The Board of County Commissioners of Indian River County,
Florida met in special session at the Courthouse, Vero Beach,
Florida on Wednesday, March 26, 1969 at 8:15 o'clock A. M. Present
were Jack U. Dritenbas, Chairman; Richard P. Bogosian, Vice Chairman;
D. B. McCullers, Jr.; Alma Lee Loy and Edward J. Massey. Also
present were Jack G. Jennings, County Administrator; Sherman N. Smith,
Jr., County Attorney and Janet N. Burriss, Deputy Clerk.
The Chairman called the meeting to order and gave the floor to
Homer C. Fletcher, Tax Assessor,who read a letter from Mapco, Inc.
offering two 1969 sets of aerial photographs of Indian River County
at a cost of $1,963.50. The Tax Assessor stated that the population
explosion and rapid growth of the County made such photographs a
necessity in his office this year and that he felt that with planning
and zoning problems in the County at this time the Commissioners could
well use the other set. After considerable discussion a Motion was
made by Commissioner McCullers, seconded by Commissioner Massey and
unanimously carried that approval be given for advertisement for bids
for two sets of aerial photographs of Indian River County, and that
the date of bid opening be set for April 23, 1969.
Venda Burgess and several other residents of the Gifford area
appeared before the Board with complaints of the water distribution
and charges of the Urban Development Utilities, Inc. On a Motion
made by Commissioner Bogosian, seconded by Commissioner McCullers,
it was unanimously carried that the County Attorney is directed to
write a letter to and confer with Urban Development Utilities, Inc.
that they must comply with the terms of the old franchise until,such
a time as the new system is installed; at which such time the rates
of the new franchise is to apply, and that any disregard of the rates
of these franchises could result in the revocation of the franchise.
It was further moved by Commissioner Bogosian, seconded by Commissioner
McCullers and unanimously carried that any former bills rendered by
Urban Development Utilities which do not conform withAe to of

the proper franchise, appertaining to the individual case, must be
re -rendered according to said franchise, and upon the payment of
said bills, water utilization shall be continued; and in the event
of overpayment having been made of said bills, the overpayment shall
be refunded to that consumer.
A call.had been received from Tom White regarding a culvert
which had been broken through in the Gifford area. The Administrator
reported that this culvert was private property and the County has
no responsibility in the matter. On a Motion made by Commissioner
Bogosian, seconded by Commissioner Loy, it was unanimously carried
that the Administrator be authorized to write a letter to the Drainage
District and send copies of that letter to the people concerned,
asking them to look into the matter from a drainage viewpoint and to
make the necessary adjustments.
There being no further business, on Motion made, seconded and
carried the Board then adjourned at 9:40 o'clock A. M.
