The Board of County Commissioners of Indian River County, Florida
met in special session as Board of Equalization, at the Courthouse,
Vero Beach, Florida on Thursday, July 25. at 8:30 o'clock A. M.
Present were Jack U. Dritenbas, Chairman; Robert W. Graves and Donald
Macdonald. Absent were D. B. McCullers and Richard P. Bogosiacn. Also
present were Homer C. Fletcher, Tax Assessor; William G. O'Neal,Esctuire,
representing Homer C. Fletcher; Sherman N. Smith, Jr., County Attorney;
and Alfred H. Tnjebb r., .I puty C erk.

River County, Florida, did meet
with the Board of County Commis-
sioners of Indian River County,
Florida, on July 1, 1968, for the
purpose of hearing complaints and
receiving testimony as to the value
of any property, real or personal,
as fixed by said Tax Assessor, at
which time said Board did deem it
!necessary to and did extend the
time for the completion of such
'assessment roll and for the purpose
:of revising and equalizing the as-
.sessment to Thursday, July 25, 1968,
.at the hour of 8:30 A. M., to which
the first meeting was adjourned, at

The Chaiman read the foregoing Notice and asked if any one present
wished to be heard.
Mrs. Royal

Hazen appeared before the Board asking for reassessment
owned by her and her husband. Mr; Fletcher stated
that this type of property has been under review

on the Hazen property has .been cut to $340.00. Mrs. Hazen stated
that she had received no notice, but that since the reassessment was
now satisfactory, she would withdraw her request for reassessment.
Mr. Fletcher presented a list of homesteads for automatic review
by the Board as follows:

The Tax Assessor explained that service was to all parties by
certified mail or returned for non-delivery. The Chairman asked if
any of these were present. There were none and upon a Motion made by
Commissioner Graves, seconded by Commissioner Macdonald and unanimously
carried the rejections of the Tax Assessor were sustained.
Mr. Fletcher stated that he had received a letter from Mr. Newman
regarding the following properties:

Mr. Fletcher explained that a schedule "Method of Assessing
Citrus Groves, Indian River County, 1967" had been devised by a
committee of fourteen leaders of the citrus industry in Indian
River County based on age and condition of groves. He stated that
the properties of Mr. Newman fit into this increment as did all the
groves in Indian River County. On a Motion made by Commissioner
Macdonald, seconded by Commissioner Graves and unanimously carried
the evaluation of the Tax Assessor on the Newman Properties was
upheld.
Mrs. Ethelyn Johnson appeared before the Board questioning Why,,
there should be such a great increase in the valuation of her property,
- over last years evaluation. The Tax Assessor explained that there
had been a clerical error on twenty-eight acres of raw land which had
• not been properly entered and that the increase was merely a correction
of this error.
The Tax Assessor stated that there were no further questions and
• on a Motion made by Ctomissioner Macdonald, seconded by Commissioner
Graves the following Resolution was unanimously adopted:

RESOLUTION NO. 68- 45
WHEREAS, at least fifteen (15) days notice has been given by
publication in a newspaper published in Indian River County, Florida, as will
more fully appear by proof of publication of such notice made by the publisher
of the Vero Beach Press Journal and recorded in the minutes of the Board of
County Commissioners of that county of the completion of the assessment
rolls of Indian River County, Florida, for the year 1968 and that the County
Assessor of Taxes of said county would meet with the Board of County Com-
missioners on the 1st day of July, 1968, at 8:30 o'clock A.M. , and would at
that time present the tax assessment roll of said county for the purpose of
hearing complaints and receiving testimony as to the value of any property,
real or personal, as fixed by the County Assessor of Taxes and of perfecting,
reviewing and equalizing the assessment; and,
WHEREAS, at the time and place specified in the notice, the County
Tax Assessor did meet with the Board of County Commissioners and said
board did then deem it necessary to and did extend the time for the completion
of said assessment roll and for the purpose of reviewing and equalizing the
assessments to Thursday, July 25, 1968, at the hour of 8:30 o'clock A.M. ,
to which the first meeting was adjourned after publication of notice at least
fifteen (15) days before the adjourned meeting, as will more fully appear by
proof of publication of such notice made by the publisher of the Vero Beach
Press Journal and recorded in the minutes of said board, and said meeting did
thereafter continue with adjournments from time to time to time to time until
this meeting; and,
WHEREAS, the Board of County Commissioners has received all
complaints and testimony offered and has examine d and reviewed said assess-
ment roll'and has found it unnecessary to increase the valuation of any prop-
erty. shown thereon and has found such assessment roll to be correct and the
Clerk of said board has made and kept a public record of the individual yeas
and nays of each member of the board voting on each final decision resulting
from such equalization hearing; Now, therefore,

BE IT RESOLVED that the Board of County Commissioners of Indian
River County, Florida, .does herewith find the tax assessment roll of Indian
River County, Florida, as presented by the County Assessor of Taxes for the
year 1968 to be equal and just and does herewith approve, ratify and confirm
the same.

Motion was made by Commissioner Graves, seconded by Commissioner
Macdonald and unanimously carried, that the Board of County Commissioners,
sitting as a Board of Equalization, adjourn, sine die.
The Board then re -convened as Board of County Commissioners.
It was Moved by Commissioner Macdonald, seconded by Commissioner .
Graves and unanimously carried that, the Board having reviewed the
Clerk's Tentative Budget.ai submitted on July 10, 1968 together with
the tax roll as approved on July 25, 1968, the Clerk is directed to
compute ad valorem taxes on the basis of the County taxable valuation
of $249,316,236 using the same millages as contained in his tentative
budget, and to make corresponding increases in Reserves for Contingencies
as follows:

•' tentative budget in words and figures as follows:
