition or later and digital word document files of the
technical specifications. Also provide one copy of the itemized opinion of
probable construction cost.
D. Conformed sets — After the project is bid but before the COUNTY awards
the construction contract, provide five signed and sealed copies of the
conformed contract drawings and five signed and sealed sets of the confirmed
technical specifications. Further any revisions to the above digital drawing
and document files shall be provided.

Wabasso Beach Park Restoration Design
1 . COMPENSATION :
The Architect will be compensated for Architectural/Engineering services performed
under this Work Order Number 1 in accordance with a lump sum method. The total
lump sum amount will be $50.750.00.
Progress payments to be made monthly based on the completion percentage as stated
below :
Schematic Design Phase 15 %
Design Development Phase 20%
Construction Document Phase 40%
Bidding and Bid Evaluation 5 %
Construction Administration 20%
TOTAL 100%
Not included in the above compensation are ; Design of Boardwalks , Ramps and
Benches, Site Surveying, Civil Engineering for paving, grading and utility
distribution, Off-site Civil Engineering, Detailed Construction Cost Estimates,
Geotechnical Reports, Environmental Surveys, Reimbursable Expenses &
Application Fees for Agency approvals.
2. PARTIAL PAYMENTS :
The COUNTY shall make progress payments to the CONSULTANT for all
authorized work pertaining directly to this project as noted. The CONSULTANT
shall submit invoices for these services performed pursuant to this Agreement at each
of the above phases .
The CONSULTANT shall submit duly certified invoices in duplicate to the Director
of the Public Works Department. For lump sum line items , the amount submitted
shall be the amount due for all work performed to date under that phase, of the work
completed as certified by the CONSULTANT .
The amount of the partial payment due the CONSULTANT for the work performed
to date under these phases shall be an amount calculated in accordance with the
previous paragraph, less ten percent ( 10%) of the invoice amount thus determined,
which shall be withheld by the COUNTY as retainage, and less previous payments.
Per F . S . 218 . 74(2), the COUNTY will pay approved invoices on or before the forty-
fifth day after the COUNTY receives the CONSULTANT ' S invoice.
Per F . S. 218 . 74(2) , the ten percent ( 10%) retainage withheld shall be paid in full to
the CONSULTANT by the COUNTY, on or before the forty-fifth day after the date
of final acceptance of the Work by the Public Works Director.

The proposed Time Frame is based upon the above stated scope of work and will be
completed as follows, unless the scope of work is modified and/or changed as
directed by the Owner in writing :
Schematic Design Phase 4 Weeks
Design Development Phase 6 Weeks
Construction Document Phase 8 Weeks
TOTAL 18 Weeks
