Dear Governor Scott,
The Florida Legislature has put a $200,000 item in this years budget in order to get a
meaningful audit of the Honda Municipal Power Agency (FMPA) They did this for two
reasons:
1. it is obvious to our legislators what has been obvious to the to the Board of
County Commissioners of Indian River County for years that the most positive
step that could be taken for the economy of Indian River County would be for the
customers presently served by the City of Vero Beach Electric Utility to get FPL
rates which are currently 30% less than the rates charged by Vero Beach This
would save Indian River County residents over $20 million dollars every year.
2. There is presently a willing buyer and a willing seller. Unfortunately an opaque
bureaucracy, the Florida Municipal Power Agency (FMPA), has stepped in
between the buyer and seller to block

Our legislators understand that a meaningful audit of FMPA one which gives the
municipalities and their customers a realistic understanding of the actual market value
of FMPA s assets and presents a clear picture of its financial condition is a necessary
next step in helping to complete the sale of the Vero Beach system to FPL.
There are some who believe that FMPA has a significantly negative net worth If this is
true, then the best thing for Florida residents currently served by municipalities
connected with FMPA is for the municipal systems to get a clear understanding of
FMPA's financial condition so that they can begin to address the problem.
Please keep the funds for the audit in the budget. Thank you very much for your help
with this matter.
