This Work Order Number _3_ is entered into as of this 17th day of
Jute , 2012_ , pursuant to that certain Continuing Contract Agreement for
Professional Services entered into as of November 15 , 2011 , (the "Agreement" ) by and
between INDIAN RIVER COUNTY , a political subdivision of the State of Florida
( " COUNTY" ) and KIMLEY- HORN AND ASSOCIATES , INC . ( " CONSULTANT " ) .
The COUNTY has selected the Consultant to perform the professional services set
forth on Exhibit 1 ( Scope of Work) , attached to this Work Order and made part hereof by
this reference . The professional services will be performed by the Consultant for the fee
schedule set forth in Exhibit 1 ( Fee Schedule ) , attached to this Work Order and made a
part hereof by this reference . The Consultant will perform the professional services within
the timeframe more particularly set forth in Exhibit 1 (Time Schedule ) , attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of

Finish Water Stabilization Implementation
At Water Plants
PROJECT UNDERSTANDING
Kimley- Horn and Associates, Inc . completed a finish water stabilization study that recommended
implementation of a chemical feed system utilizing lime slurry and carbon dioxide to improve the
stability of the finish water .
The following scope consists of pilot testing, design , permitting, construction , and startup
services for finish water stabilization using lime slurry and carbon dioxide feed systems for both
the North Hobart and South Oslo Rd water treatment plants .
SCOPE OF WORK
TASK 1 — PILOT TESTING
Jar testing and pilot testing is recommended to validate the assumptions provided in the report,
and define the optimum mixing technique needed to maximize chemical dosage of lime and
carbon dioxide and minimize turbidity of the stabilized water stream .
Task 1 . 1 Coordination
Consultant will coordinate jar testing of existing product water from each water treatment plant
( WTP) to be tested by Cal�Flo/ Burnett Lime Company . This testing will be conducted to
determine desired range of lime and carbon dioxide (CO2 ) feed rates that can be used for sizing
pilot unit . Equipment to be used for pilot testing consists of lime feed system ( slurry provided by
Cal�Flo), carbon dioxide (CO2) tank and feed equipment (Praxair, or equal), and a mixer, which
will be furnished by Cal�Flo ' s trailer mounted pilot unit.
Consultant will provide coordination of pilot testing using Cal� Flo ' s trailer scale pilot unit and a
fabricated pilot unit . Consultant will coordinate water supply , disposal , electrical supply , and
siting of a pilot unit near the clearwell of each WTP. Consultant will coordinate arrangements for
pilot testing of Cal�Flo ' s pilot unit furnished by Burnett Lime Company and water plant
operations staff at the North Hobart WTP and South Oslo Rd WTP.
Consultant will coordinate fabrication of a small scale pilot unit for testing of a side stream of
water from the existing clearwell at the South WTP. Fabrication of supply piping and discharge
piping, electrical connections, including furnishing equipment and material will be performed by
IRCU maintenance staff. A drawing depicting the details of the pilot test unit will be prepared by
Consultant for IRCU staff to fabricate .

Task 1 . 2 — Conduct Pilot Testing
It is assumed that one fabricated pilot unit will be installed at the South WTP and the Cal�Flo
unit will be operated and tested at both the North and South WTP ' s . It is assumed that the results
of the testing by the Burnett Lime Company for both plants and the results from the fabricated
pilot unit at the South WTP can be used to extrapolate the lime and CO2 feed rates for the North
Hobart WTP . Consultant will coordinate siting, piping, and electrical needs for the trailer
mounted Cal�Flo unit at both facilities .
Consultant will provide on- site testing of fabricated pilot unit and provide observations of
Cal�Flo operation and testing, which will be conducted by Cal�Flo/Burnett Lime Company
representatives . Consultant will conduct testing of fabricated pilot unit water, and adjust feed
rates of unit in order to achieve the finish water quality goals outlined in the Stabilization Study .
Consultant will utilize IRCU ' s South WTP lab testing equipment for testing of,
• Hardness (Ca and total )
• Alkalinity (total)
• pH
• Turbidity
• TDS
• Temperature
It is assumed that up to two weeks of testing will be conducted once the pilot unit is ready for
testing. Consultant will provide up to 5 days of on- site presence during pilot unit operation and
conduct testing and adjust pilot unit settings during this phase . The pilot unit operation will not
be run continuously . Operation and testing will be conducted only during scheduled times .
Consultant will collect data for the pilot units and summarize the field data.
Task 1 . 3 — Summarize Results and Prepare Report
Consultant will summarize results in tabular form and prepare a letter report outlining the results
of the pilot testing. A letter report of our findings will be prepared and is assumed that it will be
five to seven pages in length . Graphs used to illustrate findings will be prepared if deemed
necessary .
Consultant will prepare a draft report for IRCU staff review and attend one meeting, if necessary
to discuss findings . Consultant will finalize report and submit up to four copies of letter report .
TASK 2 - DESIGN & PREPARATION OF DRAWINGS AND SPECIFICATIONS
Task 2 . 1 - Design
Consultant will design a lime feed (Ca(OH)2) and storage system, carbon dioxide feed and liquid
storage tank, and a make- up water system for the CO2 feed system , for stabilization of the finish
water of both the South Oslo Road and the North Hobart water treatment plants . The general
design will be similar in terms of process for both facilities . The general operation for both

systems will be identical and similar in nature in order to standardize operations . The system will
generally consist of lime slurry and CO2 storage tank(s), feed systems for both , make-up water for
the CO2 feed system , and modifications to the existing clearwell to improve mixing of the
CO2/Lime feed streams to the degasified blended permeate stream .
Consultant will size the storage tanks for lime and CO2, size the lime feed pumps and CO2 feed
system , and will select pumps for the lime feed system and make- up water ( if necessary ) for the
CO2 feed system at both facilities .
Consultant will evaluate the impacts on the CT calculations which were prepared for each water
plant and update the calculations for each facility . Consultant will provide updated CT
calculations for Owners use and if necessary , submittal to FDEP.
Consultant will coordinate and attend up to two (2 ) site visits with IRCU plant operations staff to
other lime feed and CO2 feed systems currently in operation or being installed at other water
treatment facilities in South Florida.
Consultant will design interior modifications to the clearwell which will be necessary for the
enhancement mixing of lime and CO2 . It is assumed that each clearwell bay (2 — South Oslo
Road plant, 4 — North Hobart plant) will house a mixing chamber and/or device .
Consultant will evaluate procurement methods for purchase of Cal �Flo due to its proprietary
status and evaluate options for purchase of CO2 from multiple vendors .
Consultant will provide structural calculations and design of the lime slurry and liquid CO2 tank
slabs in accordance with the new Florida Building Code adopted March 15 , 2012 .
Consultant will design a make- up water supply for the CO2 feed system which may require more
than 100 gpm of supply water, consisting of two options : finish water supply from the
distribution system , or booster pumps which draw water from the clearwell .
Consultant will prepare an operating philosophy for the operation , control , and monitoring of the
feed systems . Operating logic will be included in the technical specifications used in bidding the
project .
Consultant will provide electrical engineering services to serve the proposed chemical feed and
storage systems , PLC systems , and instrumentation and control system . The design will consist
of power distribution , electrical load calculations, site lighting, conduit and wire design , and
panel design . The electrical engineering scope will consist of coordination , meetings, field
investigation, drawing production, schematics , panel schedules , technical specifications , and
opinions of probable construction costs .
The Consultant will submit an updated opinion of probable construction cost for the project,
based on 90% submittal and after final documents are prepared .
Task 2 . 2 — Prepare Drawings and Specifications
The Consultant will prepare design drawings of the proposed improvements at both water plant
sites , consisting of the following sheets :

• Cover with site location map, one ( 1 ) sheet
• Site plans (2)
• Equipment and piping plans (2)
• Clearwell plan and details (2)

• Electrical — power, I&C, lighting (6- 10)
• Detail sheets and IRCU standard details (2- 3 )
Preparation of final construction drawings will consist of 24" x 36" and 11 " x17 " drawing sizes in
electronic format in AutoCADD 2011 version in real world coordinates . Detailed drawings of
specific construction items that may be required for this project will be provided . IRCU Standard
detail sheets will consist of up to three sheets .
It is assumed that Auto CAD base file of the North Hobart plant can be furnished from IRCU and
that existing information of the site does not need to be re- created .
Consultant will prepare 90% drawings and submit up to six (6) sets for review by Owner.
Consultant will attend a review meeting to discuss owners ' comments and incorporate owners '
comments into a final set of drawings .
Consultant will attend the following meetings to discuss the objectives and progress of the project
and design requirements specific to this project :
• Kick- off meeting
• Progress meeting at 90% completion
Consultant will prepare technical specifications for the project
Task 3 — PERMITTING
Consultant will prepare and submit two (2) FDEP permit applications , FDEP form 62 - 555 . 900( 1 )
for the proposed water treatment plant modifications . The FDEP application fee for one water
plant at the time of this writing is $ 12 , 500 , of which is not included in this scope . Consultant will
prepare drawings and specifications , the application, and supporting information for permitting
agency review . Consultant will respond to up to two requests for additional information ( RFI ' s)
from FDEP . Responses to unreasonable RFI ' s are not included .
A preliminary design report consisting of the pilot test results and preliminary design information
will be included with the FDEP submittal package .
It is assumed that minor and major site plan approvals are not necessary for the improvements at
each water plant site since the improvements will be less than 1 , 500 sq ft, and that only a
technical review committee (TRC) review will be necessary . Consultant will prepare documents
and submit to the TRC and attend one meeting with TRC to answer questions and receive
confirmation that a site plan approval (minor or major) will not be necessary .

Task 4 — CONSTRUCTION PHASE SERVICES
The Consultant will provide construction phase services for this project, consisting of bid phase
assistance , preparation of contract documents, shop drawing review , meeting attendance ,
construction field observation , and preparation of record drawings based on contractor red lines
(in electronic format in AutoCADD 2010 version in real world coordinates on CD) .
It is anticipated that the duration of the construction phase (notice to proceed to final completion)
will be five to six ( 5 -6) months and that on-site construction observations will be conducted
commensurate with the level of construction activity for each project.
The Consultant will incorporate the Owner ' s contract documents into the plans and specifications
developed in Task 2 to create the project manual . This will serve as the Contract between the
Owner and the selected contractor for each of the construction contract . Any revisions to the
Owner' s contract documents can be provided by the Consultant, as additional services .
During the bidding phase, the Consultant will respond to contractor questions and prepare a
reasonable number of addendums, if required , which will be distributed to all the contract
document holders . The Consultant will attend one ( 1 ) pre-bid meeting at the project site or
Owner' s office . IRCU purchasing department will monitor the bid process and sell project
manuals , consisting of drawings , specifications , and all addendums .
Shop drawing submittals will be reviewed for conformance with the intent of the contract
documents . Shop drawings will be submitted directly to the Consultant . The Consultant will
review the submittals and return copies to the contractor and Indian River County Utilities .
The Consultant will coordinate and attend one ( 1 ) project status meetings per month for
coordination and status updates of the project with the Contractor and Owner. The Consultant
will also review pay requests and provide recommendations for payment to Indian River County
Utilities for the progress of the work . The Consultant may recommend Change Orders to Indian
River County , and will review and make recommendations related to Change Orders submitted or
proposed by the Contractor.
Construction observation will be provided by a field inspector. Total observation time is
anticipated to be approximately 220-hours . This is based on 16-hours per week of field
observations for three months of construction activity . The Consultant' s visits will be for the
purpose of endeavoring to provide the Client a greater degree of confidence that the completed
work of its contractors will generally conform to the construction documents prepared by the
Consultant . The Consultant neither guarantees the performance of contractors, nor assumes
responsibility for any contractor ' s failure to perform its work in accordance with the contract
documents . Work that the Consultant believes does not comply with the contract documents will
be brought to the attention of Indian River County Utilities and the contractor. The Consultant
shall have no responsibility for any contractor' s means, methods , techniques, equipment choice
and usage, sequence, schedule , safety programs , or safety practices, nor shall the Consultant have
any authority or responsibility to stop or direct the work of any contractor.

A punch- list will be prepared for the items that need to be completed for final closeout of the
project. The Consultant will perform two site visits with the contractor to review the status of the
completion of these punch- list items .
The Consultant will prepare record drawings of the pipeline project using information provided
by the contractor. An electronic copy in AutoCAD format on a CD- ROM , and two sets of prints
will be delivered to Indian River County Utilities upon completion of this project .
TIME SCHEDULE
In general , the following schedule is anticipated and is dependent on information and direction
received in a timely manner ;
Pilot Testing 4 - 5 weeks from NTP
Design/Permitting 8 — 12 weeks from NTP
Bidding/Advertising 6 — 8 weeks from design
Construction 4 — 5 months from bidding
Operational startup 1 month from construction
Consultant will conduct Task 1 . 1 and 1 . 2 within 4- 5 weeks from notice to proceed assuming the
pilot test unit is available in this time frame . Preliminary conversations with Cal�Flo indicate that
the unit should be available 24 weeks from the request .
Depending on the test results from the pilot testing, preparation of the report (Task 1 . 3 ) should be
completed within 2 -3 weeks after Task 1 . 2 is complete .
The design tasks can commence upon notice to proceed and proceed concurrently with pilot
testing . Final sizing of equipment and mixing elements cannot be completed until the pilot
testing is completed . It is anticipated that design Task 2 can be completed within 7 —9 weeks .
Bidding can commence concurrent with permitting, and is anticipated to take up to 8 weeks .
Construction and operational startup could take up to 6 months from notice to proceed with a
qualified contractor.
FEE SCHEDULE
We will provide these services in accordance with our Continuing Services Contract Agreement
for Professional Services dated November 15 , 2011 , with Indian River County .
The Consultant will provide professional services for Task 1 through Task 4 on a lump sum fee
basis as follows :

ADDITIONAL SERVICES
The following services are not included in the Scope of Services for this project, but may be
required depending on circumstances that may arise during the execution of this project .
Additional services include , but may not be limited to the following :
• Fabrication of the pilot unit
• Pilot testing at the North Hobart Plant beyond what will be performed with the Cal�Flow
pilot unit
• Any impacts or modifications to facilities as a result of revised CT calculations beyond
those listed in this scope are considered additional services .
• It is assumed that existing geotechnical data and information from the existing facility is
adequate and no other borings or geotechnical testing will be necessary .
• FDEP permit application fee
