The Board of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, December 20, 1967 at 8:30 o'clock A. M.
Present were Robert W. Graves, Chairman; D. B. McCullers, Vice
Chairman; Donald Macdonald and Richard P. Bogosian. Absent was
Jack U. Dritenbas. Also present were Jack G. Jennings, County
Administrator; Sherman N. Smith, Jr., County Attorney; and Alfred
H. Webber and Janet Burriss, Deputy Clerks.
The Chairman called the meeting to order and opened proposals
for furnishing and installing a new water cooler for the Courthouse
as follows:

On a Motion.made by Commissioner Macdonald, seconded by

Commissioner Bogosian and unanimously carried the proposal from
Maxwell Plumbing for $195.00 was accepted.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner McCullers, the following resolution was unanimously
adopted:
RESOLUTION NO. 67-77
The Board of County Commissioners of Indian River County,
Florida, resolves:
1. That this Board does approve the proposal of FLORIDA GAS
TRANSMISSION COMPANY, formerly Houston Texas Gas and Oil Corporation,
to construct an additional twenty-four (24) inch diameter natural gas trans -
mission pipeline over, across and along County roads as marked on the Indian
River County road map attached to their letter of December 7, 1967, as a part
of the permit granted by this Board under date of December 2, 1958, and sub-
ject to all of the terms and conditions of the prior permit.

The Administrator read a letter from Don Adams of the City
Building Department regarding the purchase of three radio antennas
for the cars used by the Building Department. It was the opinion
of the County Attorney that it was unnecessary for individual bills
to be submitted to the Board for approval; but that City purchases
should be accumulated in a separate account and that the County be
billed by the City periodically for its proportionate share of the
accumulated total. The County Administrator was requested to advise
Mr. Adams of this decision.

The Administrator read a letter dated December 19, 1967 from
The Indian River Mosquito Control District proposing that they
lease their 3/4 yard Link Belt Speeder LS -68S dragline with bucket
to Indian River County for $1,000.00 per year, payable monthly,
for five years providing that the County keeps the machine in good
working condition and assumes liability and insurance; thereafter
it may be leased on a year to year basis for $100.00 per year
payable monthly.
A Motion was made by Commissioner Macdonald, seconded by
Commissioner McCullers and carried, with Commissioner Bogosian
voting against the Motion, that the proposal be accepted and that
the Administrator request the Mosquito Control District that the
dragline be delivered immediately.
On:a Motion made by Commissioner Macdonald, seconded by
Commissioner Bogosian and unanimously carried the Administrator
was authorized to advertise for bids for an additional five hundred
lineal feet of well point equipment in the landfill area at a cost
of between six and seven thousand dollars.
A Resolution adopted by the Vero Beach Jaycees urging the
County to set up.county inspection stations as enacted in the Auto
Safety Inspection Law, Chapter 67-307, Laws of Florida; was
received and placed on file in the office of the Clerk.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner Bogosian and unanimously carried the Administrator
was authorized to purchase two bush hogs as necessary during the
fiscal year, not to exceed a cost of $500.00 each.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner McCullez and unanimously carried the Administrator
was authorized to advertise for bids for the purchase of two compact
cars for which there will be a trade-in of one sedan.

WHEREAS, the Zoning Commission of Indian River County, Florida,
did after public hearing make its final report recommending changes and addi-
tions to the Zoning Resolution of Indian River County, Florida; and,
WHEREAS, this Board did publish its notice of said recommended
changes and additions and did, pursuant thereto, hold a public hearing in
relation thereto at which parties in interest and citizens were heard; Now,
therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian

Commissioner Bogosian the following resolution was unanimously adopted:
RESOLUTTON'NO. 67L.' 79'
The Board of County Commissioners of Indian River County,
Florida, resolves
1. That this Board notes that the State Road Department of Florida,
in its construction program of work for the year ending June 30, 1968, pro-
poses to construct Interstate 95, State Road 9, from the Brevard County Line
south to State Road 60 and upon completion of that construction, it is antici-
pated that Interstate 95 will be completed from Jacksonville to State Road 60
in this county and said highway will undoubtedly generate a vast amount of
traffic destined for the part of Florida south of Indian River County and the
only available road to carry the traffic is State Road 60, which is a two laned
road passing through the center of the City of Vero Beach. For more than ten
years, this board has requested the State Road Department to widen and four
lane State Road 60 and it is now apparent that the construction of Interstate 95
will bring to State Road 60 a volume of traffic far in excess of that imposed
upon this already overloaded highway to such an extent that it appears to this
board that it will be impossible for State Road 60 in its present condition to
carry the traffic. This board is further aware of the fact that the State Road
Department's proposed five year primary highways construction program for
the fiscal year 1968 through 1972 proposes in three separate projects to four
lane State Road 60 from Interstate 95 proceeding eastward to the Florida East
Coast Railway but said construction will be after the arrival of the critical
traffic mentioned above and will further aggravate an obviously impossible
condition and in order to anticipate the apparent necessity of State Road 60 to
carry Interstate 95 traffic until Interstate 95 is constructed further south,
this board requests the State Road Department to immediately make a survey
to establish means of handling this traffic and this board particularly requests
that the proposed construction on State Road 60 begin in the next fiscal year at
the Florida East Coast Railroad crossing and proceed west to Interstate 95 so
that the proposed construction on State Road 60 will be completed prior to the
completion of the juncture of Interstate 95 with State Road 60 and the State

Road Department, in conjunction with this county, make a study to determine
feasible truck routes to by-pass the center of the City of Vero Beach.
2. This board has noted that the proposed construction of Inter-
state 95 from State Road 60 to the St. Lucie County Line does not contemplate
any interchange and this board strongly urges the State Road Department to
resurvey the apparent necessity for an interchange at Oslo Road. This board
points out to the State Road Department that since the original preliminary
surveys were made for this section of that interstate highway, approximately
24, 000 acres of citrus have been planted in southern Indian River County and
northern St. Lucie County and the marketing and processing of the citrus
fruit from this vast area will require the movement of an estimated
10, 000, 000 boxes of citrus per year. All of the existing roads surfacing this
area are presently roads of the secondary system and they will be completely
inadequate to carry this huge volume of traffic. The only solution known to
this board is to construct an interchange at Oslo Road for access to and from
Interstate 95 and this board urgently requests that such an interchange be
constructed.
3. That certified copies of this Resolution be furnished to the State
Road Department at Tallahassee, the District Office at Fort Lauderdale, and
the office of the Bureau of Public Roads at Tallahassee.

A Motion was made by Commissioner McCullers, seconded by
Commissioner Bogosian and unanimously carried that the claim for
damages of Mrs. Charlene Williams and Mr. Norbett E. Williams for
injuries suffered in an automobile accident on Cherry Lane on
December 8, 1966 be referred to the County Attorney and the County
Insurance Carrier.
A Motion was made by Commissioner Bogosian, seconded by
Commissioner Macdonald and unanimously carried that the Board has
received the report from the Supervisor of Elections, of her
examination of the petition to establish a Special Improvement
it
Service District within the area described in the petition under
the provision of Chapter 61-2277, Laws of Florida, and finds that
the petition has been properly signed by the required number of
qualified electors residing within the district who own real property
and whosare registered as free holders.
The County Attorney reported to the Board that the County has
completed the portion of the purchase of Round Island Park from
Julian and Lillian Lowenstein, and the portion of the purchase from
A. L. and Fred F. Liebert is nearly completed.
On a Motion made by Commissioner Bogosian, seconded by
Commissioner McCullers and unanimously carried the dog resolution
drafted by the County Attorney was referred to the County Administrator
and the Humane Society of Vero Beach for suggestions as to details,
license fees, etc., with the view of adopting it at a later meeting.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Bogosian, the request of the Indian River Historical
Commission to appoint Wally Skiscim, J. Noble Richards and Joe
Michael to fill vacancies in the Commission was unanimously approved.
The Board found no objections to the request of Commissioner
Bogosian to presenty Griggs at a later meeting for the purpose of
discussing insurance for some of the County employees.
After some discussion, and due to the fact that Commissioner
Dritenbas was absent from this meeting, a Motion was made by
Commissioner McCullers, seconded by Commissioner Macdo d,

unanimously carried that the Public Hearing with respect to the
adoption of the Resolution establishing a Building Code be adjourned
to reconvene on January 10 at 10:00 o'clock A. M.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner McCullers and unanimously carried the Board expressed
its appreciation for the way Mr. Jennings, County Administrator, has
handled his duties since he has been with the County; and that he
will be given an increase in salary of one thousand dollars ($1,000)
per year beginning the first of January 1968, in appreciation for
his excellent management.
A letter dated December 20 from the Indian River Safety Council
in answer to the request of the Board that they investigate the
proposed removal of a stop sign at the approximate location of 45th
Avenue near Road 60 was received and read. The Council states that
the stop sign should remain there until a traffic count is taken to
determine if it could be eliminated and a yield sign put in its place.
The Council suggested that there should be a reflectorized sign
at the end of 45th Avenue and that stop: signs were needed where 21st
Street enters 43rd Avenue and 44th Avenue.
The Indian River Safety Council suggested that a Safety Program
with the County might be planned after the first of the year; they
also suggested that safety signs might be made a requirement in our
subdivision ordinance before the subdivision roads are accepted by
the County.
The several bills and accounts against the County, having been
audited were examined and found to be correct, were approved and
warrants issued in settlement of same as follows: General Fund Nos.
401 to 446 inclusive, Road and Bridge Fund Nos. 501 to 531 inclusive
Fine and Forfeiture Fund Nos. 791 to 799 inclusive. Such bills
and accounts being on file in the office of the Clerk of the Circuit
Court, and the warrants so issued from the respective funds being
listed in the Supplemental Minute Book as provided by the rules of
the State Auditor, reference to such record and list so recorded
