HomeMy WebLinkAbout2/5/1969WEDNESDAY, FEBRUARY 5, 1969 The Board of County Commissioners of Indian River County,Florida met in regular session at the Courthouse, Vero Beach,Florida on Wednesday, February 5, 1969 at 8:30 o'clock A. M. Present were Jack U. Dritenbas, Chairman; Richard P. Bogosian, Vice Chairman; D. B McCullers, Jr.; Alma Lee Loy and Edward J. Massey. Also present were Jack G. Jennings, County Administrator; Sherman N. Smith, Jr., County Attorney; Alfred H. Webber and Janet N. Burriss, Deputy Clerks',, The Chairman called the meeting to order and asked if there were any corrections or additions to the Minutes of January 22 and January 27. There were none and upon a Motion made by Commissioner McCullers, seconded by Commissioner Loy and unanimously carried, the Minutes of January 22 and January 27th were approved as written. On a Motion made by Commissioner Massey, seconded by Commissioner. Bogosian, the request of the City of Sebastian for the use of County;, Equipment in preparing the grounds of the Little League Ball Diamond,, owned b' the Indian River County School Board, in Sebastian was unanimously approved. On a Motion made by Commissioner McCullers, seconded by Commissioner Massey, the request of James McDowell, Athletic Director of the Vero Beach High School, that approximately three loads of marl be furnished for the physical education playing area, owned by the Indian River County School Board, was unanimously approved. James S. Lowery of Riverside Estates Subdivision appeared before( the Board and offered the donation of a small parcel of land in, the Estates for the purpose of making a public boatramp. A Motion was made by Commissioner Massey, seconded by Commissioner McCullers and unanimously carried that the County accept this parcel of land and that the County Attorney is requested to prepare the proper papers for the transaction. Hu 1.2 pAGE11I FEB51969 The County Administrator reported that' the request of the County to build a walk way from the Courthouse to the Annex has been approved by the City provided that the walk way be constructed by the County at no expense to the City. The County Administrator reported that the State Road Department would ndtbe able to put the wearing surface on 43rd Street until the middle of March or the first of April, and that he felt that due to traffic conditions, the road would need to be resealed again., On a Motion made by Commissioner Bogosian, seconded by Commissioner McCullers the Administrator was requested to try to rearrange the meeting with the Legislative Delegation scheduled for February 24, to a time after February 27 and prior to March 10, in order that the Board of County Commissioners, the County Attorney and the County Administrator might be able to attend the Annual Mid Year Conference of the State Association of County Commissioners to be held in Jacksonville on February 23, 24 and 25. The Motion was unanimously carried. The hour of 9:00 o'clock A. Mr. Cruze and Mr. Twitchell of the United States Agricultural Stabilization and Conservation Office appeared in regard'to office space in the Courthouse, and the need for their office in the County. After considerable discussion it was decided that further inquiries and research would be made before the next meeting and that a 41 decision would be made at that time. James S. Lowery arose with the question that he felt it was iInjust that the Wabasso area is taxed for the Sebastian Inlet Districtr�and WA12 PAD FEB 51 9, other areas in the County are not. The County Attorney advised Mr. Lowery that this Board has no control over the situation, and advised Mr. Lowery to appeal to the Legislative Delegation who established the District and established its boundaries. The question arose as to whcmthe residents of Ocean Air Heights Subdivision would call in case of fire. It was suggested that they call the Vero Beach Fire Department who would relay_ the message to the proper authorities. Leslie Crain, United States Geological Survey, appeared reporting on the progress of the water resources study. Mr. Crain reported that up until this time a good part of his time had been spent on well inventory, that over a period of three years there would be various and many types of tests after which there would be a detailed report on the survey. Donald Macdonald and G. B. Britton appeared, and Mr. Crain answered the questions asked of him. On a Motion made by Commissioner McCullers, seconded by Commissioner Loy, the recommendation of the Administrator that the low bid of Schlitt Brothers) for the painting of the Ambulance Building at a cost of $1,200.00 was unanimously accepted A Motion was made by Commissioner McCullers, seconded by Commissioner Loy and unanimously carried that Gladys Vigliano be reappointed as County Welfare Caseworker, that Forrest McCullars be reappointed as County Agricultural Agent and that George Stokes be reappointed as County Service 0 fficer. On a Motion made by Commissioner Massey, seconded by Commissioner McCullers and unanimously carried, applications would be taken for Civil Defense Director until March 5; and that action will be taken on March 19, 1969. A Road Resolution and proposed typical section received from the State Road Department were referred to the Administrator. The County Attorney advised the Board that the Director of the Trustees of the Internal Improvement Fund apparently had not received this County's last Resolution on Bulkhead Lines, and stated that he would answer the letter of the Director and reaf m 12ikc i i4y'" FEB 51969 position in the matter. Commissioner Bogosian reported on the findings of the Long Range Planning Council. It was recommended by the Council that the County is in need of a full time planner. The Council also recommended that with the growth on the beach another bridge across the Indian River was going to be needed in the not too distant future. The Council felt that the bridge should be immediately considered., The County Administrator was requested to gather the new information for the bridge for presentation to the State Road Department, and to put it on the primary road list. The Chairman then appointed Commissioner Bogosian as a representative to discuss with the City the possibility of establishing a joint City -County Planning Authority. On a Motion made by Commissioner Loy, seconded by Commissioner Massey the State Witness Payroll for the County Court, November, 1968 Term in the amount of $207.96; the State Witness Payroll for the Circuit Court for the Fall, 1968 Term in the amount of $757.16; and the State Witness Payroll for the County Court, November Term 1968 in the amount of $40.00 were unanimously approved On a Motion made by Commissioner Loy, seconded by Commissioner Bogosian, the out of County travel of Forrest N. McCullars, County Agricultural Agent to Belle Glade on Febuary 6 to attend Administrative Conference and to Fort Pierce on February 13 to attend Chilian Nitrate meeting; and the out of County travel of Gladys Vigliano to Jacksonville on February 23 thru 25 to attend the Meeting of the Florida Association of County Welfare Executives was unanimously approved. A Motion was made by Commissioner Bogosian, seconded by Commissioner Massey and unanimously carried that Gene E. Morris, County Tax Collector be authorized to purchase four chairs at the best price available, not to exceed $500.00. The Sheriff filed with the Board a statement of his appointment FEB 51969 130g 12 PAGE1 ,5 of William L. Siekman as Deputy Sheriff, whose voting precinct is No. 3 and the said Deputy Sheriff filed his bond With the Clerk of the Circuit Court, which was presented to the Board. On Motion made by Commissioner Loy, seconded by Commissioner Massey and unanimously carried the bond of said Deputy Sheriff was approved and ordered filed with the Clerk of the Circuit Court. The reports of the County Service Officer, the County Welfare Case Worker and the County Agricultural Agent were received and ordered filed in the office of the Clerk. The Board then adjourned at 11:30 o'clock A. M. and immediately, at the call of the Chairman convened as the Indian River County Agricultural Zoning Board as provided for in Section 193.201, Florida Statutes. Present were Jack U. Dritenbas, Chairman; Richard P. Bogosian, Vice Chairman; D. B. McCullers, Jr.; Alma Lee Loy and Edward J. Massey, the voting members; and Homer C. Fletcher, County Tax Assessor and Forrest McCullars, County Agent as ex -officio members. The Tax Assessor presented to the Board returns and applications for certain lands described in each return to be zoned as agricultural land. The Board examined the returns, No. 1 to No. 549 inclusive and found that all of the lands described in those returns were used primarily for agricultural purposes. On Motion made by Commissioner Bogosian, seconded by Commissioner Massey and unanimously carried all the lands in said returns were zoned as agricultural lands under the provisions of Section 193.201, Florida Statutes. On Motion made seconded and carried the Indian River County Agricultural Zoning Board then adjourned to meet. again at the call of the Chairman. • The Board then reconvened as Board of County Commissioners. On a Motion made by Commissioner McCullers, seconded by Commissioner Loy and unanimously carried that the Administrator is requested to write a letter to the City requesting permission to take out the curbing on the South side of 22nd Street, so that angle fi00K 12 PAGEII6 �` parking may be provided, which would result in about fourteen additional parking spaces for the Courthouse. The several bills and accounts against the County, having been audited, were examined and found to be correct were approved and warrants issued in settlement of same as follows: General Fund, Nos. 2117 to 2190 inclusive; Road and Bridge Fund, Nos. 1366 to 1396 inclusive; Fine and Forfeiture Fund, Nos. 175 to 184 inclusive. Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds'being listed in the Supplemental Minute Book as provided by the rules of the Legislative Auditor, reference to such record and list so recorded being made a part of these minutes.
