INTRODUCTION Indian River County Stormwater Division is designing another regional stormwater/canal water nutrient removal facility known as PC South . It will be located contiguous to the Indian River Farms Water Control District' s South Relief Canal within Indian River County . The facility will also treat reverse osmosis concentrate from the County' s South County Reverse Osmosis Water Treatment Plant , and includes relocation of the concentrate effluent outfall to a point approximately 2 , 000 feet east of the existing outfall into the South Relief Canal Outfall . The work associated with the reverse osmosis concentrate requires an Industrial Wastewater Permit from FDEP . A 10 million gallon per day pumping facility in the South Relief Canal will be located approximately 1 . 5 miles west of PC South , The South Relief Canal is a major tributary within the network of canals managed by the Indian River Farms Water Control District ( IRFWCD ) . The proposed treatment system is to be designed around the application of an Algal Turf Scrubber® (ATSTM ) to remove nutrients from surface waters associated with the South Relief Canal ( South Canal ) and to remove nutrients and eliminate toxicity associated with the reverse osmosis concentrate . 2 . SCOPE OF WORK HydroMentia shall complete the following tasks in a timely manner , and will coordinate its efforts , and the efforts of selected subcontractors , with the Public Works Stormwater Division and Utilities Department and provide assistance in issues associated with permit procurement and engineering design for which HydroMentia is uniquely qualified . Task 1 : Additional Permit Procurement Service Work in Excess of Work Order #3 HydroMentia was authorized by the County to provide services related to Task 1 — Continued Permit Procurement Services—of Attachment 1 of Change Order 3 , dated January 23 , 2012 . Specifically , Task 1 includes professional services attendant with 1 ) responding to Requests for Additional Information ( RAI ) to the submitted Industrial Wastewater Permit Application and 2 ) assistance in securing Environmental Resource Permits ( ERP) and Consumptive Use Permits ( CUP ) . Note that the issue of RAI responses has been completed , while the ERP and CUP permits procurement remains to be completed . In completing the effort to obtain the Industrial Wastewater Permit , it was necessary for HydroMentia to conduct work outside of the scope of Task 1 . Specifically , this work included 1 ) revisions to original application submittal to adjust for changes related to relocation of the influent pumping facility and piping network , a change resulting from conditions associated with the Indian River Farms Water Control District ( IRFWCD ) and 2 ) responding to inquiries from FDEP and other involved agencies after the intent to issue the permit was delivered to the County . HydroMentia is providing these services in a timely manner in an effort to expedite project implementation . Indian River County ATSTm Engineering Services Proposal 1 April 27 , 2012 ( Rev June 20 , 2012 ) r Hydro " ° '� � '� � South Relief Canal Algal Turf Scrubber® Task 2 : Structural Engineering HydroMentia shall contract with and support Southeast Structural Engineers , Inc . to provide construction documents and technical specifications for concrete structures as specified in Attachment A . Southeast Structural Engineers , Inc . is the same structural engineering company that designed the County' s Egret Marsh Stormwater Park , which is very similar to PC South and therefore , it is already intimately familiar with the project' s design requirements and constraints . Task 3 : Electrical Design HydroMentia shall contract with and support Wandover Consulting Engineers LLC to provide electrical design , drawings and coordination as specified in Attachment B . Task 4 : Present Worth Economic Evaluation HydroMentia shall complete a Present Worth ( PW ) Economic Evaluation for a 25 and 50 year horizon for the proposed pumping facilities and force mains to be attendant with the proposed South Canal ATSTM facility . This PW evaluation will facilitate objective comparison of two alternative designs—one oriented around a 24 "- 30" force main and one oriented around a 30 " force main . The PW methodology will be done in conformance with accepted methodologies as used in evaluations conducted for the USEPA , and as applied by the South Florida Water Management District ( SFWMD ) in its evaluation of supplemental water treatment technologies in Everglades projects . Unit pricing will be developed from updated costs as applicable to the existing construction market in Florida . Selection of materials and pumping strategies will be coordinated through those presently involved in system design for this project . Applied interest rates will be the latest EPA established rates . A letter report , complete with supporting information and engineering calculations will be prepared and submitted to the County , with a table indicating the comparative PW costs . I FEE SCHEDULE Payment for services for Tasks 1 through 4 shall be based upon the amounts and deliverables presented in Table 1 . Total maximum proposed fee is $ 83 , 990 . Tasks 1 and 4 shall be billed on an hourly rate plus expenses up to the not-to- exceed amounts listed in the table . Tasks 2 and 3 shall be lump sum amounts as specified in Table 1 and Attachments 1 and 2 . HydroMentia professional services required in conjunction with Tasks 2 and 3 shall be billed on an hourly rate plus expenses up to the not to exceed amounts listed in Table 1 and Attachments A and B . HydroMentia professional fees shall be as provided in the Time and Expense Rate Schedule included as Attachment C .
