carried that the minutes of September 11 be approved as corrected.
Homer Fletcher, Tax Assessor, appeared before the Board stating
the. Tax Rolls were ready for the approval of the Board and that
normally the meeting for this purpose wouldhave been on October 7
and questioned if the Board preferred, to hold this special meeting
regular meeting
or would they prefer to take this matter
October 9. A Motion was made by Commissioner Graves, seconded by
Commissioner Macdonald and unanimously carried that a special meeting
not be held for the approval of the 1968 tax rolls but that the
matterwould be taken up at the regular meeting of the Board on
,October 9, 1968.
Thomas H. Trent, Civil Defense Director., appeared before the Board
reporting that he had received the new radio and was well pleased with
He also reported that he had sold junk equipment for $50.00 as
authorized by Civil Defense Headquarters/inJacksonville and asked
what he should do with the money.He was informed that he should
pay it over to the Clerk for deposit in the General Fund and that the
Clerk should earmark that amount for the purchase of new Civil Defense
equipment only.

requesting said Board to adopt a
resolution renouncing and disclaim-
ing any right of the county and
the public in and to all land or
interest therein acquired by dedica-
tion for street, alleyway, road or
highway purposes delineated and
shown as Floralton Boulevard upon
the Plat showing property of Col.
Joseph W. Walton in Sections 21,
,22, 27 and 28 in Township 33 South,

unanimously adopted:
WHEREAS, the Zoning Commission of Indian River County, Florida,
did after public hearing make its final report recommending changes and addi-
tions to the Zoning Resolution of Indian River County, Florida; and,
WHEREAS, this Board slid publish its notice of said recommended
changes and additions and did, pursuant thereto, hold a public hearing in
relation thereto at which parties in interest and citizens were heard; Now,
therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that the Zoning Resolution of Indian River County,
Florida, and the accompanying Zoning Map, be changed as follows:
1. That the Zoning Map be changed in order that the following des-
cribed property, situated in Indian River County, Florida, to -wit:
Parts of Government Lots 5 and 6, Section 21, Government
Lots 1 and 2, Section 27, and Government Lots 1 and 2,
Section 28, Township 33 South, Range 40 East, as shown
on the Preliminary Subdivision Plan of: "The Moorings"
dated July 24, 1968, and signed by James L. Beindorf,
Civil Engineer, and Jack G. Jennings, County Administra-
tor,
be changed from R-1 A, Country, Home District, to R-3,. Transient District
and C-1 A, Restricted Commercial District,
2. That the Zoning Map be changed in ; order that the following des-
cribed property, situated in .Indian River County, Florida, to -wit:

RESOLUTION NO. 68- 56
The Board of County Commissioners of Indian. River County,
Florida,: resolves:
1. That on September 11, '' 1968, The Moorings Development
Company filed a petition with this Board requesting this Board to renounce and
disclaim any right of the county and the public in and to all land or interest
therein acquired by dedication for street, alleyway, road or highway purposes
delineated and shown as Floralton Boulevard upon the Platshowingproperty of

Range 40 East, Indian River County, Florida, recorded in Plat Book 3, page
30, in a office of the Clerk of the Circuit Court of said County, none of
which now constitutes or was acquired for a state or federal highway and none
of which is located within the limits of any incorporated municipality.
2. That at said time this Board did adopt a resolution declaring
at a public hearing would be held to consider the advisability of granting the
request made in said petition and of exercising the authority granted by Section
336. 09, Florida Statutes, and that such public hearing would be held in the
County Commissioners' Room,, Indian River County Courthouse, Vero Beach,
Florida, at 9:00 o;clock A.M. on September 26,. 1968.
3 e That this Board did publish notice thereof one time on September
12,. 1968, in the Vero Beach Press Journal, a newspaper of general circulation
in said county, said publication being at least two weeks prior to the date
stated therein for such public hearing, as will more fully appear by proof of
publication thereof filed in the minutes of this meeting.
4. That said street, alleyway, road or highway as shown and
delineated on the above plat designated Floralton Boulevardis not located
within the limits of any incorporated municipality, was not acquired for nor
now or heretofore used for a state or federal. highway.
5. ' That at the time and place stated, this Board did hold the adver-
tised public hearing and all persons interested were heard.
6. The Board of County Commissioners of Indian River County,

time within thirty (30) days following its adoption in one issue of a newspaper

of publication of the notice of the adoption of this resolution shall be recorded
in the deed records of Indian River County, Florida.

that the Administrator is requested to contact the State Road Department
and show them Section ##19 of the December, 1967 Investigation Report
f the. Upper St. John's River and Intervening Coastal Areas, and ask
them to comply with the recommendations contained therein.
A Motion was made by Commissioner Bogosian, seconded by Commissioner.

by this Board to serve on the Indian River County Zoning Board.
The County Attorney reported that the New Zoning Resolution was
ready to be presented to the Zoning Board and that they would review
their next meeting.
A Motion was made by Commissioner Macdonald,
seconded by Commissioner
and unanimously carried that. the County Administrator be
requested to request the Trustees of the. Internal Improvement Fund
in the State of Florida through the facilities of their professionalH
staff and through the facilities of any and all State Authorities
interested in such, to make, a specific, study of the bulkhead line
within the limits of Indian River County that have herefore been
established by the respective municipalities and this Board or approved
by the Trustees of the Internal Improvement Fund, and to make
recommendations pertaining to it.

Florida Division of Corrections was-read.and ordered filed

prepare a resolution to,the Florida 'Outdoor. Recreational Council
appertaining'. to the transfer to the State of Round Island Park and
