The Board of County Commissioners of Indian River County,
Florida met in special session as the Board of Equalization, at
the Courthouse, Vero Beach, Florida on Wednesday, August 13, 1969
at 8:30 o'clock A. M. Present were Jack U. Dritenbas,, Chairman;
Alma Lee,t,oy and Edward J. Massey. Absent were Richard P. Bogosian,
Vice Chairman and D. B: McCullers, Jr. Also present were Homer C.
Fletcher, County Tax Assessor; Sherman N. Smith, Jr., County Attorney;
Alfred H. Webber and Janet N. Turpan, Deputy Clerks.
The Chairman called the meeting to order and stated that this
meeting was a continuation of the Equalization Meeting of August 11.
.Homer C. Fletcher, County Tax Assessor, appeared before the
Board and presented the Indian River County real and personal property
tax rolls for the year 1969. The Chairman then asked if any one
present wished to be heard. There were none and upon a Motion made
by Commissioner Massey, seconded by Commissioner Loy, the following
Resolution was unanimously adopted:
RESOLUTION NO. 69- 44
WHEREAS, at least fifteen (15) days notice has been given by
publication in a newspaper published in Indian River County, Florida, as will
more fully appear by proof of publication of such notice made by the publisher
of the Vero Beach Press Journal and recorded in the minutes of the Board of
County Commissioners of that county of the completion of the tax assessment
rolls of Indian River County, Florida, for the year 1969, and that the County
Assessor of Taxes of said county would meet with the Board of County Com-
missioners and would at that time present the tax assessment rolls of said
county for the purpose of hearing complaints and receiving testimony as to the
value of any property, real or personal, as fixed by the County Assessor of
Taxes and of perfecting, reviewing and equalizing the assessments; and,

WHEREAS, at the time and place specified in the notice the County
Assessor of Taxes did meet with said Board and said Board did deem it neces-
sary to and did extend the time for the completion of said assessment rolls
and for the purpose of reviewing and equalizing the assessments to Monday,
August 11, 1969, at 8:30 o'clock A.M. , to which the first meeting was
'adjourned, after again giving fifteen (15) days notice by publication, as will
more fully appear by proof of publication of such notice made by the publisher
of the Vero Beach Press Journal and recorded in the minutes of said Board; and
WHEREAS, said Board did meet for the aforesaid purposes on
Monday, August 11, 1969, at 8:30 o'clock A.M. and did then determine that
the County Assessor of Taxes was in Tallahassee presenting the said assess-
ment rolls to the officials of the State for approval and said Board did there-
upon extend the time for the completion of said assessment rolls and for the
purpose of reviewing and equalizing the assessments to Wednesday, August
13, 1969, at 8:30 o'clock A.M. , to which time said meeting was adjourned
and said Board did again convene at the latter time; and,
WHEREAS, the Board of County Commissioners has received all
complaints and testimony offered and has examined and reviewed said assess-
ment rolls and has found it unnecessary to increase the valuation of any prop-
erty shown thereon and has found such assessment roll to be correct, and the
Clerk of said Board has made and kept a special record of the individual yeas
and nays of each member of the Board voting on each final decision resulting
from such equalization meeting; Now, therefore,
THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER
COUNTY, FLORIDA, RESOLVES:
That it does herewith find the tax assessment rolls of Indian
River County, Florida, for the year 1969, as presented by the County Asses-
sor of Taxes, to be equal and just and does herewith approve, ratify and con-
firm the same.

A Motion was made by Commissioner Massey, seconded by Commissioner
Loy and unanimously carried, that the Board of County Commissioners,
sitting as a Board of Equalization, adjourn, sine die.
The Board then reconvened as Board of County Commissioners,
with the same members being present. Absent was Jack G. Jennings,
County Administrator. The Board convened pursuant to the prior
meeting of August 11, 1969 in respect to the adoption of the Tentative
Budget, -notice with proof of publication attached, to -wit:

A detailed copy of the proposed budget is on file in the office of
the Clerk of Circuit Court, Indian River County, Florida. The said
Board will meet in the County Commissioners' Room, Indian River
County Courthouse, Vero Beach, Florida, at 8:30 o'clock A. M. on Wed-
nesday, August 6, 1909 for the purpose. of hearing requests and com-
plaints from the publie regarding said proposed budget.

July 24, 1969.
The foregoing notice having been read at the prior meeting,
the Chairman asked if anyone present wished to,be heard. There
were none, and upon a Motion made by Commissioner Loy, seconded
by Commissioner Massey, the following Resolution was unanimously
adopted:

RESOLUTION NO. 69-45
WHEREAS, the County Auditor, after tentatively ascertaining the
proposed fiscal policies of the Board of County Commissioners of
Indian River County, Florida, for the fiscal year commencing on the
1st day of October,1969 and ending on the'30th day of September, 1970,
did prepare and present to the Board of County Commissioners a
tentative budget for said fiscal year for each of the funds therein
as provided by law, including all estimated receipts, taxes to be
levied and balances expected to be brought forth and all, estimated
expenditures, reserves and balances to be carried over at the end of
the year; and,
WHEREAS, this Board did receive and examine said tentative budget
for each fund and did require such changes to be made as the Board did
deem necessary and the auditor's estimate of receipts other than taxes
and of balances to be brought forward not having been revised, this
Board did prepare a statement summarizing all of the tentative budgets
showing for each budget in the total of all budgets the proposed tax
millages, the balances, the reserves and the total of each major
classification of receipts and expenditures classified according to
the classification of accounts prescribed by the Comptroller of the
State of Florida; and,
WHEREAS, this Board did cause said summary statement to be
.advertised one time in a newspaper of general circulation published
in Indian River County, Florida, to -wit: in the issue of the 24th day
of July, 1969 of the Vero Beach Press Journal, as will more fully
appear by proof of publication thereof filed in the minutes of the
Board; and,
WHEREAS, this Board did meet at the time and place stated in
said advertisement for the purpose of hearing requests and complaints
from the public regarding the budgets and for the purpose of holding
a public hearing and making whatever revisions in the budget it may
deem necessary, and all of the same having been now completed; Now,
therefore,

BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that this Board does herewith tentatively
adopt the'budgets for the funds of this Board for the fiscal year
beginning October 1, 1969, and ending September 30, 1970, in the
form as heretofore prepared and duly advertised, with the following
exceptions, to wit:
That the extimate of Receipts for the General`Fund be changed
so that the Item desigpated as Ad valorem Taxes be increased from
$637,500.00 to $652,327.67, and that the Total Estimated Receipts
accordingly be increased from $902,300.00 to $917,127.67.
That the Appropriations in the General Fund 'be changed so that
the Item designated as Budgeted Transfer to Capital Outlay Fund be
increased from $7,100.00 to $17,100.00; and that the Total Appropriations
accordingly be increased from $1,029,416.32 to $1,047,516.32; also
that the Reserve for Contingencies be increased from $65,668.68 to
$68,754.97.
That the Total General Fund Budget accordingly be increased from
$1,117,185.00 to $1,131,271.29.
That the Estimate of Receipts for the Road and Bridge Fund be
changed so that the Item designated as Ad valorem Taxes be increased
from $155,500.00 to $159,167.95, and that the Total Estimated Receipts
accordingly be increased from $547,550.00 to $551,167.95.
. That the Appropriations in the Road and Bridge Fund be changed
so that the Item designated as Reserve for Contingencies be increased
from $31,872.50 to 835,309.55.
That the Total Road and Bridge Fund Budget accordingly be
increased from $667,072.50 to $680,509.55.
That the Estimate of Receipts for the Fine and Forfeiture Fund
be changed so that.the Item designated as Ad valorem Taxes be increased
from$295,800.00 to $302,680.04, and that the Total Estimated Receipts
accordingly be increased from $446,050.00 to $452,930.04.
That the Appropriations in the Fine and Forfeiture Fund be
changed so that the Item designated as Reserve for Contingencies be
increased from $22,814.50 to $29,350.54.

That the Total Fine and Forfeiture Fund Budget accordingly be
increased from $543,747.50 to $550,283.54.
That the Estimate of Receipts for the. Capital Outlay Fund be
changed so that the Item designated as Transfer from General Fund
be increased from $7,100.00 to $17,000.00, and that the Total
Estimated. Receipts accordingly be increased from $8,975.00 to
$18,975.00.
That the Appropriations in the Capital Outlay Fund be changed
by adding an Item designated as Land Acquisition in the amount of
$10,000.00 and that the Total Appropriations accordingly be increased
from $8,975.00 to $18,975.00.
That the Total Capital Outlay Fund Budget accordingly be increased
from $8,975.00 to $18,975.00.
BE IT FURTHER RESOLVED that the tentative budgets shall be filed
in the office of the County Auditor as a public record and the County
Auditor shall transmit forthwith to the Comptroller of the State of
Florida two copies of each of the tentative budgets as adopted,
certified by the Chairman of this Board and by the County Auditor as
a true and correct copy of the budget as adopted by this Board; and
BE IT FURTHER RESOLVED that said budgets as tentatively adopted
by this Board shall be considered as finally adopted and as official
thirty (30) days from the date the budgets are transmitted to the
State Comptroller and no report of exceptions to the budget as filed
has been made by the Comptroller or when the State Comptroller shall
make a certificate upon each of such copies of the budget attesting
its approval giving the date upon which the budget 'shall finally
become official and effective, whichever shall first occur.

BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, that the rate of taxation necessary
to meet the expenditures of the Board of County Commissioners of
Indian River County, Florida, for the fiscal year ending September
30, 1970, pursuant to the budget of said Board as heretofore published
and approved, is as hereinafter levied and that the tax rate as
hereinafter shown and,set forth be and it is hereby levied on all
taxable property in Indian River County, Florida, for the year 1969
with the rate hereinafter set out, to -wit:
1. In order to meet the estimated expenses of the General
Fund, it is determined and hereby declared that a tax rate of two'
and five tenths (2.5) mills upon the dollar be levied and is hereby
imposed.
2. In order to meet the estimated expenses of the Road and
Bridge Fund, it is determined and hereby declared that a tax rate of
sixty-one hundreths (.61) mill' upon the dollar be levied and is
hereby imposed.
3. In order to meet the estimated expenses of the Fine and
Forfeiture Fund, it is determined and hereby declared that a tax
rate of one and sixteen hundredths (1.16) mill upon the dollar be
levied and is hereby imposed.
4. In order to provide funds to the Indian River County Public
Health Unit, it is determined and hereby declared that a tax rate of
two hundred forty-one thousandths of a mill (.241) upon the dollar
be levied, assessed and is hereby imposed upon all property lying
and being in the County of Indian River, the proceeds of which when%
collected shall be paid to the State Treasurer of the State of Florida
for the account of.the State Board of Health of the State of Florida
to be expended by said State Board of Health as provided by Chapter
154, Florida Statutes.

BE IT FURTHER RESOLVED that the Tax Assessor of Indian
River County, Florida, be and he is hereby directed to assess
and levy all of the foregoing taxes as fixed and levied by this
Board upon the taxable property in Indian River County just and
due taxation. The Tax Collector of Indian River County, Florida
be and he is hereby directed to collect said taxes and pay over
the same as provided br law and that a certified copy of this
Resolution be furnished to the County Assessor of Taxes and the
County Collector of Taxes.

William McClure, Superintendent of Schools appeared before the
Board requesting that, because of the heavy increase in school bus.
traffic, the stop signs on 43rd Avenue be turned to give right -of
-way to 43rd Avenue. Commissioner Loy reported that members of
the Board and the Administrator had been giving the school bus
situation considerable consideration. A Motion was made by
Commissioner Loy, seconded by Commissioner Massey and unanimously
carried that the matter of the school bus traffic and the stop
signs on 43rd Avenue be referred to the Administrator for further
action.
On a Motion made by Commissioner Loy, seconded by Commissioner
Massey the applications for renewal of pistol permits of Howard J.
Preston and 0. F. Pippin were unanimously approved.
The Sheriff filed with the Board statement of his appointment
of William H. MacBlain whose voting precinct is

, as Deputy
Sheriff and the said Deputy Sheriff filed his bond with the Clerk
of the Circuit Court, which was presented to the Board. On a
Motion made by Commissioner Massey, seconded by Commissioner Loy
and unanimously carried, the bond of said Deputy Sheriff was approved
and ordered filed with the Clerk of the Circuit Court.
On a Motion made by Commissioner Loy, seconded by Commissioner
Massey the State Witness Payroll for the County Court, May, 1969
Term in the amount of $150.00; and the State Witness Payrolls for
the Circuit Court, Spring 1969,Term in the amount of $60.72; and
for the Spring, 1969 Term in the amount of $425.82 were unanimously
approved.
There being no further business, on Motion made seconded and
carried the Board of County Commissioners then adjourned at 9:08
o'clock A. M.
