The Board. of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, July 9, 1969 at 8:30 o'clock A. M. Present
were Jack U. Dritenbas, Chairman; Richard P. Bogosian, Vice
Chairman; Alma Lee Loy and Edward J. Massey. Absent was D. B.
McCullers, Jr. Also present were Jack G. Jennings, County
Administrator; Sherman N. Smith, Jr., County Attorney and Alfred
H. Webber and Janet N. Turpan, Deputy Clerks.
'The Chairman called the meeting to order and asked if
there were any additions or corrections to the minutes of
June 25. There were none and on a Motion made by Commissioner
Massey, seconded by Commissioner Loy, the minutes of June 25,
1969 were unanimously approved as written.
Pat Corregan appeared before the Board with the request
that the present line of Building Code operation be moved
eastward in the area in which his ranch is located. On a Motion
made by Commissioner Bogosian, seconded by Commissioner Massey,
the following Resolution was unanimously adopted:

Dewey Walker, County Zoning Inspector appeared before the
Board, reporting that progress was slow in removing the zoning
violations..

BOARD MEETS SECOND
MONDAY OF EACH MONTH
AT 1:30 P. M.
This is 'a further request for additional financial assistance for the school
budget made in behalf of the School Board.
Since my last appearance with a similar request, we were able to take steps
to produce a workable budget for next year without additional funds from
the County Commissioners.
•In order to produce a satisfactory budget,.it was necessary to take the follow—
ing steps:
1. Levy .3 of a mill for the School Board's contribution to the
Junior College, This was levied out of millage voted in the
1967 millage election.
2. Take .869 mills used last year from County General millage, and
applied to the*Capital Improvement Budget.
3. Borrowed $211,000 under Section 237.27 Florida Statutes in June
which will be repaid with a levy of approximately .972 mills
from the millage voted in 1967.
4. Transferred $50,000 from the Capital Improvement Section of the
budget to the Operating Section of the budget.
With these steps at the present time our tentative budget shows only $60,724
in Contingencies.
After this budget was prepared and just prior to a workshop session with the
School Board held last night, we received a copy of an Opinion from the Attorney
General that the School Board must pay commissions on all taxes levied and
collected in their behalf.
This will require an estimated additional $149,000 in the Operating Budget. At
this time we have no source from which this amount can be obtained except to
take it from the $750,000 budgeted for a new elementary school scheduled to be
constructed during this school year. At the present time we are informed by
Mr. Browne, who is in charge of pupil assignments, that the classrooms in the
county now have children assigned that bring them up to approximate maximum
capacity, so it is critical for maintaining a quality school system that the
Board construct this school next year.
our request to you is then for further consideration of our request for
additional funds. 'Your favorable consideration will be deeply appreciated
by the Board, by Mr. McClure and me.

On a Motion made by Commissioner Bogosian, seconded by Commissioner
Loy and unanimously carried the Clerk was instructed to write a
letter of intent to the School Board that the Clerk will place
in the County Commissioners Budget a sum of $110,000.00 from
Race Track Monies to the School Board for the purpose of payment
of commissions on taxes levied and collected on their behalf.
Mr. Thompson also requested that some road work be done at
Middle School in the +Gifford area. On a Motion made by Commissioner
Loy, seconded by Commissioner Massey and unanimously carried the
Board approves the plan for road work to be done relating to the
hew Indian River Middle School located on the North. Gifford Road,
in accordance with the plans submitted by the County School Board,
with the understanding that the work will be done by County Forces
and that the School Board will reimburse the County for the cost
up to $4,500.00.
Fred Prestin, Civil Defense Director, appeared before the
Board, reporting on Civil Defense progress, and requesting the
purchase of a new F M Radio at a cost of $900.00 to $1,000.00.
A Motion was made by Commissioner Massey, seconded by Commissioner
Bogosian and unanimously carried that the Board advertise for bids
for radio equipment for the Civil Defense Department in accordance
with the specifications to be prepared by the Director.
Frank Zorc appeared before the Board in regard to two streets
in Sun Crest Terrace Subdivision. On a Motion made by Commissioner
Massey, seconded by Commissioner Bogosian, it was unanimously
carried that the County definitely approves the request of Frank
Zorc and wife to abandon the street existing between lots A and F
on the North, between lots A & 13, and the street between lots
F & 12as shown on -the plat, Sun Crest Terrace, Unit #1, Plat Book 8,
Page 1, and directs publication of notice of public hearing, provided,
however, that the County shall retain an easement 12 feet wide on.
either side of the center line of the two parts of the two streets
abandoned for location of drainage facilities and utility services.

William Orth of the Indian River Flying Service, Inc. appeared
before the Board in regard to zoning in the area of their airport.
Mr. Orth was instructed to submit an application to the Indian
River County Zoning Board.
A Motion was made by Commissioner Loy, seconded by Commissioner
Massey and unanimously carried that at the recommendation of the
Administrator, the low bid of Indian River Farm Supply Company
for the 306 Rotary Mower in the amount of $495.00 was accepted.
The Administrator stated that he would have his recommendation
for the tractor ready for the next meeting.
The Administrator reported that an air conditioner has been
purchased for the Unemployment Office in the Welfare Building.
On a Motion made by Commissioner Loy , seconded by Commissioner
Massey it was unanimously carried that the Administrator be authorized
to purchase an air conditioner for the Welfare Office.
On a Motion made by Commissioner Loy, seconded by Commissioner
Massey, the following Resolution was unanimously adopted:

The Board of County Commissioners of Indian River County, Florid
1. That this Board has determined that it is necessary in the
interest of public safety to have installed traffic control signals at the inter-
section of State Road 60 and Northwest 43rd Avenue and atthe intersection of
State Road 60 and Northwest 42nd Avenue, and this Board does request the
State Road Department to install said traffic control signals.
2. That this Board does hereby agree to accept the responsibility
for the electric service charges and continuous maintenance of the above
traffic control systems.

On a Motion made by Commissioner Loy, seconded by Commissioner
Massey, it was unanimously carried that the plans for leaving
utility poles in the right-of-way in the construction of Emerson
Avenue as detailed in the District Engineer's letter of June 3,
be approved.
The Board then adjourned at 12:00 o'clock Noon and reconvened
at 1:40 o'clock P. M.
The Administrator reported that the repairs to the roof of the
Courthouse have not been satisfactory and that the roof still leaks.
He reported that it was recommended by Bowen Roofing, who was doing
the repair work, that the entire building be reroofed which would
be at a cost of approximately $6,000.00 for the roofing job which
would, of course entail other costs. It was decided by the Board
that funds would be set aside for this purpose.
No action was taken on a letter from Jackson and Clem requesting
that the bars in Indian River County remain open until 2:00 o'clock
A. M.
No action was taken on a letter from the newly formed Oslo
Progressive Civic League requesting aid.
A letter was received from Doctor Flood, State Health Department,
regarding a subdivision which had been approved without the approval
of the State Health Department. After considerable discussion, it
was decided that the Administrator should initiate a program wherein
the Administrator, the engineer and the State Health Department
should have a consultation before the approval of the subdivision
is given.
On a Motion made by Commissioner Massey, seconded by Commissioner
Loy and unanimously carried, the State Witness Payroll for the
County Court May Term, 1969 in the amount of $110.72 was approved.
On a Motion made by Commissioner Loy, seconded by Commissioner
Massey, the following Resolution was unanimously adopted:

Regarding
HOSPITAL SERVICE FOR THE INDIGENT
WHEREAS, Chapter 401, Florida Statutes, creates a program known as "Hospital
Service for the Indigent" for the purpose of providing essential.,hospitalizatlon for
acutely 111 or injured persons.in this State who are medically. indigent.; and,
WHEREAS, the Legislature appropriates funds for the -administration of this
program.and for the purpose.of allotting State funds to each County in proportion to
its population to augment County funds which may be provided for these purposes; and;
WHEREAS, Section 401.08 (2)1 supra, authorizes each Board of County Commissioners
or..their local official agency.of this State to budget for and provide County funds
as may be necessary to match, on a formula basis,.the County's'partof.the cost.of
this program; and,
WHEREAS; Section 4O1.O6(2)(a), supra, provides that the financial participation
required of each County each year shall be equal to at least,one-half:lol ar #or each
inhabitant of said County according to the estimate of the population of•said County.

3. A determination that the patient is acutely ill or injured and that
hospitalization is essential to the patient's treatment will be made
for each recipient of hospitalization under this program by a physician,
duly licensed to practice medicine in this State;
4. Authorizations for hospitalization under this program shall be made
by the f-,,4.,, 'R i ver County Health Department;
5. Payments for hospitalization from the " India4, 7? ver County Indigent
Hospitalization Fund" will be limited to the non-profit basic cost to
the hospital for providing essential hospital care to the medically
indigent patient;
6. Payments for hospitalization from the" +ver County "Indigent
Hospitalization Fund" will be made by this Board to the hospital providing
essential hospital care to medically indigent and acutely ill or injured
residents of jrci;ay, "R �v er County whose hospitalization has been authorized
under the provisions of this program by the County Health
Department.
7. A record will be maintained by this Board of all expenditures made from
the " 'County Indigent Hospitalization Fund" and these records
shall include:
a. The patient's name, age, sex and race; and, if married, the full
name of the patient's spouse.
b. The parents' full names if the patient is a minor.
c. Patient's address.
d. Name of physician who diagnosed patient and certified hospitalization
essential to his treatment.
e. Physician's diagnosis.
f. The calendar days of hospitalization received,
g. A record•of payment to this hospital;
BE IT FURTHER RESOLVED, that this Board will make all medical and financial
'records supporting direct expenditures from the"bid;Q,r, River County Indigent Hospital-
ization Fund" available for review by the State Board of Health, and this Board will
submit at least monthly to the State Board of Health a certification identifying
hospitalized cases and the payments for the case of each made from the " In d;Qm fiver
County Indigent Hospitalization Fund," together with a statement of expenditures,
certifying that all such payments were made in accordance with the provisions,of
Chapter 401, supra, and on the basis of such requisition this Board will request the
State Board of Health to authorize direct payments to the•Irdicvh 9iv e r County Board
of County Commil;sioners or other local official agency from,64a►i ever County's share
of the State appropriation for this program, less any -charges that may have_been paid

The several bills and accounts against the County having
been audited, were examined and found to be correct were approved
and warrants issued in settlement of same as follows: General
Fund, Nos. 2728 to 2799 inclusive; Road and Bridge Fund, Nos.
1688 to 1714 inclusive; Fine and Forfeiture Fund, Nos. 253 to
260 inclusive. Such bills and accounts being on file in the
office of the Clerk of the Circuit Court, the warrants so issued
from the respective funds being listed in the Supplemental Minute
