At their meeting of February 7, 2012, the Board of County Commissioners of Indian
River County discussed the impacts of the amendments contained within the 2010
Florida Building Code. Most importantly, the Board was concerned about potential
financial impacts to residents concerning the increased wind speed protection
requirements creation and adoption of the accessibility code and replacement of the
Honda Energy Code with the Florida New Energy Conservation Code.
While my fellow commissioners are generally pleased with the results achieved from
the 2001 unified code, they are troubled by the lack of information available concerning

the 2010 Code changes. The Board learned that the current Code revisions are
available only on-line The important amendments contain no estimate of potential
financial impact the changes may have on those who may be affected by the code
amendments. As you know, all counties, including Indian River County, are required to
adopt and enforce the latest version of the Florida Budding Code. To that end, the
Board of County Commissioners will hold a public hearing on March 6, 2012 to take
testimony and comment from interested parties concerning adoption of the Florida
Building Code 2010. However, if a concerned citizen inquires as to the financial
impacts caused by the increased wind speed protection will have on the cost of a single
family home, neither the commission nor staff would be able to provide informed
answers due to the lack of information forthcoming from the Florida Budding
Commission and the legislature. Likewise, homeowners with older heating and air
conditioning units need to be informed as to the possible effects the code changes may
bring when or if their heating or air conditioning unit needs repair or replacement.
if adoption of the updated building code is required of cities and counties by March 15
2012, it would appear that information concerning the changes should be made well in
advance of the adoption date rather than on the eve of adoption.
