The Board of County Commissioners of Indian River County, Florida,
met in regular session at the Courthouse, Vero Beach, Florida, on
Wednesday, April 23, 1969, at 8:30 o'clock A.M. Present were Jack
U. Dritenbas, Chairman; Richard P. Bogosian, Vice Chairman, D. B.
McCullers, Jr., Alma Lee Loy and Edward J. Massey. Also present
were Jack G. Jennings, County Administrator; Sherman N. Smith, Jr.,
County Attorney; and Alfred H. Webber and Janet N. Burriss, Deputy
Clerks.
The Chairman called the meeting to order and asked if there
were any corrections or additions to the Minutes of April 9. There
were none and upon a Motion made by Commissioner McCullers, seconded
by Commissioner Massey, the minutes of April 9 were unanimously
approved as written.
L. B. Vocelle, Attorney representing 0. B. Collins and Kathleen
Collins, appeared before the Board requesting the abandonment of
Pine Avenue. On a Motion made by Commissioner McCullers, seconded
by Commissioner Bogosian, it was unanimously carried that advertisement
for public hearing for the abandonment of that part of Pine Avenue
from U. S. #1 to Quay Dock Road in Jennings Addition to Quay Subdivision,
be authorized.
L. B. Vocelle appeared also on behalf of the City of Fellsmere,
requesting that the County participate with the City of Fellsmere
in the paving of Willow Street. A Motion was made by Commissioner
Bogosian, seconded by Commissioner Massey and unanimously carried
that the Administrator be authorized to give an estimate of the total
construction cost of the paving of a small portion of New York
Avenue and Willow Street and report this estimate at a later meeting.
The hour of 9:00 o'clock having passed, the Chairman read

On the recommendation of the Clerk, a Motion was made by
Commissioner McCullers, seconded i tRlioner Loy, and_„

unanimously carried that the above bids be accepted.
On a Motion made by Commissioner Massey, seconded by Commissioner
Loy it was unanimously carried that authorization be given for ad-
vertisement for public hearing regarding abandonment of the MP 216+20
crossing of the Florida East Coast Railway.
On a Motion made by Commissioner McCullers, seconded by Commissioner
Loy, the request of Rockridge Property Owner's Association for
establishment of a special taxing district to provide an all night
street lighting system was unanimously deferred pending possible
new legislation.
On a Motion made by Commissioner Massey, seconded by Commissioner
McCullers, at the request of Ralph Stogner, authorization was
unanimously given for advertisement for public hearing for the
abandonment of a street in Dixie Heights Subdivision.
No Action was taken on the request of a payment of $100.00 for
procurement of right-of-way on 43rd Avenue.

The Chairman then called for receipt of bids in accordance with
the Notice, and the following sealed bid was received, opened

A Motion was made by Commissioner Bogosian, seconded by Commissioner
Massey and unanimously carried that the bid of Mapco, Incorporated
in the amount of $3,009.00 for aerial maps be accepted.
A Motion was made by Commissioner Massey, seconded by Commissioner
Loy and unanimously carried, that funds collected, at the rate of
$1.00 per sheet, by the Tax Assessor for the sale of Milar
reproductions of sectional plats to the public, be carried in his
general fund and, excepting charges to cover the actual cost of
reproduction, be returned to the County as a part of the excess
fees of his office.
The Administrator returned with his evaluation of the bids
for the heat pump and recommended that the low bid of $980.00 by
Vero Cooling and Heating be accepted. On a Motion made by Commissioner
McCullers, seconded by Commissioner Massey, the low bid for the heat
pump of Vero Cooling and Keating, in the amount of $980.00 was
unanimously accepted.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Massey, members of the Zoning Board, the Board of
Adjustments, the County Commissioners and two employees of the
Road and Bridge Department were unanimously authorized to attend
the Tenth Annual Conference on Planning and Zoning to be held
in Tampa from April 30 through May 3, 1969.
On a Motion made by Commissioner Massey, seconded by Commissioner
Loy., it was unanimously carried that the request of Micco Volunteer Fire
Department, Inc., for radio contact with Indian River Memorial Hospital
be given to the Administrator for further consideration.

A Motion was made by Commissioner McCullers, seconded by Commissioner

Massey and unanimously carried that t and of County Commissioners
waive the specifications for street construction
as it pertains to the requirement for Miami type curbs, for the
paving of the existing subdivision street, known as 13th Street,
in Valencia Park Subdivision, for the reason that this is an old
subdivision, recorded many years ago, with marl base and swale
type drainage.
The Administrator reported that he had received the resignation
of Harold Traxler, a part-time janitor, and that Thomas Thompson,
Custodian, who is also resigning, would like to be hired in the
place of Mr. Traxler, on a part-time basis.
The Administrator reported that Warren Zeuch, Rivers Anderson
and John Bradley have completed their terms with the Board of
Adjustments. The Commissioners decided that some form of recognition
should be given these men.
The Board then adjourned at 11:20 o'clock A. M. and immediately,
at the call of the Chairman convened as the Indian River County
Agricultural Zoning Board as provided for in Section 193.201, Florida
Statutes. Present were Jack U. Dritenbas, Chairman; Richard P.
Bogosian, Vice Chairman; D. B. McCullers, Jr.; Alma Lee Loy and
Edward J. Massey, the voting members; and Homer C. Fletcher, County
Tax Assessor and Forrest McCullars, County Agricultural Agent as
ex -officio members. The Tax Assessor presented to the Board returns
and applications for certain lands described in each return to be
zoned as agricultural land. The Board examined the returns, No. 881
to No. 2029 inclusive and found that all of the lands described in
those returns were used primarily for agricultural purposes. On a
Motion made by Commissioner Loy, seconded by Commissioner Bogosian,
and unanimously carried, all the lands in said returns were zoned
as agricultural lands under the provisions of Section 193.201,
Florida Statutes.
On Motion made seconded and carried, the Indian River County
Agricultural Zoning Board then adjourned to meet again at the call
of the Chairman.

The Board then reconvened as Board of County Commissioners.
A Motion was made by Commissioner Bogosian, seconded by Commissioner
Loy and unanimously carried that the Administrator temporarily mend
the boat ramp at Sebastian Inlet Park, and that he further make
inquiries from State Officials regarding the building of additional
boat ramps by the State.
The Board then adjourned at 12:00 o'clock Noon and reconvened
at 1:30 o'clock P. M.
The Administrator was requested to check out a drainage problem
reported by Ethel Moye.
On a Motion made by Commissioner Bogosian, seconded by
Commissioner Massey, the following Resolution was unanimously adopted:

RESOLUTION NO. 69-16
The Board of County Commissioners of Indian River County,
Florida, resolves:
1. More than two (2) years ago, the funeral directors operating
in Indian River County, Florida, made a public announcement that they would
no longer furnish emergency ambulance service for this area and for a time
it appeared that this necessary public service would either not be available or
available only as a part of the functions of the political subdivisions of the
area. Investigation by this Board determined that the establishment of emer-
gency ambulance service for Indian River County would require the expendi-
ture of substantial capital funds and the employment of a large staff, all of
which would result in substantial expenditure of public funds in excess of
those presently anticipated.
2. The Vero Beach Ambulance Squad was organized by a group
of public spirited volunteers who undertook the responsibility of providing
emergency ambulance service throughout the area of Indian River County and
they have for over two (2) years rendered this great public service and
relieved the political subdivisions of this area of the awesome task and great
financial obligation. Through these years, the Ambulance Squad has con-
tinued to function through its volunteers and has rendered a service exceeding
in excellence even the fondest hope and greatest dream for such service.
3. This Board, on behalf of the citizens of Indian River County,
whom it represents, extends grateful appreciation and acknowledgment of the
fine public service to the Vero Beach Ambulance Squad and calls upon the
citizens of the county to honor these volunteers on May 3, 1969, which is
hereby designated Vero Beach Ambulance Squad Appreciation Day.

The Chairman reported that after reviewing southbound roads
off of State Route #60, with W. W. Duncan, supervisor of outdoor
signs for traffic routing, it was found that none of the roads
were suitable for the turning of heavy trucks. The Administrator
reported that he had taken this matter up with Mr. Remus of the
State Road Department and that John Wilson, of the State Road
Department would come to Vero Beach next Tuesday at 10;00 o'clock
and would make his recommendations about'. redesigning these
intersections.
A Motion was made by Commissioner McCullers, seconded by
Commissioner Bogosian and unanimously carried that the County
Administrator and the County Attorney start immediately to pursue
the acquisition of the parking lot property by condemnation, or
otherwise.
Commissioner Loy then reported on three recommendations as
offered by the Indian River County Dog Committee.
1. That licenses may be issued by Vetinarians .
2. That licensing period be extended to May 31.
3. That a Dog -Warden be employed.
On a Motion made by Commissioner Loy, seconded by Commissioner Massey,
the following Resolution was unanimously adopted:

RESOLUTION NO. 69-17
The Board of County Commissioners of Indian River County,
Florida, resolves:
1. Resolution No. 68-5 relating to Indian River County animals is
herewith amended in the following respects, to -wit:
(a) Whenever the date April 30 appears in said Resolution,
that date is changed to May 31.
(b) Adding a new section following Section 5 to become
Section 6 and renumber all of the subsequent sections, which said
additional section shall be as follows:
"6. The Sheriff of Indian River County, Florida,
is hereby appointed and designated as impounding officer
of Indian River County, Florida, in addition to the im-
pounding officers hereinafter named. The Sheriff and his
deputies are hereby authorized to receive, catch, pick up
and impound any animal running or roaming at large or
believed to be a stray and any dog not vaccinated, certified
or tagged in accordance with law and this Resolution, and
to receive, catch, pick up and impound any animal believed
to have rabies or other infectious or contagious disease
and to deliver any such animal to the Humane Society of
Vero Beach, Inc."
2. This Resolution shall take effect on April 23, 1969.

Commissioner McCullers then left the meeting.
On a Motion made by Commissioner Loy, seconded by Commissioner
Massey, the application of Charlie Green for admission to a State
Tuberculosis Hospital was unanimously approved.
A Motion was made by Commissioner Loy, seconded by Commissioner
Massey and the out of County travel of Forrest McCullars, County
Agricultural Agent, to attend the Annual Beef Cattle Short Course
at the University of Florida on May 1 through May 3, 1969, was
unanimously approved.
On a Motion made by Commissioner Massey, seconded by Commissioner
Loy, the State Witness Payroll for the Spring Term in the Circuit
Court in the amount of $862.28; the State Witness Payroll for the
County Court in the amount of.$103.60; and the State Witness Payroll
for the County Court in the amount of $175.72 were unanimously
approved.
The Clerk reported that the old photostat in the Clerk's Office
has no trade-in value and requested authorization to sell the
machine. On a Motion made by Commissioner Massey, seconded by
Commissioner Bogosian and unanimously carried, the Clerk was
authorized to advertise for bids for the sale of the photostat
machine.
The Administrator reported that the East Central Planning Council
has appointed him as a member of a Project Review Committee and that
some of the projects appertain to Indian River County.
On a Motion made by Commissioner Massey, seconded by Commissioner
Loy it was unanimously carried that the Insurance Carrier is
authorized to raise the property values of the County by a 15%
increase, the premium of which would be an approximate $250.00
increase.
The several bills and accounts against the County having been
audited, were examined and found to be correct were approved and
warrants issued in settlement of same as follows: General Fund,
Nos. 2.454 to 2490 inclusive; Road and Bridge Fund, Nos. 1511 to
1535 inclusive; Fine and Forfeiture Fund, Nos. 216 to 20 inclusive.

Such bills and accounts being on file in the office of the
Clerk of the Circuit Court, the warrants so issued from the
respective funds being listed in the Supplemental Minute Book
as provided by the rules of the Legislative Auditor, reference
to such record and list so recorded being made a part of these
minutes.
There being no further business, on Motion made, seconded
and carried the Board then adjourned at 3:10 o'clock P. M.
