The Board of County Commissioners of Indian River County
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, March 20, 1968, at 8:30 o'clock A. M.
Present were Robert W. Graves, Chairman; D. B..McCullers, Jr.,
Vice Chairman; Donald Macdonald; Richard P. Bogosian and Jack V.
Dritenbas. Also present were Jack G. Jennings, County Administrator;
Sherman N. Smith, Jr.,. County Attorney and Alfred H. Webber and
Janet N. Burriss, Deputy Clerks.
The Chairman called the meeting to order and acknowledged Mr.
Milton Link who has purchased some land opposite of Oslo Road,mostly
river frontage and some ocean frontage, which he has the intention
of filling and subdividing into an exclusive housing area. Mr.
Link stated that he would like permission to fill and that there
existed a 250 foot easement which he would like to have moved to
the edge of the property. He also stated that there should be a
navigable channel around and through the fingers of the river.
The Administrator was authorized to contact the State Road Department
as to the moving of the easement and Mr. Link stated that he would
be willing to deed the property needed for the right-of-way to the
County.
Mr. Thomas H. Trent,Civi1 Defense Director, appeared before
the Board requesting permission to attend the Annual Meeting to
be held in Ocala in May. On a Motion made by Commissioner Macdonald,
seconded by Commissioner Bogosian, permission for the Civil Defense
Director to attend the. Annual Meeting was unanimously granted.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Bogosian the expenses of Thomas H. Trent, Civil Defense
Director to Florida Surplus Property in 'TSkwere unanimously
approved.
Mrs. Rosemary Richey, Supervisor of Elections appeared before
the Board with the cost difference between two aniDpriolks
on the voting machines. After inn *
le discussion, a Motion was
made by Commissioner Dritenbas, seconded by Commissioner McCullers
and unanimously carried that we request the Shoup Voting Machine
Company to supply us with two interlocks at a cost of $6,490.00
on a five year basis at 41/4% interest withan option to pay the:
balance at any time.
Mr. Hunter, of Urban Utilities Development, Inc. appeared
before the Board requesting a publication of Notice of Public
Hearing to increase the rates to $4.25 for the initial amount of
water to each consumer. On a Motion made by Commissioner Bogosian,
seconded by Commissioner Dritenbas and unanimously carried that
the request of''Russell Burks, present .franchise holder, and the
request of Urban Utilities, Inc. the proposed contract purchaser
of the present water facilities of Russell Burks under the franchise
now existing and under the proposed franchise to be transferred
to Urban Utilities Inc., be received and ordered filed and that a
Public Hearing on that request shall be held on April 24th, 1968
at 10:00 o'clock A. M.
A Motion was made by Commissioner McCullers, seconded by
Commissioner Bogosian that the low bid of American Bankers Life
Insurance of $7.20 per man per month be acceeite.d for life insurance
for the Sheriff's Department. The Comparison requested by the
Board at its meeting on March 6, 1968 was

The Chairman read the foregoing Notice and sealed bids were

A Motion was made by Commissioner McCullers,
seconded
by Commissioner
Dritenbas and unanimously carried that the bids be given to the
Administrator for comparison and to ascertain whether they meet
specifications.

A letter was received from Florence Leffler requesting that
the County abandon a public park in Glendale Terrace. On a
Motion made by Commissioner Macdonald, seconded by Commissioner
Bogosian, it was unanimously carried that the County is quite
agreeable to abandon all of its interest on behalf of the public
for the park designated in Glendale Terrace, but the matter as
to who would own it, who could acquire it, or the validity of the
abandonment as far as the subdivision is concerned, is not for
the decision of this Board.
A letter was received from the Mayor of Fellsmere requesting
the loan of some of the County's heavy equipment for the purpose
of building roads through a City owned subdivision so that lots
could be sold. After some discussion the Board decided it had
no authority in the matter and the request was denied. The
Administrator was authorized to advise the City of Fellsmere of
this decision.
The Administrator reported that the State Road Department
Contract on Wabasso Road to the Fellsmere Road is going to be let
on the 27th of this month.
The Administrator reported that the speed zones on Oslo Road
have been changed by the State Road Department to vary from 30
miles per hour to 55 miles per hour in different areas.
A Motion was made by Commissioner Macdonald, seconded by
Commissioner McCullers and unanimously carried that the
Administrator be authorized to advertise for bids for the purchase
of a root rake.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner Bogosian the request of Mr. Daly to construct a
salvage yard south of North Gifford Road was unanimously granted.
On a Motion made by Commissioner Macdonald and seconded by
Commissioner Bogosian, the following Resolution was unanimously
adopted:

RESOLUTION NO. 68-19
The Board of County Commissioners of Indian River County, Florida
resolves:
1. That the Trustees of the Internal Improvement Fund of the State
of Florida have heretofore conveyed to Indian River County,! Florida, a parcel
of land in said County which has since been designates. as Kiwanis - Hobart
Park, to be used, maintained and developed by this Board as a public park. A
portion of said lands situated in the Southernmost part of the park located in
Indian River County, Florida, described as' follows, to -wit:
The Southwest quarter of the Southeast quarter of Section
4, Township 32 South, Range 39 East, less canal and less
parcel in the Southeast corner 662 feet East and West by
383 feet North and South;
has not been previously designated in the plan of development for any particular
specified use.
2. That the part of Kiwanis Hobart Park described above is here-
with designatedepending ultimate development in accordance with the compre-
hensive plan/as a nature center to be posted to prevent hunting, with nature
trails and observation areas under the supervision and control of the Florida
Audubon Society, acting through its Pelican Island Chapter, with full power
and authority to go upon said lands, erect signs so designating the same, con-
struct nature trails and observation areas and to generally create a nature
center for the use and benefit of the general public to continue until other con-
templated or required uses shall dictatethe termination when signified by
resolution of this Board.
3. That a certified copy of this resolution be furnished to the
Florida Audubon Society and its local chapter, the Pelican Island Chapter.

The County Attorney reported that he was publishing a Notice
in the Press Journal of a public hearing on the question of the
Community Action Agency to be held before the Board at the
meeting of April 10, 1968 at 11:001o'clock A. M.
The County Attorney reported that the Trustees of the
Internal Improvement Fund will hold a public hearing on the
proposed enlargement of the Pelican Island National Wildlife
Refuge to be held in the County Commissioners Room on Friday,
March 29, 1968 at 7:30 otclock P. M.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner McCullers the following Resolution was unanimously
adopted:
RESOLUTION NO. 68-20
The Board of County Commissioners of Indian River County,
Florida, resolves:
1. That the establishment of the county public park known as
Kiwanis - Hobart Park was made initially feasible through the efforts of Mr.
E. A. Hobart and Mr. Hobart's interests have continued by his contribution
of the sum of Five Thousand Dollars ($5, 000.00) to the county for development
of the park and his latest expression at the formal dedication of the park on
March 14, 1968, was a further contribution of the sum of Five Thousand
Dollars ($5, 000. 00).
2. That this Board and its individual members do herewith
express to Mr. E. A. Hobart their sincere thanks and appreciation for his
continuing assistance and contributions toward the developMent of this public
park for the use and benefit of all of the citizens of Indian River County.
3. That a certified copy of this Resolution be forwarded to Mr.
Hobart and to the news media of the county.

On a Motion made by Commissioner McCullers, seconded by
Commissioner Dritenbas, the request of Forrest N. McCullars,
County Agricultural Agent for permission to attend Ornamental
Horticulture Short Course in Gainesville on March 19th and 20th
was unanimously granted.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Macdonald, the State Witness Payroll in the amount
of $221.28 for the March 7th Term was unanimously approved.
A Motion was made by Commissioner McCullers, seconded by
Commissioner Macdonald and the following Budget Amendments were
unanimously approved:

Commissioner Macdonald reported on a meeting of the East
Central Florida Planning Council in regard to air and water
pollution.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner McCullers the out -of -county travel of the Administrator
to Titusville on March 13th to attend an East Central Florida
Planning Council meeting was unanimously approved.
The Board then recessed at 11:35 o'clock A. M. and reconvened
at 1:00 o'clock P. M.

Doctor Robert Vernon of the Florida Board of Conservation and
Mr. Clyde Conover of the Coast and Geodetic Survey appeared before
the Board and advised that the best approach to the. dwindling
water situation would be to have,a survey made to find out where
the water supply exists. It was suggested that the Board submit
a letter of intent to participate in the Program of the Agreement
of the Counties and the United States Geological Survey.. in Florida
who would contribute $15,000.00 (matching funds) for the survey.
Commissioner Macdonald expressed the gratitude of the Board to
these gentlemen for their information in the matter.
The County Administrator then reported to the Board that he
had evaluated the bids received for the Motor Grader, and pointed
out that the Caterpillar Grader offered by the Kelly Tractor Company
had certain hydraulic booster features not indicated in the bid
by Adams Construction Equipment Company; also that all Caterpillar
service can be furnished from West Palm Beach whereas some of the
Adams Company service must be furnished from Tampa; and that Indian
River County now owns six other pieces of Caterpillar equipment and
there are items which would be interchangeable. .After considerable
discussion and consideration, the Board determined that, based on
these facts, the bid of Kelly Tractor Company of $28,185.00 was
found to be the lowest and best bid from a responsible bidder, and
the capacity, efficiency, cost of maintenance and suitability of the
Caterpillar Grader to meet the requirements of the County outweigh
the difference in the bids; therefore, on Motion of Commissioner
Macdonald, seconded by Commissioner Dritenbas, the bid of Kelly
Tractor Company was unanimously accepted.
Sam Joyce, Sheriff, appeared before the Board requesting
approval of the Board for work to be done at the Jail. Two proposals
for installation and removal of glass were received as follows:

A Motion was made by Commissioner Dritenbas, seconded by Commissioner.

On a Motion made by Commissioner Macdonald, seconded by
Commissioner Dritenbas the bid of Bowen Roofing Company, Inc;
to reroof parts of the Jail at a cost of $425.00 was unanimously
approved.
On a Motion made by Commissioner Macdonald, seconded by
Commissioner Dritenbas, the additional repairs for the Jail at
a cost of $295.00 were unanimously approved.
The County Commissioners conducted the:t quarter -annual
inspection of the offices and records :sf the County Judge, Sheriff.
and Clerk of the Circuit Court and other Officers of this County
to see that the laws prescribing and regulating the duties of said
Officers were being fully complied with and they did not find any
failure on the part of such Officers to perform their duties.
The several bills and accounts against the County having
been audited, were examined and found to be correct were approved
and warrants issued in settlement of same as follows: General
Fund, Nos. 780 to 828 inclusive; Road and Bridge Fund, Nos. 690 to
702 inclusive; Fine and Forfeiture Fund, Nos. 18 to 24 inclusive.
Such bills and accounts being on file in the office of the Clerk of
the Circuit Court, the warrants so issued from the respective
funds being listed in the Supplemental Minute Book as provided by
the rules of the Legislative Auditor, reference to such record and
list so recorded being made a part of these minutes.
There being no further business, on Motion made, seconded and,
carried, the Board adjourned at 2:30 o'clock P. M.
