This Amendment No . 1 to Work Order No . 27 is entered into pursuant to the Continuing
Contract Agreement for Professional Services entered into August 10 , 2004 and amended July
24 , 2007 ( as so amended , the " Agreement" ) , by and between Indian River County Board of
County Commissioners ( " COUNTY" ) on the same terms as the existing Agreement , as
extended , between the Indian River County Solid Waste Disposal District , a dependent special
district of Indian River County , Florida , ( " DISTRICT" ) AND Geosyntec Consultants , Inc . , a
Florida Corporation ( " CONSULTANT" ) .
The COUNTY has selected the CONSULTANT to perform the professional services set forth on
Attachment A , attached to this Amendment No . 1 to Work Order No . 27 and made part hereof
by this reference . The professional services will be performed by the CONSULTANT for the fee
schedule set forth in Attachment B , attached to this Amendment No . 1 to Work Order No . 27
and made a part hereof by this reference . The CONSULTANT will perform the professional
services within the Schedule more particularly set forth in Attachment A , attached to this
Amendment No . 1 to Work Order No . 27 and made a part hereof by this reference all
in
accordance with the terms and provisions set forth in the Agreement . Pursuant to paragraph
1 . 4 of the Agreement , nothing contained in any Work Order or Amendment to Work Order shall
conflict with the terms of the Agreement and terms of the Agreement shall be deemed to be
incorporated in each individual Work Order or Amendment to Work Order as if fully set forth
herein .
COMPENSATION .
The COUNTY agrees to pay , and the CONSULTANT agrees to accept , a fee for services
rendered according to the " Scope of Services " identified in Attachment B - Fee Schedule and
Man Hours .

Geosyntec Consultants ( Geosyntec) is pleased to submit this Work Order Amendment to Indian
River County (IRC) for underground storage tank (UST) closure , petroleum-impacted soil and
groundwater source removal activities and reporting services to be completed at the Cumberland
Farms #0955 ( Site) , located at 2614 Oslo Road , Vero Beach , Florida . This Amendment 91 to
Work Order #27 has been prepared in accordance with the Professional Services Agreement
(PSA) between Geosyntec and Indian River County Solid Waste Disposal District . An overview
of the proposed project scope of activities follows .
PROJECT OVERVIEW
Geosyntec completed petroleum-related assessment activities at the Site on behalf of IRC in May
2010 . Field investigations identified the presence of low-level petroleum constituents in the soil
and groundwater in two limited areas of the Site at concentrations above Florida Department of
Environmental Protection (FDEP) soil and groundwater cleanup target levels . IRC purchased
the Site in 2009 for the intended purpose of widening Oslo Road . As a component of the
planned future use of the Site, the existing UST system requires closure in accordance with
FDEP requirements and identified petroleum impacts to soil and groundwater warrant
remediation . Addressing the identified petroleum contamination at the time of the UST closure

work (while the contamination is accessible) offers a high potential for mitigating the need for
future monitoring wells and/or groundwater remediation in the Oslo Road right- of-way in the
future .
Based upon the findings of supplemental assessment activities performed by Geosyntec in May
2010 , and discussions with IRC Engineering Division staff and the Brevard County Natural
Resources Management Office (responsible for petroleum cleanup program in IRC ) , the
following general work scope was developed :
• properly close the three existing 8 , 000 gallon USTs , including the product piping
distribution system , in accordance with FDEP requirements with the associated
demolition and disposal of the overhead canopy structure ;
• dewater the petroleum- impacted area associated with the existing USTs and a former
UST area and perform petroleum source removal activities during the time of UST
closure work to remediate identified soil and groundwater impacts ;
• provide treatment of petroleum-impacted dewatering fluids , with discharge of the treated
fluids to the existing storm water basin on the eastern side of the Site ;
• dispose of the USTs , piping , canopy, concrete footers and excavated non-hazardous
petroleum -impacted soils at the IRC Class I landfill ;
• backfill the excavation areas with clean compacted backfill in 6 -inch lifts to provide a
stable soil sub -base for the planned road widening activities ;
• perform all required soil and groundwater sampling and environmental oversight during
the performance of the UST removal and impacted - soil excavation activities ; and ,
• complete the FDEP -required storage tank system closure report , which will also include
a description of the source removal activities .
The proposed scope of work for the services described above has been broken dawn into three
separate Tasks as described below.

Task 1 — Preliminary Activities and Proiect Mannement
Task 1 includes project management for the entire project and activities required to implement
the proposed work . Specific activities include ; project planning and management responsibilities
such as correspondence with IRC and IRC Department of Health, Brevard County Natural
Resources , meetings with IRC personnel , subcontracting , invoice review, project coordination ,
review of subcontractor required deliverables and project administration . The project
management phase also includes budget for revisions to the OSHA-required Site- Specific Health
and Safety Plan to reflect the proposed excavation work to be conducted at the Site .
Geosyntec prepared bid specifications (which were reviewed by IRC) , drawings , and a schedule
of prices suitable for subcontractor bidding of the petroleum related work. Geosyntec received
price quotes from three subcontractors qualified to perform the scope of services related to the
project scope . A review of the bids revealed a bid of $ 150 ,200 by PR&D , a bid of $ 145 ,497 by
Florida Environmental Compliance Corporation (FECC) , and a bid of $ 89 , 950 by HCC
Environmental Services (HCC) . Based upon follow-up telephone communications with HCC ,
regarding the price and schedule , HCC confirmed that they can complete the specific services
outlined in the scope of work for the proposed price . Geosyntec recommends that the low
bidder, HCC , be selected for the project as the petroleum contractor . Bid pricing information
and a copy of the bidding package is included as Attachment C . A detailed breakdown of
estimated project costs is included as Attachment B .
Task 2 — UST Closure/Source Removal Activities
Task 2 includes project activities associated with implementing the UST closure and source
removal activities , including the following :
e install and operate a dewatering system with the objective of lowering the water table to
a minimum of 10 ft below land surface within the proposed excavation areas ;
o set-up and operate dewatering fluids treatment equipment, which will include an air
stripper with treated effluent discharge to the stormwater area in the eastern portion of
the Site ;

• provide a mobile laboratory (one day) at the time of start-up of the dewatering fluids
treatment equipment to document that the dewatering treatment system meets discharge
standards ;
• perform activities associated with the proper closure and off- site disposal of the three ,
8 , 000- gallon USTs , including required soil and groundwater sampling ;
• excavate petroleum contaminated soil from two areas , with soil sampling and off.- site
disposal of soil to the IRC Class I landfill (NOTE : Costs for the transport of the
excavated soils to the IRC Class I landfill are included in this proposal ; however,
this proposal assumes costs for the disposal of the excavated soils [ tipping fee (s) ]
will be handled internally by IRC) ;
• provide and place clean backfill (in compacted 6 -inch lifts) , perform soil density testing ;
and ,
• perform the required sampling of two temporary groundwater monitoring wells in the
excavation areas and remove wells upon completion of sampling activities .
Geosyntec will subcontract UST closure/source removal services to HCC , perform oversight of
the subcontractor during field activities , conduct required soil and groundwater sampling
activities and flame ionization detector (FID ) monitoring in accordance with FDEP
requirements . Geosyntec will document construction progress and ensure that activities are
completed in accordance with the plans and specifications and perform all soil density testing
activities during backfilling . Due to the uncertainties associated with the source removal
activities , a 20 percent contingency has been added to the Task 2 costs . The contingency is in
place to cover items such as increased excavation volumes (based upon the discovery of
additional petroleum- contaminated soil during excavation) , increases in project duration due to
weather , etc . Geosyntec will notify IRC of any field conditions that may require accessibility of
contingency fees . Geosyntec ' s proposal assumes 20 days of project related field work/oversight
activities associated with the UST closure/source removal activities . A detailed breakdown of
estimated project costs is included as Attachment B .

Task 3 — Reporting
Geosyntec will prepare a Tank Closure/ Source Removal Report in accordance with Chapter 62 -
761 , Florida Administrative Code (FAC) and FDEP Storage Tank System Closure Requirements .
The report will include photographs documenting the UST closure work and petroleum source
removal activities , laboratory analytical results for collected soil and groundwater samples in
tables and figures , and a detailed summary of the field activities completed at the site . It is
anticipated that the report will include a recommendation for No Further Action (assuming
sampling results do not exceed any cleanup target levels) . The final reports ( four hard copies
and one electronic copy to be provided to IRC) will be signed and sealed by the Florida- licensed
professional engineer in responsible charge of the project . A detailed breakdown of estimated
project costs is included as Attachment B .
ASSUMPTIONS
The following assumptions were made in developing this fee proposal :
• Excavated soil Will be transported to the IRC Class I landfill for disposal as non
-
hazardous waste . Costs for soil disposal at the IRC Landfill are the responsibility of IRC .
• IRC staff will sign/execute all waste/soil disposal manifests .
• All site work can be performed in Level D personal protective equipment .
® Project work can be performed beginning in January 2011 .
• Geosyntec and our subcontractors will be able to work unimpeded seven days per week
between from 7 am - 7 pm .
SCHEDULE
Upon receipt of a signed Work Order for Amendment # 1 from IRC , Geosyntec will immediately
initiate field activities scheduling . Geosyntec anticipates initiating project field work in the
beginning of January 2011 and completing the field activities by the end of January . It is
anticipated that UST Closure and Source Removal Report will be submitted to IRC personnel by

the end of February 2011 . IRC will be notified immediately of potential project delays which
could impact schedule .

We will operate the dewatering system prior to excavation so we will excavate dry soil &
backfill into a dry excavation .
The treated water will be directed through an air stripper with either a holding tank or bag filters .
The effluent will be pumped through a carbon vessel for polishing .
All excavation activities shall be performed in accordance with OSHA Regulations, 29 CFR
1926 , Subpart P and the Florida Trench Safety Act, Florida Statutes Chapter 553 , Part VI .
PR&D , Inc . will comply with the applicable trench safety standards .

HCC thanks you for the opportunity to bid this job on your enclosed bid sheet according to your
plans and specifications described in the bid package. I would like to make the following
clarifications :
1 . Estimated construction time will be approximately thirteen ( 13 ) working days and one
( 1 ) day each for mobe and demobe.
2 . Dewatering method : Due to the compaction requirements of a dry hole I do not think
it will be feasible to dig the excavation wet and then try to dewater later. I am proposing a
traditional well point system or a horizontal dewatering sock connected to a 6 " vacuum pump
and treated with a portable air stripper before discharging into the adjacent pond . Although this
method may be more costly it is the best way to insure a dry hole for compaction purposes .
3 . Clean backfill that meets the specification requirements will come from the Stewart
Mine which passes MOT road specifications and we have a recent analytical of the soil to
satisfy your requirements.
4 . Temporary pre-pack wells will be installed by us and supplied by others .

Portable Hydrocarbon Spargers are true portable units . it takes only 15 minutes set up
and break down time. Our system has its own diesel powered generator, which supplies
electric power to our units; also , four independent 3 -horsepower electric motors . Our
electric motors power four independent forced air blowers . Each blower produces 250
cubic feet of air, totaling 1 ,000 cubic feet per minute. Our hydrocarbon Sparger has an
oil-water separator unit.
Common constituents removed to clean-up standards include BTEX, Naphthalene ' s ,
MTBE, and solvents such as PCE, TCE, and vinvl chloride.
