The Chairman called the.meeting to order and asked if there were
any corrections or additions to the minutes of July 25, there were
none and upon a Mption made by Commissioner
Commissioner Bogosian the minutes of July25
as written. Corrections having been made on
Graves, seconded'by
were unanimously approved

26 a Motion was made by Commissioner Bogosian, seconded by Commissioner
Graves and unanimously carried that the minutes of September 26 were
approved as corrected.

The Board recognized Mr. Frank Wallace and other members of the
Rockridge Property Owners! Association who commented and elaborated
on the condition of the streets and drainage ditches in Rockridge.
County Administrator advised the members of this association that
they should present a list of these:complaints .tohim and he would
conSider them in the order in whiqh they should be done.

On a Motion made by Commissioner•; Macdonald, seconded by
mmissioner McCullers, the foliowing Resolution was unanimously
adopted:
WHEREAS, the County Assessor of Taxes did, after the assessment
rolls of Indian River County had been reviewed and equalized, and after the
amountto be raised for the County and Special Tax School Districts and other
special tax purposes had been determined and certified to him, carry out the
total amount of county taxes and the total amount of school district or other
special taxes, setting opposite to the aggregate sum set down as the valuation
of real and personal estate, the respective sums assessed as taxes thereon in
;dollars and cents and said assessor did add up the column of assessment and
taxes contained in theassessment rolls and make recapitulatory tables in the
form prescribed by the Comptroller; and,
WHEREAS, the said County Assessor of. Taxes did make out two fair
copies of the assessment roll so completed and did annex to the original and
each copy his affidavit in accordance with Section 193.34, Florida Statutes,
stating that the assessment roll of Indian River County, Florida, for the year
1968 contains a true statement and description of all persons and property in
Indian, River County, Florida, subject to taxation or liable to be assessed
therein and the value thereof so far as they are made known by him are just
and correct so far as he has been able to ascertain and,
WHEREAS, the County Assessor of Taxes has turned over the original
and copies of the said tax assessment rolls to this board at this meeting
where the members of this board did examine and compare the .original and
the two copies and after such examination have found no mistakes or in
accur .cies in description or of other character; Now therefore,
The Board of County Commissioners of Indian River County, Florida,
resolves:
That this board does find and determine that the original and copies of
the tai assessment rolls of Indian River County, Florida, for the year 1968
are correct, which shall be further evidenced by, a certificate which shall be
executed by at least three members of this board and the County Assessor of
Taxes is directed to issue and annex to one of said books the warrants as

land from the Trustees of the Internal Improvement Fund pay-
ing them $1,800.00 for it. -On Feb. .13, 1967'. I paid R. D.
Carter Engineering Firm 0400.00 account application, and
on Sept 26, 1967, I paid R. D.' 'Carter Engineering' Firm
X325.00 for work on said application..
This makes a total of $6,292.20: which I have paid out
or these submerged lands.
The County Commissioners wrote me a letter giving me
their permission to dredge and fill the second piece, but
wrote me and canceled their permission when the conserva-
tionists appeared before them, at one of their meetings. I:
was given no notice whatever of their meeting where they
took this action against'my.property. Afterwards you made
it plain that you would-neverive` unnsgh
t dredging and filling my bottom lands, althou, I had
to
written permission from both you and the:'Trustees of
the Internal Improvement Fund to:do.so.
I think the bottom lands which I have bought are
worth considerably more than I paid for them, but I am
eighty years old and ansuffering from a stroke I had
over three and a half years ago and feeh,that I don't
want to engage in a controversy with: the gounty;'so, I
hereby request you to pay me back the money which`1 paid
out on these bottom lands.

1. That it does herewith offer to convey to the Florida Outdoor
Recreational Development Council or other state agency holding title for it
all of the following described land owned by Indian River County, Florida, and
located therein, to -wit:
Lots 14, 15 and 16 of Kansas City Colony, according to
the plat thereof filed in the office of the Clerk of the Cir-
cuit Court of St. Lucie County, Florida, in Plat Book 4,
page 23; said land now lying and being in Indian River
County, Florida.
ALSO an unsurveyed sovereignty "mangrove island known
locally as Round Island, lying in the unsurveyed part of
fractional Section 33, Township 33 South, Range 40 East,
Indian River County, Florida, and in the =surveyed part
of the Northeast quarter of fractional. Section 4, Township
34 South, Range 40 East, St. Lucie County, Florida, more
particularly described in Dedication No. 23927, filed in
Official Record Book 210, page 425, public records of
