This Work Order Number 19 is entered into as of this 12 day of January ,
20 10 pursuant to that certain Continuing Contract Agreement for Professional Services
entered into as of April 7, 2007 ("Agreement"), by and between Indian River County, a
political subdivision of the State of Florida ("COUNTY") and
Kimley-Horn and Associates Inc. ("CONSULTANT").
1. The COUNTY has selected the Consultant to perform the professional services
set forth on Attachment 1, attached to this Work Order and made part hereof by this
reference.
2. The professional services will be performed by the Consultant for the fee
schedule set forth in Attachment 1, attached to this Work Order and made a part hereof by
this reference. The Consultant will perform the professional services within the timeframe
more particularly set forth in Attachment 1, attached to this Work Order and made a part
hereof by this reference all in accordance with the terms and provisions set forth in the
Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work
Order shall conflict with the terms of the Agreement and the terms of the Agreement shall
be deemed to be incorporated in each individual Work Order as if fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of
the date first written above.

Demonstration of 4 -log Virus Treatment of Ground Water Rule
North and South RO Water Treatment Plants
Project Understanding
In response to the US EPA Federal Groundwater Rule, Florida's public water systems (PWS) that
use groundwater will have to comply with the new rule effective December 1, 2009. Although
the USEPA approved groundwater rule has not been incorporated into the Florida Administrative
Code and is not expected to be approved until late 2010, any Florida PWS must still comply with
the Rule. The intent of this rule is to increase protection against microbial pathogens in PWS's,
which essentially requires additional microbial monitoring for all PWS's. If 4 -log (99.99%) virus
treatment can be demonstrated by each of the treatment facilities, source water and finished water
"triggered" and "assessment" microbial monitoring will not be necessary, which will reduce the
amount and frequency of bacteriological testing. Achieving 4 -log removal requires written
approval by FDEP.
Indian River County Utilities staff has requested Kimley-Horn and Associates, Inc. prepare and
submit a demonstration of 4 -log removal/inactivation of viruses summary for both regional water
treatment facilities, the North Hobart and South Oslo Road membrane water treatment facilities.
The intent is to receive written approval by FDEP of four -log virus treatment for both facilities
under the current Guidelines for Four -Log Virus Treatment Treatment of Ground Water,
Drinking Water Section, Florida Department of Environmental Protection, October 2009.
SCOPE OF SERVICES
The Scope of Services for Work Order #19 consists of the following:
Task 1 — Prepare Water Plant Schematics
Consultant will prepare a water plant schematic of the water plant components which are relative
to demonstrating 4 -log removal/inactivation, consisting of treatment components, chlorine
injection points, monitoring locations, clearwell, ground storage tank, high service pumps, etc.
Consultant will prepare schematics for both the Hobart (North) and Oslo (South) water treatment
plants.
Owner will furnish electronic version of the Hobart water plant schematic for use in preparation
of submittal to FDEP. Consultant will submit water plant schematics to FDEP as part of the
information in demonstrating 4 -log virus treatment.
Task 2 — Review Historical Data of Water Plants
Consultant will review historical water plant operating data which can be used to calculate the
appropriate "CT" (chlorine residual � C and contact time �T). The parameters needed to
calculate CT consist of pH, temperature, chlorine residual, and volumes of tanks/clearwell/piping.

Consultant will review water system configurations and monitoring locations, and conduct a site
visit to both facilities in order to review consistency of installed equipment with water plant
schematic.
Task 3 — Identify Log Virus Credits
Consultant will identify log virus credits for each of the existing treatment components and
calculate required CT to achieve the 4 -log virus reduction. Consultant will identify indirect
integrity monitoring that is required to achieve at least 2 -log virus reduction for the membrane
treatment system and review if the elements may require additional monitoring to comply with
the appropriate virus reduction. Consultant will identify indirect integrity monitoring for the raw
water blend, considered to provide 1 -log virus reduction.
A required "C" will be calculated for both water treatment facilities which will provide the 4 -log
virus removal/ inactivation.
Task 4 — Submit Certification/Demonstration
Consultant will prepare and submit a demonstration/certification form that is consistent with the
FDEP's October 2009 Guidelines for 4 -log virus treatment of groundwater. The submittal will
consist of Cover Sheets for Demonstration of Four -Log Virus Treatment of Groundwater form (5
pages), schematics, CT calculations, certification of standby equipment, proposed minimum
chlorine residual, monitoring plans, proposed monitoring equipment, and operating requirements.
One draft copy of submittal will be provided to Owner for review. Consultant will meet with
Owner to review submittal and incorporate comments in to submittal to FDEP.
Task 5 — Response to Request for Additional Information
Consultant will respond to one reasonable request for additional information and/or clarification
from FDEP.
SCHEDULE
Consultant will prepare a draft demonstration of 4 -log removal with attachments for Owner
review within three (3) weeks of notice to proceed.
FEES
We will provide these services in accordance with our Continuing Services Contract Agreement
for Professional Services dated April 7, 2007 with Indian River County.
The Consultant will provide professional services for Task 1 through Task 4 on a lump sum fee
basis as follows:

Additional Services:
The following services are not included in the Scope of Services for this project, but may be
required depending on circumstances that may arise during the execution of this project.
Additional services include, but may not be limited to the following:
a Design drawings of any addition to the facility as requested by FDEP.
a Permit applications for any plant component additions which may be necessary.
a Direct integrity testing technology is assumed to not be available, but can be researched
as an additional service.
a Fees for demonstration or FDEP review
