This Work Order No . 27 is entered into pursuant to the Continuing Contract Agreement for Professional Services entered into onf August 10 , 2004 and amended July 24 , 2007 ( as so amended , the "Agreement' ) , by and between Indian River County Board of County Commissioners ( " COUNTY" ) on the same terms as the existing Agreement , as extended , between the Indian River County Solid Waste Disposal District, a dependent special district of Indian River County , Florida , ( " DISTRICT' ) AND Geosyntec Consultants , Inc . , a Florida Corporation ( " CONSULTANT' ) . The COUNTY has selected the CONSULTANT to perform the professional services set forth on Attachment A , attached to this Work Order No . 27 and made part hereof by this reference . The professional services will be performed by the CONSULTANT for the fee schedule set forth in the Attachment B , attached to this Work Order No . 27 and made a part hereof by this reference . The CONSULTANT will perform the professional services within the Schedule more particularly set forth in Attachment A , attached to this Work Order No . 27 and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement , nothing contained in any Work Order shall conflict with the terms of the Agreement and terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . COMPENSATION . The COUNTY agrees to pay , and the CONSULTANT agrees to accept , a fee for services rendered according to the " Scope of Services " identified in Attachment B - Fee Schedule and Man Hours . The preliminary activities proposed for the site include the following general tasks : • Limited Petroleum Assessment. The objective of the limited petroleum assessment will be to evaluate the current soil and groundwater conditions in the immediate vicinity of the current UST system located in the southeastern portion of the property , the fuel dispenser area, and the former UST area in the southwestern portion of the property . The assessment of the absence , presence , and magnitude of petroleum contamination will assist with the development of a specific plan for the closure of the UST system and any decision to address identified contamination at the time of UST closure . • Proiect Plans and Bidding Support. Develop a set of bidding instructions , bidding sheets and general requirements for UST closure work, remediation procedures (if warranted), contaminated soil transport and disposal , overhead canopy demolition and disposal , and excavation backfilling . Michael Nixon 23 March 2010 Page 2 It is anticipated that IRC will provide input and/or example specifications for the excavation backfill since the area will be reconstructed as a roadway . Upon approval of the draft bidding package , Geosyntec will send the bidding packages to a minimum of three Pollutant Storage System Contractors (PSSCs) , coordinate and attend a pre -bid meeting and respond to any bidder questions . Upon receipt of PSSC bids , Geosyntec will evaluate the bids , recommend the lowest qualified subcontractor and prepare and submit a turn-key proposal to IRC which includes Geosyntec ' s costs for implementing the UST closure, remediation activities , contractor oversight, environmental monitoring and sampling in accordance with Chapter 62 -761 , FAC , and reporting activities . We have developed a task-based approach to group field activities and accomplish this work in an organized and cost-effective manner . The remainder of this letter provides a description of the proposed scope of work and a budget estimate to accomplish the work described herein (Attachment A) . PROPOSED SCOPE OF WORK Task 1 : Field Work Preparation Prior to initiating field activities , Geosyntec will update a Site - Specific Health & Safety Plan ( SSH& SP) , in accordance with the requirements of 29 CFR Part 1910 . Additionally , Geosyntec will procure the ground penetrating radar (GPR) subcontractor, drilling subcontractor, analytical laboratory, collect and organize the field sampling equipment, and coordinate the field work with IRC personnel . Task 2 : Field Activities Project field activities will consist of the following subtasks : • Immediately prior to the initiation of drilling activities , Geosyntec personnel will meet with a utility locate subcontractor to perform an underground utility locate to clear all proposed drilling locations prior to the performance of any subsurface ground penetrating work. Michael Nixon 23 March 2010 Page 3 • Using a direct-push technology (DPT) drilling subcontractor, Geosyntec proposes to advance up to 10 borings to an anticipated total depth of approximately 10 ft below land surface (BLS ) . Soil samples will be screened using an organic vapor analyzer with flame ionization detector (OVA-FID) . Based upon the soil screening results , up to six samples exhibiting the highest methane - corrected OVA- FID response will be submitted for laboratory analyses . If no OVA-FID meter responses are recorded above background levels , a minimum of three soil samples will be selected for laboratory analysis . The collected soil sample (s) will be laboratory analyzed by EPA Method 8021 (BTEX/MTBE) , based upon historical site detections and documented groundwater impacts . • Using DPT sampling equipment, groundwater samples will be collected by Geosyntec personnel at up to 10 locations (around the current USTs , in the vicinity of the fuel dispensers and in the area of the former UST/fuel dispenser) . Additionally, Geosyntec will collect groundwater samples from a minimum of six existing site monitoring wells . Collected groundwater samples will be laboratory analyzed for BTEX/MTBE by EPA Method 8021 . • All soil borings will be backfilled with native material and patched with concrete prior to leaving the site . Task 3 : UST Closure and Remediation Bidding Documents and Procurement Services Geosyntec personnel will prepare construction bid procedures and drawings for the closure of the USTs and associated fuel dispenser system , removal and off- site disposal of the overhead canopy, and UST closure generated construction and demolition debris , disposal of petroleum impacted soils , requirements for any groundwater remediation (e . g . open excavation groundwater aeration, dewatering/treatment, and/or chemical treatment) , and site restoration (incorporating any specific IRC requirements for excavation backfilling and compaction) . In addition to the bid documents, a bidding form ( Schedule of Prices) will be prepared by Geosyntec, and required for subcontractor project bidding . The draft bidding package will be provided to IRC for review. Upon approval , the bidding package will be submitted to a minimum of three Pollutant Storage System Contractors (PSSCs) and Geosyntec will coordinate a site visit prior to bid submittals . Michael Nixon 23 March 2010 Page 4 Upon receipt of contractor bids , Geosyntec will prepare a turn-key proposal for submittal to IRC which recommends the lowest qualified bid , and includes Geosyntec costs for performance of all project environmental sampling, PSSC UST closure/remediation costs, coordination with Brevard County Natural Resources Management Office , IRC Department of Health , and required project reporting . ASSUMPTIONS During the preparation of this proposal , Geosyntec has made the following assumptions : • Access to sampling locations is not restricted . • All sampling can be performed in Level D personal protective equipment. • Geosyntec will be able to work unimpeded between Monday and Friday from 7 am - 7 pm . To the greatest extent possible, Geosyntec will minimize disruptions to site operations . While select soil boring/groundwater sampling locations will be completed in close proximity to fuel dispensers, it is anticipated that only intermittent closure of select dispensers will be required to complete the proposed sampling activities . It is anticipated that the facility will remain open to customers during the performance of the proposed investigation activities . • Geosyntec and/or subcontractors will hand auger to a minimum depth of 5 ft BLS in an effort to confirm the private utility locate . Unmarked utilities that are damaged (following efforts to locate with a private utility locating company and hand augering) will not be Geosyntec ' s responsibility . Geosyntec has assumed that liquids generated .during sampling will be discharged directly onto the ground adjacent to the monitoring well (for percolation or evaporation) . • Geosyntec has assumed that the DPT soil and groundwater investigation can be completed in one day . Michael Nixon 23 March 2010 Page 5 ESTIMATED COSTS Geosyntec proposes to complete the proposed scope of work on a time and material basis . The estimated cost completing the tasks identified above is $ 13 ,797 . Any tasks which IRC requests which are outside the defined scope of work will be completed in accordance with the hourly rate schedule negotiated with IRC . SCHEDULE Upon receipt of a signed Work Order from IRC , Geosyntec will immediately initiate field activities scheduling . It is anticipated that field activities will be completed within one month of receipt of authorization to proceed . Assuming notice to proceed is received by mid April 2010 , Geosyntec anticipates the completion of project work and submittal of the proposal for turn-key implementation of UST closure and remediation activities by 1 August 2010 . IRC will be notified immediately of potential project delays which could impact schedule . CLOSURE Geosyntec appreciates the opportunity to submit to IRC the attached fee proposal (Attachment B ) for services at the referenced site . If this proposal is acceptable to you , please indicate your agreement by signing the Work Order, which references this proposal .
