HomeMy WebLinkAbout6/4/1929f TUESDAY, JU10 4th, 1929: The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, on Tuesday, June 4th 1929, at 10 o'clock A.M.with the following members of the Board present: Albert 0. Helseth, chairman; J. D. Yongue; J. W. ZaBruce; J. J. P. Hamilton and John H. Atkin. Also present were Miles Warren, Clerk and Clark S. Rice, Meriff. The minutes of the previous meeting were read and approved. The Tax Collector filed his monthly report of licenses collected showing ;16.50 collected for the State and $8.25 collected for the County. The following resolution was offered by commissioner J. D. Yongue: "June 4, 1929 . 0OUBTY CORZI.SSIONEERS OF INDIAN RIVER COUNTY,. FLORIDA. BE IT RE 3OLVED 1. That all employees of Indian River County, Florida,: report to the County Uommissio ers of Indian River County, Florida, once every six ( 6) months, to take effect with the passage of this Resolution, and the signing of owe, 20 That no County Commissioner of Indian River County, Florida, shall be employed on arg County road or ark County bridge district, where the County's funds paythe bills, 3. That no County Commissioner of Indian River County, Florida,_ can sell, "trade or do business with Indian River County, Flerida, if he is in any way connected with the fimn or business that is transacting business with this County. 4, That all books of Indian River County, Florida, be audited by a State Auditor, or other competent auditor, and a full and complete rep o rt of all notes and securities be published in full, showing all t ransactions in -J' -fall. between the County of Indian River and the Bank of Sebastian, the County of Indian River and the Farmers Bank of Ver©"Beach and the County of Indian River and the Vero Beach Bank & Trust Company, to-gether~with a report in full showing the disposition of this County's money in any and all transact- ions. 5. That inasmuch as the county of Indian River Florida, is not doing arty work in particular at this time, that we, as County Commissioners of Indian River County,Florida, put on a Road Superintendent at not less than X3150,00 a month, and not more than 4200.00 a month, and that when it is necessary to secure the services of an Engineer, that the County Coxmnissioners of this County engage the services of such Engineer and pay him for the work he -does and the time he makes. 6. That all checks be made out by the Clerk of the :Board df."County Commissioners of this County, WITHOUT EXTRA COMPENSATION, and in each case each man sign for same in a Book, and this Book be handed to the County Commissioners each month for their inspection and approval. Respectfully submitted, J. D. Yongue County Commissioner Indian River County, Florida. W. T. Jones appeared before the Board regarding Railroad crossing ,just North of over -pass on State Road #4. After discussion Mr, Jones agreed to execute agreement with the Railroad company for private crossing at this point. Mrs. Ella Goodrich of Roseland appeared before the Board regarding dengerous corner at Roseland. It was ordered that Commissioner Yongue and County Engineer l,eisher inspect and put in condition. Mrs Lucy M. Baird representing the Welfare Workers appeared before the Board A __'_ W-Ij respecting assistance for the Snell family. It was ordered that the matter be turned over to the County Nurse for disposition and offer to effect their return to Ocala their former home. G. C. Bartlett and T. U. Radinsky appeared before the Board and offered to sell to the County certain houses owned by them to be removed to the County Tool grounds. a it was ordered that this matter be laid over until further in the day. Walter Kitching appeared before the Board regarding grading road on Ditch 8 in Section 18 Tp. 32 S.R.39 East. It was ordered that the County Engineer grade this road which is designated as Road A-84, Geo. T. Badger appeared before the Board regarding the strip of land from the Sebastian Inlet south which is now in Brevard County, advising that Brevard County will be willing for this County to take over this territory provided the county will construct a road to the Sebastian Inlet. J. D. Broston (colored) appeared before the Board requesting road be cleared and graded to lgabasso Negro School. It was ordered that County =gineer do this work as soon as convenient and funds available. it was ordered that Road B-9 be graded as soon as convenient. W. E. Evans. County Agent, made a report on the Mediterranean Fruit Fly situation filed his monthly report. it was ordered that all bills submitted in connection x therewith be approved and were ordered paid out of the Agricultural Fund. Mr. Chas E. Berg appeared before the Board and urged the purchase by the County of the Campbell Arcade Building for Court House and Jail at a price of V6590009'00v submitting said offer in writing as follows: Vero Beach, Florida. Dear Si rs - Acting for the owners of the Building known as 13Campbell's Arcade"', I am authorized to submit to your honorable body a proposition that you acquire this, property to fill the immediate needs of the County for suitable Court House aecomodatio such as this building will provide, and at the same time meet the present need of economy and conservation so much desired by the tax Payers. I have been able to obtain confirmation of, and now submit, the very attractive figure of $65,000.00 as the price for this substantial building. The Building is two story, 75' x 115' over all. The actual tenantable space on the ground floor is 59777 square feedp and on the second floor 6,158 square feet. On the basis of $1.25 per square foot per aurum, the ground floor will produce and income of X7,221.25 The second floor at $1.00 per foot wauid be worth $7,811.00. Assa;ming that the revenue value is as stated, t he annual saving to the County would be 015,032.25. In the short. period of five years the total saving on this basis would be $75,161.25 or $10,161.25 ml than the cost of the building. The building at the end of five years should be worth 3 at least what we are paying for it today, and it is reasonable to expect that it will be worth more. Therefore, iratead of a saving of 075,161.25, we would actually have a greater saving to the County. Berg It was moved by Commissioner Hamilton and seconded by Commissioner Yongue, and carried that the matter be taken under consideration and infoanation be secured as to cost of remodelling and equipping for jail and Court House, the building and meet at some future date to consider same and the advisability of calling a special election to have the qualified voters who are tax -payers pass on the question of whether or not the building shall be purchased. W. F. Cox appeared before the Board requesting road be cleared and graded North on lateral "A", a distance of one mile. It was ordered the County Engineer do this work as soon as he can conveniently get to it and the necessary funds are available. On motion made, seconded and carried, it was ordered that the shoulders on south Gifford Road and North Veinter Beach Road be marled over the ridge. Loved by Commissioner Hamilton, and approved that the sum of 030.00 per month be paid to Mfrs. G. F. McNeal while her husband is confined in Jail under sentence. Upon request of Alex Ma.cUilliam, the County wngineer was instructed to do certain grading at Riomar for the regular rate charged for such work. It was ordered that Mfrs. Gordon Miller of Fellamere be placed on the paupers list to receive the stnn. of $20.00 per month. It was ordered that the County purchase from Mrs, Grace Sandison, one acre plot of land for the sum of V100.00 for a Potter's Field. Payment to be made upon execution and delivery of warranty deed. It appearing that a clerical error has been made in the assessment of the following described properties for the year 1928, it was ordered that the Tax Collector correct such errots and enter the amounts required on the error and insolvency list for the 1928 Tax roll. Yonnge, having been read, one at a I/ I F'_212 time, and having been considered, each resolution separately, no action was ordered t aken. The several bills and accounts against the County, were examined by the Board, and approved, and warrants ordered issued in settlement of same. such bills and accounts being on file in the office of the Clerk and which by reference thereto is made a part of these minutes. The warrants so issued in settlement of such accounts, from.the xe7ww various funds of the County being listed completely in the county Finance record and &istributed according to law, and which said list so recorded, and the County Finanof record itself, is made a part of these minutes as fully and completely as if the said warrants so issued were set out herein in detail. The County -Depositories filed their monthly statements of the various accounts of the s everal funds, which having been checked over were found to be correct. The Board of County commissioners in and for Indian River county, Florida, met at the Court House in Vero Beach, at 2 o'clock P.X.on Friday, June 21st 1929s with the following members of the Board present: Albert 0. Helseth, Chairman; J. D. Yongue; J. V1. laBruee; J. J. P. Hamilton and John H. Atkin. .Also present were Miles vrarren,Cle and Clark S. Rice, Sheriff. The Chairman announced the special meeting was called for the purpose of consid the erection of a temporary jail and such other matters as may properly come before the Bo ard. The following resolution was received and read from Osceola County, Florida, Board of County Commissioners, and the same vas ordered accepted in full: RE -S O LU T I 0 N. YMEM Osceola County, has heretofore made provision for the expense of supporting and guarding while at work on the public roads, a larger number of prisoners than is supplied at the present time from Osceola County, and VMREAS, the Board of County Commissioners of Indian River County desires to hire out its prim ners to Osceola County t be worked upon the public roads, b ridges and other public work in Osceola County, and 4MREAS, the Board of County Commissioners of Indian River County has made the following proposition to the Board of County Commissioners of Osceola County, to -wit: That Indian River County will furnish all able bodied male convicts to Osceola County for the sum of $1,00 per month for all prisoners serving 60 days or more.. Provided Osceola County pays transportation bothways on all prisoners used from Indian River County, and VMREAS, the Board of County Commissioners of Osceola County .deems it for the best interest of Osceola County to accept the proposition made by the Board of County Commissioners of Indian River County, Provided Indians River County will refund to. Oseedia, County, such transportation f ees as may be paid by Osceola County, on any convi who is released before the expiration of his 60 days sentence. 1 1 1 1
