HydroMentia South Relief Canal Algal Turf Scrubber
1 . INTRODUCTION
The Indian River County Utilities Department, in cooperation with the Public Works
Department, Stormwater Division , recently submitted an application for an Industrial
Wastewater Permit to FDEP for a water treatment facility and relocated South Relief Canal
Outfall to be located contiguous to the Indian River Farms Water Control District's South
Relief Canal within Indian River County. The South Relief Canal is a major tributary within
the network of canals managed by the Indian River Farms Water Control District
(IRFWCD) . The proposed treatment system is to be designed around. the application of an
Algal Turf ScrubberV (ATS Tm ) ' to remove nutrients and eliminate toxicity associated with a
blend of an RO concentrate , as generated by the Utilities Department in the production of
potable water, and surface waters associated with the South Relief Canal (South Canal) .
The proposed treatment facility is referred to as PC South .
On July 5 2011 HydroMentia was authorized by the County to provide services related to
Task 1 —Continued Permit Procurement Services . Attachment 1 of Change Order 2 .
These services included specific tasks and associated costs attendant with efforts needed
to develop a complete application as related to the FDEP Wastewater Application Form
2CS -- " Permit to Discharge Process Wastewater from New or Existing Industrial
Wastewater Facilities to Surface Water" .
The Industrial Wastewater Permit (IWP) application for the initial site located adjacent to 7th
Road SW and 1st Place (Site 1 ) was completed by HydroMentia , Inc. for the Utilities
Department , under agreement entitled " Indian River County Proposed Water Treatment
Facility Proposal for Permit Procurement Services Indian River County , Florida" dated July
2011 . HydroMentia completed all of the tasks included in this agreement with the submittal
of the completed application on October 3 , 2011 .
On January 23 2012 HydroMentia was authorized by the County to provide services
related to Task 1 —Continued Permit Procurement Services . Attachment 1 of C .O. 3 .
Task 1 : Continued Permit Procurement Services of said agreement specified that
HydroMentia shall provide assistance in the timely response to Requests for Additional
Information ( RAI) associated with the previous submittal of the Industrial Wastewater permit
application to FDEP . In addition HydroMentia shall provide assistance as requested in
obtaining other permits required for the project, including Environmental Resource Permit
(ERP) and Consumptive Use Permit (CUP) .
In completing the effort to obtain the IWP for Site 1 , it was necessary for HydroMentia to
conduct work outside of the scope of Task 1 — Change Order 3 . Specifically , this work
included ( 1 ) revisions to original application submittal to adjust for changes related to
relocation of the influent pumping facility and piping network , a change resulting from
conditions associated with the Indian River Farms Water Control District ( IRFWCD) and

(2) responding to inquiries from FDEP and other involved agencies after the intent to issue
the permit was delivered to the County . These additional services were authorized in
Change Order 4 .
On July 3 , 2012 HydroMentia was authorized by the County to provide services related to
Task 1 — Additional Permit Procurement Service Work in Excess of Work Order #3 –
Chanoe Order 4.
Task 1 of Change Order 4 authorized professional services attendant with responding to
Requests for Additional Information (RAI ) to the submitted IWP application for Site 1 . These
services were provided , and the IWP for Site 1 was issued by FDEP .
Services associated with assistance in securing the Environmental Resource Permit ( ERP)
and Consumptive Use Permit (CUP) for Site 1 were ongoing .
Fees accrued for services rendered in conjunction Change Order 4 - Task 1 for Site 1
Permit Procurement through July 19th , 2012 totaled $9 , 991 of the projected $ 15 , 000 .
On July 19th HydroMentia was instructed by Indian River County Utilities staff that a new
site located adjacent 5th Street SW (Site 2) had been selected for the PC-South Facility and
that appropriate modifications must be made to the approved IWS permit, and ERP and
CUP permit applications .
Permit procurement for Site 2 are outside the scope of Change Order 4 (Task 1 ) , and the -
estimated fees for Site 2 permit procurement services are projected to exceed the
remaining balance of $5 , 009 for Task 1 Site Procurement Services . Accordingly , the
proposed scope of work for services provide in conjunction. with permitting for Site 2 are
provided below .
2 . PROPOSED SCOPE OF WORK
HydroMentia shall complete the following tasks in a timely manner, and will coordinate its
efforts with the Utilities Department and the Stormwater Division of the Public Works
Department and provide assistance in issues associated with Site 2 permit procurement for
which HydroMentia is uniquely qualified . Accordingly , HydroMentia shall rely upon the
County to provide support services such as surveying , land-use information , and hydrologic
Information , historical data retrieval and compilation , stormwater modeling , public
notifications , final word processing and CADD/graphics .
Task 1 : Site 2 Continued Permit Procurement Services
HydroMentia shall provide assistance to modify the previously approved IWP for the new
Site 2 location . . Services shall be provided on an hourly rate basis plus costs of expenses
based upon the rate schedule included in Section 3 , not to exceed a total value of $2 , 250
without approval by the County .

I FEE SCHEDULE
Payment for services shall be based upon the amounts and deliverables presented within
Table 1 . Total maximum proposed fee is $2 , 250 . Tasks 1 shall be billed on an hourly rate
