WEDNESDAY, MAY 20, 1970
The Board of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, May 20, 1970 at 8:30 o'clock A. M. Present
were Richard P. Bogosian, Vice Chairman, D. B. McCullers, Jr.,
Edward J. Massey and Alma Lee Loy. Absent=was Chairman Jack U.
Dritenbas. Also present were Jack G. Jennings, County Administrator;
Paul D. Burch, Attorney to the Board of County Commissioners, and
Alfred H. Webber and Janet N. Turpan, Deputy Clerks.
Vice Chairman Bogosian acting as Chairman called the meeting
to order. Paul D. Burch, Attorney to the Board reported on legal
matters and left the meeting.
The Chairman then asked if there were any additions or
corrections to the Minutes of May 6, 1970. There were none and
upon a Motion made by Commissioner McCullers, seconded by
Commissioner Loy, the Minutes of May 6, 1970 were unanimously
approved as written.
Dewey Walker, County Zoning Inspector, reported on progress
being made in removing zoning violations.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Loy, the request of Bert Martin for advertisement
for public hearing for a zoning change from R1 to Cl was unanimously
approved.
James Beindorf and Leslie Johnston of the -Moorings Development
Company appeared before the Board in recjard to the initiation --of a
new zoning code, R 2W, in which one story residences would be
allowed to be built partially extending over artificial waterways.
The Board was in agreement with the concept.
The hour of 9:00 o'clock A. M. having passed, the Chairman

RESOLUTION NO. 70-21
WHEREAS, the Zoning Commission of Indian River County, Florida,
did after public hearing make its final report recommending changes
and additions to the Zoning Resolution of Indian River County,
Florida; and,
WHEREAS, this Board did publish its notice of said recommended
changes and additions and did, pursuant.thereto, hold a public hear-
ing in relation thereto at which parties in interest and citizens
were heard: Now, therefore,
BE IT RESOLVED by the Board of County Commissioners of Indian
River County, Florida, that the Zoning Resolution of Indian River
County, Florida, and the accompanying Zoning Map, be changed as
follows:
1. That the Zoning Map be changed in order that the following
described property, situated in Indian River County, Florida, to -wit:
Commencing at the NE corner of the NW4 of Section 30, Town-
ship 33 South, Range 40 East, and from thence run South a-

Beginning; thence run West to the East right of way line of

Commissioner Massey, the request of Sam Joyce, Sheriff to
advertise for bids for a new commercial air conditioner for
the jail, cost to be between $1,100.00 and $1,200.00 was
unanimously approved.
James V. Slade and Mrs. Mable Michael Appeared before
the Board in regard to the Wilderness Act in regard to the
Pelican Island National Wildlife Refuge. On a Motion made I
by Commissioner Massey, seconded by Commissioner Loy, it was
unanimously carried that the Administrator be instructed to
write to Congressman Frey regarding the Wilderness Act and
that a copy of the Pelican Island brochure be enclosed.

On a Motion made by Commissioner Massey, seconded by
Commissioner Loy, on the recommendation of the Administrator,
the bid of Arnold Ford Sales, Inc. for six new truck engines
at a cost of $5,880.00 was unanimously accepted.

Gentlemen:
We were recently awarded the bid on a 1970 GMC 2 ton truck
with a flat bed body. After receiving our order for this
truck, our Atlanta office phoned us that the axle specified,
18,500 Eaton 2 speed, can be supplied only on the diesel
powered 2 ton GNIC truck.
The oversight took place due to confusion in our current
truck data book and we regret that we cannot furnish the
unit as specified.

The foregoing letter having been considered, a Motion was
made by Commissioner Massey, seconded by Commissioner McCullers,
and unanimously carried that the Motion of acceptance of Item #3
in the bid opening of May 6 be rescinded and that the bid of Item
#3, 2 Ton Flatbed Truck, less trade-in, be awarded to the second
lowest bidder, Arnold Ford Sales, Inc. at a cost of $4,971.00.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that the request for
advertisement for public hearing for abandonment of sections of
Orange Street and Tropical Avenue in Weona Park Subdivision in
Wabasso be approved.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Massey, the County Administrator was unanimously
authorized to advertise for bids for sections for extending the
County Garage by 20 feet, cost to run between $7,500.00 and $8,000.00.
A Motion was made by Commissioner Massey; seconded by
Commissioner McCullers and unanimously carried that the Administrator
is authorized to hire life guards for Ambersand Beach and for
Wabasso Beach for the summer months.
A Motion was made by Commissioner Massey, seconded by
Commissioner McCullers and unanimously carried that the Attorney
to the Board of County Commissioners review the Zoning Resolution
of September 20, 1960 in regard to mining having been done by
Florida Minerals Corporation and to advise them of its contents.
The Administrator was requested to acknowledge the letter
from John Wilson, Department Traffic Engineer of the State
Department of Transportation regarding the traffic study at 30th
Street and U. S. #1.
A Motion was made by Commissioner Loy, seconded by Commissioner
Massey and unanimously carried that Ralph Harris, Clerk, is
authorized to use space in the second story of the Annex for
storage purposes on a temporary basis.
On a Motion made by Commissioner Loy, seconded by Commissioner
McCullers the State Witness Payroll for the County Court, May

Term in the amount of $200.00 was unanimously approved.
The Sheriff filed with they Bcard a statement of his

appointments of Michael S. Hovey whose voting precinct is 4A,
and of Richard Timothy Dobeck whose voting precinct is 3-A,
as Deputy Sheriffs and the said Deputy Sheriffs filed their
bonds with the Clerk of the Circuit Court, which was presented
to the Board. On 'a Motion made by Commissioner Loy, seconded
by Commissioner Massey and unanimously carried, the bonds of
said Deputy Sheriffs were approved and ordered filed with the
Clerk of the Circuit Court.
On a Motion made by Commissioner McCullers, seconded by
Commissioner Loy, the out of County travel of Forrest N.
McCullars, County Extension Director to the University of Florida
on May 24 through May 29 to attend a livestock school, and to
the University of Florida on June 1 to attend a meeting of the
Officers and Directors of the Florida County Agents Association
was unanimously approved.
On a Motion made by Commissioner Loy, seconded by Commissioner
McCullers and unanimously carried the continuation bond for
William H. MacBlain as jailer was approved and ordered filed
with the Clerk of the Circuit Court.
The Board then adjourned at 12:00 o'clock Noon and reconvened
at 1:30 o'clock P. M., the same members being present.
Acting Chairman Bogosian then turned the Floor over to
Merrill P. Barber, of the Long Range Planning Authority who advised
the Board that the purpose of the meeting was to combine the
various Bridge Committees of the area and form one with delegates
from each; and that the members of the so -formed committee were:
Chairman James Beindorf,:Roland Miller, James Vocelle, William
Turner, William Carey, Jackson Clagett, Richard P. Bogosian,
Valentyne Brennan, Ed Schlitt and Taylor Simpson. The Committee,
after vauch discussion, were requested to present their ideas in
the form of a letter and were told that a meeting would be
arranged with the State Department of Transportation.

Rudy Hercun, appearing on a tax problem was told that the
Board of Equalization meets the third Monday in July. On a
Veteran.l.s..matter,he was told the Board would consult the County
Service Officer.
The several bills and accounts against the County having
been audited, were examined and found to be correct were approved
and warrants issued in settlement of same as follows: General
Fund, Nos. 965 to 1006 inclusive, Roach and Bridge -Fund, Nos. 511
to 541 inclusive, Fine and Forfeiture Fund, Nos. 203 to 209
inclusive. Such bills and accounts being on file in the office
of the Clerk of the Circuit Court, the warrants so issued from
the respective funds being listed in the Supplemental Minute Book
as provided by the rules of the Legislative Auditor, reference to
such record and list so recorded being made a part of these
minutes.
There being no further business, on Motion made, seconded
and carried the Board then adjourned at 3:00 o'clock P.- M.
