HomeMy WebLinkAbout12/15/1967FRIDAY DECEMBER 15, 1967 The Board of County Commissioners of Indian River County, Florida met in special session at the Courthouse, Vero Beach, Florida on Friday, December 15 at 10:00 o'clock A. M. Present were Robert W. Graves, Chairman; Donald Macdonald; Richard P. Bogosian and Jack U. Dritenbas. Absent was D. B. McCullers, Jr., Vice Chairman. Also present were Jack G. Jennings, County Administrator; Sherman N. Smith, Jr., County Attorney and Alfred H. Webber and Janet Burriss, Deputy Clerks. State Senator, C. S. Reuter; State Representatives, Charles Davis, William Powell and Clifford McNulty; Mr. Michael O'Neil and Mr. Clarence Davidson, Chairman and District Engineer of the State Road Deprtment; Mr. J. Noble Richards and Mr. James Pryde, Mayor and City Manager of Vero Beach; and Mr. J. B. Norton, Executive Vice -President of the Chamber of Commerce were also present. The meeting was called for the purpose of discussing the articles on the following agenda: Agenda Highway 6 ▪ Speed up construction completion by December 1969. • Re -Allocate Funds make 20th Avenue to City Limit's ,Location of 'road right of way between_ 37th Avenue and Main. Canal Bridge .,Truck By -Pass Routes A. To North of City from Main Canal ' to 43rd and to South Gifford • To South of City from 27th and/or•43rd to Oslo Road or 12th St. (other routes?) Mr. O'Neil and Mr. Davidson, referring to the problems relating to Highway 60 and Highway I-95, reported that "construction plans are nearing completion and right-of-way is being acquired for Inter- state 95 through Indian River County and the section between State Road 60 and the Brevard County Line will be under contract by May, 1968. We are receiving bids for the 7.9 -mile project in Brevard County from the Indian River County linetto Grant at our December 22nd letting. The Contract for the next project from ,Grant to•State Road 514 has been let, therefore, the section between State Road 60 and State Road 511 will all be under contract by May, 1968, and should be completed by the end of 1969. The 58 -mile section between State Road 511 and a connection with U.S. 1 1.5 miles south of the Brevard-Volusia County Line is complete. The next 29 miles from 1.5 miles south of the Brevard-Volusia County line to the completed section at Interstate 4 west of Daytona Beach will all be under contract by April, 1968, and should be completed by the end of 1969. This means that Interstate 95 from State Road 60 west of Vero Beach to U.S. 17 near the Georgia State Line should be completerby the end of 1969." Mr. O'Neil was requested to make every effort to allocate funds so that the reconstruction of Highway 60 from Highway I-95 into U.S. 1 at Vero Beach Could be completed by the time Highway 1-95 connected with Highway 60; otherwise the heavy traffic from Highway I-95 to Vero Beach would be required to travel for a long period of time over torn -up highway construction. Mx. O'Neil stated that everything possible would • be done to help the situation and possibly make construction from 20th Avenue to the City Limits the first stage of the project. It was also suggested that since there was work to be done on 27th Avenue and 43rd Street, it would be advisable to have them completed before Highway I-95 connects with. Highway 60, so that they could help relieve the traffic influx. Mr. Davidson stated that if these roads were to be used for this purpose, they should meet primary road rather BOOK 10 PAU548 than secondary road standards. Further discussion arose regarding reconstruction of Highway 60 from the I-95 Interchange west to the Yeehaw Junction int, ®rchange of the Sunshine Parkway. Mr. Richards felt that its shoilbe7 rebuilt according to primary road standards regardless of cost and that an attempt be made to obtain Federal Funds for the purpose if necessary. State Representative Clifford McNulty mentioned, that, in the past, the Turnpike Authority has aided in "feeder road" building and might help in this case. Chairman Graves and County Attorney Smith spoke in favor ofresurfacing this section of Highway 60 to eliminate the present "roller coaster" hazard and add years to the life of the present highway. Regarding an I-95 Interchange at Oslo Road, Commissioner Dritenbas stated that 25,000 acres of new citrus groves have been set out in the area'id suggested that an interchange was needed to handle the resultant trucking and that it would be one of the most important aspects of traffic relief. Mr. Davidson explained that the greatest portion of this interchange cost would be in procuring right-of-way. The remaining -items on the agenda were discussed briefly without arriving at more definite solutions. In conclusion Mr. O'Neil suggested that both the County and the City of 'hero Beach follow up their request° with resolutions petitioning the State Road Department for assistance in these matters.
