HomeMy WebLinkAbout2012-096 ao � '� • oq � WORK ORDER NUMBER 4 This Work Order Number 4 is entered into as of this 15th day of May 2012 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of December 6 , 2011 (" Agreement" ) , by and between Indian River County, a political subdivision of the State of Florida ( " COUNTY" ) and CDM Smith Inc . , formerly Camp Dresser & McKee Inc . ( " Consultant" ) . The COUNTY has selected the Consultant to perform the professional services set forth on Exhibit A ( Scope of Work) , attached to this Work Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B ( Fee Schedule ) , attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Exhibit A (Time Schedule ) , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual work Order as if fully set forth herein . Baird , County Administrator as-tofor nd legal sufficiency : Alan P lackwich , County Attorney j13659 WO .doc EXHIBIT A SCOPE OF WORK INDIAN RIVER COUNTY FLORIDAN AQUIFER WELL MONITORING PROGRAM Background In April 2006 , the Indian River County (County) Board of County Commissioners authorized CDM Smith to conduct a well sampling program to establish baseline operating conditions for a series of 14 Upper Floridan Aquifer wells ( privately owned ) that surround the North County WTP . The intent was to monitor well capacity and water quality (via water level measurements , pressure readings and chloride levels ) to establish a database against which to compare similar characteristics once construction of the North County WTP expansion project was completed . The County' s Consumptive Use Permit ( CUP ) issued by St. Johns River Water Management District (SJ RWM D ) mandates that the County' s increased use at the WTP not result in negative impacts to existing legal users of the same aquifer . A negative impact is quantified by a greater than 10 percent decrease in flow or a 10 percent change in water quality ( SJRWMD ' s " 10 Percent" rule ) . In this case , any existing user of the aquifer that can demonstrate that their artesian wells are not artesian when the WTP is pumping, that their well pumps cannot maintain suction , that their chloride levels (i . e . saltwater intrusion ) are rising, etc . can approach the County and / or SJRWMD and request mitigation for the impact. The services to be provided in this Work Order will assist the County in evaluating any impact claims by neighboring property owners and aid in resolving potential issues or concerns . Services to be provided under this authorization are provided below . SCOPE OF SERVICES CDM Smith will perform the following task services associated with the sampling/ monitoring program . TASK 1 . 0 COORDINATION WITH PROPERTY OWNERS CDM Smith will contact the property owners of the wells used in the previous sampling program to re - establish permission to access the wells for further monitoring. CDM Smith will also revisit all wells for which access is approved and review the wellhead condition to insure that no changes have been made in the 2 years since sampling was suspended that would prohibit sampling . Modifications to the wellheads , if necessary, will be negotiated under separate cover and no provisions are made herein to make such modifications . TASK 2. 0 SAMPLING CDM Smith will commence monthly sampling on all of the private wells for which permission to access has been granted . New wells may be added to the program to replace those that are no longer in service or not accessible , including additional wells from property owners that have voiced impact concerns (if any) . It is anticipated that all wells / parameters can be sampled in a single day each month ( approximately 8 hours ) . TASK 3. 0 DATA SUMMARY AND PRESENTATION CDM Smith will add collected data to the existing database that was established during the original sampling program . Data will be correlated to pumping conditions at the WTP at varying production A- 1 Asses wo doc volumes to evaluate impacts . CDM Smith will provide the County with quarterly reports containing trends in the sampled parameters and water levels , identifying any adverse trends , and providing suggested further monitoring. TASK 4. 0 INTERACTION WITH PROPERTY OWNERS In the event that the County is contacted by a neighboring well / property owner claiming impacts , CDM Smith will meet with the property owner to assess the concern , review configuration of the wellhead and pumping system ( if present) and determine appropriate action to be taken . CDM Smith will only conduct services under this task when expressly requested by County staff. OTHER SERVICES NOT INCLUDED IN THIS SCOPE OF SERVICES CDM Smith intends to rely solely on the accuracy of the field probes for parameter measurements . CDM Smith does not intend to contract with a laboratory for further analysis . If laboratory analysis is required , CDM Smith will negotiate additional services with the County . This authorization does not include : ■ Permit modifications or negotiations with SJRWMD regarding mitigation COUNTY RESPONSIBILITIES The County will assist in gaining permission to sample any and all County - owned wells included in the monitoring program . This will include on and off site raw water supply wells , on and off site WTP monitoring wells , and any wells located on County - owned property such as golf courses and fairgrounds . TIME SCHEDULE Services will commence immediately upon receipt of notice to proceed and continue on a monthly basis until such time as the County determines that adequate monitoring has been conducted or the funding is exhausted .
