HomeMy WebLinkAbout2010-145 WORK ORDER NUMBER 9 SECTOR 3 BEACH AND DUNE RESTORA'T'ION PROJECT NEARSHORE SEA TURTLE MONITORING This Work Order Number 9 is entered into as of this 8th day of June , 2010 pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of December 13 , 2005 ("Agreement") , by and between Indian River County, a political subdivision of the State of Florida ("COUNTY") and Coastal Technolor;y Corporation ("CONSULTANT ") . The COUNTY has selected the Consultant to perform the professional services set forth on Exhibit 1 , attached to this Worlc Order and made part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit 2, attached to this Work Order and made a part hereof by this reference . The Consultant will perform the professional services within the timeframe more particularly set forth in Exhibit 2 , attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Polackwich, Sr. , County Attorney S EXHIBIT 1 _Indian River County Sector 3 Nearshore Sea Turtle Monitoring Scope of Work Work Order 9 Sector 3 Beach and Dune Restoration Project Nearshore Sea 'Turtle Monitoring Introduction : The Joint Coastal Permit for the Indian River County Sector 3 beach and dune restoration project (JCP Permit # 0285993 - 001 -JC) contains a requirement (Special Condition 32) for assessing sea turtle population levels in the nearshore area within and adjacent to the project area. This assessment is to be conducted quarterly beginning just after project construction. The data are to be used to determine potential effects of project construction on sea turtle abundance in the nearshore environment. The surveys will be conducted in accordance with the requirements of Special Condition 32 of the issued permit, and will employ the same methodology and transect locations used in the 2007 baseline study of nearshore sea turtle abundance conducted by Inwater Research Group (1RG) for COASTAL TECH and the COUNTY. The methodology will include concurrent sampling of the project area and an appropriate control area to allow potential project effects on nearshore sea turtle abundance to be separated from natural background variability. Methodology : Two study sites (Treatment and Control) established in the 2007 baseline surveys in the nearshore zone offshore of Indian River County will be surveyed. Each study site consists of three shore parallel transects, each three kilometers in length. In order to assess differences in cross- shore distribution of sea turtles within a study site , the three transects are located at three different distances from the beach, 300, 600, and 1200 feet offshore . GPS waypoints mark the starting and ending points of each transect. The Treatment Site is located in the Sector 3 project area, between FDEP reference monuments R-34 and R-44 . The Control Site is located offshore of the Town of Indian River Shores in central Indian River County, beginning approximately 11 . 7 miles south of Sebastian Inlet, between FDEP reference monuments R-62 and R- 72 . This monitoring effort employs vessel-based observers to generate abundance estimates at various locations offshore of Indian River County . Aerial surveys have often been used to obtain information on the abundance and distribution of turtles over relatively large areas and are appropriate for documenting seasonal variations in population levels (Henwood and Epperly in Eckert et al . , 1999) (Epperly et al. , 1995 ) . On the relatively limited geographic scale of Indian River County, it is felt that an analogous vessel based approach is more appropriate . This monitoring effort employs observers who count surfacing turtles from a small boat. An index of abundance , sightings per vessel/km, is calculated for each species , which allows for direct comparisons between seasons and areas . The monitoring is conducted from a small boat equipped with a spotting tower capable of supporting two observers at an eye level of approximately 12 feet above the water. The GPS waypoints at the north and south ends of each transect line establish a base course that the helmsman follows . A constant vessel speed of 5 to 6 knots is maintained during all transects , verified by GPS track log . With one observer looking to port and one observer looking to starboard, the vessel proceeds along the transect line . The position of the turtle relative to the transect line (Inshore, offshore, or on the transect line) is also recorded. Turtles observed both on and below the surface are counted and tabulated separately. Task 1 — Field Surveys : Surveys will be conducted along a series of 3 -kilometer long transects previously established for the 2007 Sector 3 baseline survey . IRG will provide all equipment, personnel , and supplies needed to conduct the surveys . Ordinarily, four IRG personnel will be required for the project (two observers, a data recorder, and a boat operator) . IRG will only conduct surveys when weather conditions are acceptable for survey accuracy and safety . IRG will not bill for weather days, when equipment and personnel are mobilized, but surveys cannot be completed . Field effort for each quarterly census will include a complete survey of both the Treatment and the Control sites (three transects at each site) . To eliminate the effect of day-to- day variability in turtle sighting conditions on the data set, surveys of the Treatment and Control sites will be conducted in the same day . If deteriorating weather conditions do not allow for a complete survey of both sites to be conducted in the same day, the entire survey effort will be repeated on the next acceptable date . Task 2 — Data Analysis : Data will be tabulated and. transmitted to COASTAL TECH at the conclusion of each survey effort. At the conclusion of each year (four quarters) of surveying, data will be analyzed and marine turtle abundance will be compared between the preconstruction baseline and the current years data for each individual transect and for the sites as a whole (all j transects combined) for both the Treatment and Control sites . Data for green and loggerhead turtles will be analyzed and presented separately . Task 3 — Report Preparation : At the conclusion of each survey effort (four quarterly surveys) IRG will prepare and deliver a summary report completely describing the methods, results and conclusions of the survey project, in a format acceptable to COASTAL TECH and the COUNTY. IRG will also provide periodic progress reports as requested by COASTAL TECH . Up to ten ( 10) hard copies of the report, each including a digital copy on CD , will be provided . Schedule ; IRG will be ready to conduct surveys, weather permitting, within 14 days following notice to proceed. It is assumed that the first survey will be conducted in the summer quarter (June-August) 2010 . Following the initial survey, surveys will then be conducted in : Fall Quarter 2010 (September-November) Winter Quarter 2010 -2011 (December-February) Spring Quarter 2011 (March-May) COASTAL TECH will invoice the COUNTY at the conclusion of each quarterly survey in accordance with the estimate of professional fees included in this scope . Data compilation and analysis and report preparation will be invoiced upon submittal of the summary report .
