M. Present were Jack Dritenbas, Chairman,. Robert W. Bogosian. Donald Macdonald and Richard Vice Chairman. Also Absent was D. B. McCullers, present were Jack G. Jennings, County Administrator; Sherman N. Smith, County. Attorney; and Alfred H. Deputy Clerks. :The Chairman Webber and Janet N. Burriss, called the meeting to order and: corrections having been made to the minutes of September'. made' by ommissioner'Graves, seconded by Conmtissioner Macdonald and unanimously carried that the minutes of September 11 be approved as corrected. Homer Fletcher, Tax Assessor, appeared before the Board stating the. Tax Rolls were ready for the approval of the Board and that normally the meeting for this purpose wouldhave been on October 7 and questioned if the Board preferred, to hold this special meeting regular meeting or would they prefer to take this matter October 9. A Motion was made by Commissioner Graves, seconded by Commissioner Macdonald and unanimously carried that a special meeting not be held for the approval of the 1968 tax rolls but that the matterwould be taken up at the regular meeting of the Board on ,October 9, 1968. Thomas H. Trent, Civil Defense Director., appeared before the Board reporting that he had received the new radio and was well pleased with He also reported that he had sold junk equipment for $50.00 as authorized by Civil Defense Headquarters/inJacksonville and asked what he should do with the money.He was informed that he should pay it over to the Clerk for deposit in the General Fund and that the Clerk should earmark that amount for the purchase of new Civil Defense equipment only. gLe3214 " *:. Upon a Motion made by Commissioner MacDonald, seconded by Commissioner Bogosian and unanimously carried, the tentative approval was given or Glenwood Estates Subdivision as recommended by the Administrator. The request of W. D. Chadwick to transfer the franchise of Sanitation Service;by`Mrs Ethel Fitz was deferred until the' Attorney has•'given the matter. furthers study. .The', County Administrator reported that Oslo Road does not.meet the criteria for. an interchange with I95. After some discussion regarding Mr. James Weirs Reportmentioned -in the Minutes of September 11, a Motion was made-by.Commissioner Macdonald, seconded by Commissioner Bogosian and unanimously carried that the Administrator is requested to contact the State Road Department and show them Section ##19 of the December, 1967 Investigation Report f the. Upper St. John's River and Intervening Coastal Areas, and ask them to comply with the recommendations contained therein. A Motion was made by Commissioner Bogosian, seconded by Commissioner. and unanimously carried that all items of the bids of September numbers 1 through 19, with the exception of Nos. 4,6, and 14 are approved.That with the approval of all the items, a complete list in the Minute Book at a later t-oa 11 pix1.. The Administrator reported that he had analysis of the underlying soil:. beneath the Court House from the Universal Testing Labratories and that soil and that even more settling of the Court. A Motion was made by Commissioner Macdonald, seconded by Commissioner' ogosian and unanimously carried that Mr. Lloyd Harrison be appointed by this Board to serve on the Indian River County Zoning Board. The County Attorney reported that the New Zoning Resolution was ready to be presented to the Zoning Board and that they would review their next meeting. A Motion was made by Commissioner Macdonald, seconded by Commissioner and unanimously carried that. the County Administrator be requested to request the Trustees of the. Internal Improvement Fund in the State of Florida through the facilities of their professionalH staff and through the facilities of any and all State Authorities interested in such, to make, a specific, study of the bulkhead line within the limits of Indian River County that have herefore been established by the respective municipalities and this Board or approved by the Trustees of the Internal Improvement Fund, and to make recommendations pertaining to it. bD(1X 11 PAGE382 Commissioner. Macdonald reported on regarding the erosion control of the beaches.He reportedthat he was greatly impressed by the interest now being shown in the matter and that there was a continual investigation`beingmade. Stanley Ozgovicz appeared before he Board regarding the streets -in Rosedale Garden Subdivision, Commerce' Avenue -between 12th Street . #1 and llth Street between. Commerce Avenue and U. S. #1. in: behalf of himself and, other that the area' was. highly commercial 'and that the marl now being used or street material there was not satisfactory and did not hold up. the traffic of the heavy trucks. The Administrator was requested to make an estimate of the cost of paving these streets and to report this cost to the Board at the next Board meeting. Sam Joyce Sheriff, appeared before the Board and discussed the problem of availabe space in the Court House. He requested that he not be deprived of any space presently assigned to him and that he given full consideration whenever space on the second floor of the House Annex becomes available. The Report of Inspection of County Jails and County Prisons from Florida Division of Corrections was-read.and ordered filed in the cm a Motion made by Commissioner': Graves, seconded by commissioner acdonald the applications of William Franklin Nalley and H. G. Reed, for admission to Florida State Tuberculosis Hospitals were unanimously and retroactively approved. a Motion made by Commissioner Graves, seconded by Commissioner Bogosian the applications of Frank.Clavelin and Lawrence A. Webber or renewal of pistol permits were unanimously. approved. A Motion was made. by. Commissioner Graves, seconded by Commissioner Macdonald and unanimously carried that the Clerk and one Deputy be authorized to attend the convention of the. County Finance Officer's ssociation at Miami Beach'on October 10,.i1.and 12. On a Motion made by Commissioner Graves, seconded by Commissioner Bogosian the, State Witness Payrolls for the.
