The Board of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, July 24, 1968. Present were Jack. U.
Dritenbas, Chairman; Robert W. Graves and Donald Macdonald,
Absent were D. B. McCullers, Jr. and Richard P. Bogosian. Also
present were Jack G. Jennings, County Administrator; Sherman N.
Smith, Jr., County Attorney; and Alfred H. Webber and Janet N.
Burriss, Deputy Clerks.
The Chairman called the meeting to order and asked if there
- •were any additions or corrections to the minutes of July 2 and
July 10. There were none and upon Motion made by Commissioner
Graves, seconded by Commissioner Macdonald and unanimously carried
the minutes were approved as written.
Doctor Paul Taylor of the Indian River Hospital Staff appeared
before the Board stating that he felt that in the case of indigent
patients, a more severe screening should be made. He stated that
the services of a Medical Social Worker wem greatly needed, that
an employee of this nature would be directly under the jurisdiction
of the Board of County Commissioners, would work throughout the
County and at the Hospital, and that the cost would be shared by the
County and the Hospital.
Doctor Taylor stated that the swimming pool project mentioned in
the minutes of June'19, 1968 was coming along nicely, that over
$6,000.00 has been donated, that the City of Vero Beach has provided
for $10,000.00 for the pool and that an equal share from the County
would be greatly appreciated.
Doctor A. C. Lindsey, veterinarian, appeared before the Board
stating that the loose dogs roaming the County were causing a great.
deal of damage and that they were also a health menance to the
community. He stated that more effective measures would be necessary
to put and keep this situation in hand He, said that he was receiving

telephone calls in his office from people who wanted dogs picked up
because these people had contacted the Humane Society and there had
been no results.
Doctor Lindsey also stated that many of the persons who had
their animals vacinated for rabies never obtained a license. He
felt that the problem could be more simply handled if they were able
to acquire the vacination and license from the same place,that this
would also be of great help in the keeping of records.
Frank Zorc, developer, appeared before the Board in regard to
the proposed final plat of Sun Crest Terrace Subdivision, Unit #1.
The County Administrator recommended the final approval of the plat
with the following provisions:
1. Build up the shoulders along 26th Avenue.
2. Grass shoulders and swales with 30 lbs. of Bermuda seed per
acre and 200 lbs. of fertilizer per acre.
3. (a) 1 30" X 30" stop sign
(b) 1 24" X 24" dead-end sign
(c) 2 25 mile per hour speed limit signs.
All above signs to be metal reflectorized.
4. Obtain letter from engineer confirming all construction has
been done in accordance with current subdivision regulations
of Indian River County, Florida.
. Developer to accept maintenance and care of all swales and
and drainage ditches for the period of one year from the
date of acceptance.
6. That all of the existing pavement that is in as of this date
is acceptable, that the developer may pave the entire street
to the width of 20 feet in.li.eu of paving the half streets to
a width of 12 feet.
On a Motion made by Commissioner Graves, seconded by Commissioner
Macdonald, the final plat of Sun Crest Terrace Subdivision, Unit #1
was unanimously approved subject to the recommendations of the
County Administrator.

The Chairman requested the foregoing Notice
be read and asked if anyone present wished to be
heard. Ralph Sexton appeared stating only that
he requests the zoning change be granted.
Upon Motion made by Commissioner Graves, seconded
by Commissioner Macdonald the following Resolution
was unanimously adopted.

RESOLUTION NO. 68-44
WHEREAS, the Zoning Commission of Indian River County,
Florida, did after public hearing make its final report recommending changes
and additions to the Zoning Resolution of Indian River County, Florida; and,
WHEREAS, this Board did publish its notice of saidrecommended
changes and additions and did, pursuant thereto, hold a public hearing in
relation thereto at which parties in interest and citizens were heard; Now,
therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that the Zoning Resolution of Indian River County,
Florida, and the accompanying Zoning Map, be changed as follows:
1. That the Zoning Map be changed in order that the following des-

James L. Beindorf, engineer, appeared before the Board, presenting
a map of the proposed subdivision known.as The Moorings Subdivision.
Upon a Motion made by Commissioner Macdonald, seconded by Commissioner
Graves and unanimously carried that the Board tentatively approves
the general lay out presented by James L. Beindor'L upon behalf of
' Milton Link for the proposed subdivision plan for the Moorings of
Vero Beach and tentatively approves the requested zoning, subject to
public hearing as recommended by the Zoning Commission, they
authorize publication of Notice of Public Hearing per plan of July24,
1968 as signed by the County Administrator.
Attorney 1. B. Vocelle appeared before the Board on behalf
of Mr. Yates and requested the Boards approval of a junk yard to be
established on North Gifford Road across the street from an existing
junk yard. A Motion was made by Commissioner Macdonald, seconded by
Commissioner Graves and unanimously carried that the request be
approved subject to junk yard regulations.
The County Administrator reported that he had contacted the
State Road Department regarding the flooding conditions of State
Road #60. The Administrator stated that the State Road Department
has had two meetings with the Central and Southern Flood Control
District and that they are hopeful for a satisfactory arrangement
regarding the matter.
Upon a Motion made by Commissioner Graves, seconded by
Commissioner Macdonald and unanimously carried that the Administrator
be requested to advise the architect via registered mail of the list
of items needing repair in the New Courthouse Annex and advise him
that these items must, be taken care of immediately.
The Administrator reported that he had checked out a ten acre
park area in Oslo:Park and: had found that it was deeded to the
County by Vero -Beach Associated, Inc. with the stipulation that if
the parcel is not used for park purposes it reverts back to the
above named company.

Upon a Motion made by Commissioner Macdonald, seconded by
Commissioner Graves and unanimously carried that therecommendations
of the Zoning Commission were approved for the zoning change for the
lots 3, 4, 5, 6, 19, 20, 21 and 22 of Pinewood Subdivision from R. 1
to C.1 and the Zoning Commission was authorized to hold Public Hearing
on August 19,_ 1968 at 7:30 o'clock P. M.
A Motion was made by Commissioner Graves, seconded by
Commissioner Macdonald and unanimously carried that the Administrator
be authorized to have four broken windows in. the New Health Building
replaced at a'cost not to exceed $125.00.
The County Attorney reported on his.findings regarding certain
'islands in the south fork of the Sebastian River. He stated that
to determine the County wherein these islands lie would require the
services of surveyors and engineers, that ownership might be by the
United States of America, the State of Florida or some private person.
Upon a Motion made by Commissioner Graves, seconded by
Commissioner Macdonald, the out of County travel for Forrest N.
�--'1 McCullers, County Agricultural Agent, to the Indian River Field
Laboratory in Fort Pierce on July 11 and theexpenses of Rosemary
Richey, Supervisor of Elections to attend the twenty third annual
convention of the Florida State Association of Supervisors of
Elections to be held August 14,15,16 and 17 at Jacksonville were
unanimously approved.
The Report of Inspection of County Jails and County Prisons
from the Florida Division of Corrections was received and ordered
filed in the office of the Clerk.
On a Motion made by Commissioner Graves, seconded by Commissioner
Macdonald the application of J. Hunter Smith for pistol permit was
unanimously approved.
A letter from Warren A. Becker referred to the Administrator
concerning drainage problems in Tropicolony was received and filed
in the office of the Clerk.

Upon Motion made by Commissioner Graves, seconded by Commissioner
Macdonald and unanimously carried the List of Errors, Insolvencies and
Double Assessments on the Intangible Tax Roll for the year 1967
was approved and allowed by the Board of County Commissioners.
On a Motion made by Commissioner Graves, seconded by
Commissioner Macdonald the following Item to Item Transfer was

The several bills and accounts against the County having been
audited, were examined and found to be correct were approved and
warrants issued in settlement of same as follows: General Fund, Nos.
1332 to 1364 inclusive; Road and Bridge Fund, Nos 943 to. 964 inclusive;
Fine and Forfeiture Fund, Nos. 76 to 82 inclusive. Such bills and
accounts being on file in the office of the Clerk of the Circuit Court,
the warrants so issued from the respective funds being listed in the
Supplemental Minute Book as provided by the rules of the Legislative
Auditor, reference to such record and list so recorded being made a part
of these minutes.
There being no further business, on Motion made by Commissioner
Graves, seconded by Commissioner Macdonald and unanimously carried
the Board adjourned at 11:30 o'clock A. M.
