The Board of County CoMmissioners of Indian River County, Florida
met in Special Session on Wednesday, January 15 at 9:00 o'clock A. M.
Present were Jack U. Dritenbas, Chairman; Richard-Pv. Bogosian, Vice -
Chairman; D. B. McCullers, Jr.; Alma Lee Loy and Edward J. Massey.
Also present were Jack G. Jennings, County Administrator; Sherman N.
Smith, Jr., County Attorney and Alfred H. Webber and Janet N. Burriss,
Deputy Clerks.
The Chairman called the meeting to order and stated that the
purpose of the meeting was to discuss the dog situation and to
try to determine the measures that could be taken to more effeOtively en-
€orok-e the dog Resolution.
Doctor Lindsey, veterinarian appeared representing himself and
Doctors Scully and Johnson, stated that the licenses should be issued
by the veterinarians at the time of inoculation,that inoculation licenses
should be valid for a period of 12 months, and that a dog warden should
be employed.
Mrs. McGarry of the Vero Beach Humane Society, acting in behalf
of Mrs. Peggy Kuster who is ill, reported on the statistics of the
society and stated that the capacity of dog warden was making the
society unpopular with the citizens.
Also present were Charles S. Zimmer, Mayor of Sebastian; Colonel'.
'Winn; George Kinner of Felismere; Wendell Ford; Fred Prestin, Councilman
of the City of Vero Beach; and Mrs. Friburg who spoke in turn. Chief
Gossett and Sam Joyce, and each of the Members of the Board of County
Commissioners were asked for their opinions and any suggestions they
might have. After considerable discussion, it was decided that a
committee should be appointed at the next meeting and the County Attorney
suggested that the Sheriff appoint two deputies for the purpose of
enforcing the dog warden duties.

On a Motion made by'Commissioner MasseyJseconded by Commissioner
McCuliers, the recommendation of the Administrator that the bid of
Nunn Pressure Grouting Company of January 8 be accepted as recommended
by the Representative of Universal Engineering Testing Company was
unanimously approved as the lowest responsible biddet for the
reinforcement of the Courthouse foundation.
The Administrator reported that he had been unable to evaluate the
five bids for tractors at this time, that he would have the information
ready for the _next meeting.
On a Motion made by Commissioner McCullers, seconded by Commissioner
Bogosian, it was unanimously carried that a public hearing be advertised
for the following zoning change:
the South 670feet of Tract 12, Section 2, Township 33 South,
Range 38 East, less the West 40 feet for a county road, Public
Records of -Indian River County, Florida, according to the last
general plat of the Indian River Farms Company filed in the office
of the Clerk of the Circuit Court of St. Lucie County, said lands
now lying and being in Indian River County Florida,
from Rl Single Family District to Cl Commercial.
Thomas H. Trent, Civil Defense Director appeared in regard to
appointment of County Officers. A Motion was made by Commissioner
McCullers, seconded by Commissioner Bogosian and unanimously carried that
no action be taken on these appointments until the next meeting.
On a Motion made by Commissioner McCullers, seconded by Commissioner
Loy the applications of'Leora Howard Johnson and Herman A. Gilkey for
admission to a Florida State Tuberculosis Hospital were unanimously approved.
The Sheriff filed with the Board a statement of his appointment of
Carl E. Pease as Deputy Sheriff, whose voting precinct is No. 4, and
the said Deputy Sheriff filed his bond with the Clerk of the Circuit
Court, which was presented to the Board. On a Motion made by Commissioner
Massey, seconded by Commissioner McCullers and unanimously carried the
bond of said Deputy Sheriff was approved and ordered filed with the
Clerk of the Circuit Court.
The Clerk reported that all fee offices of the County had filed
with his office prior to January 15, 1969 the annual income and
expense report as required by law.

On a Motion made by Commissioner Massey, seconded by Commissioner
McCullers and unanimously carried the statement of values furnished by
Ed Schlitt Agency with respect to the insurance carried by that agency
on behalf of the County is approved and that the Chairman is directed
to sign it.
There being no further business, on Motion made, seconded and
carried the Boad adjourned at 12:00 o'clock Noon.
