WORK ORDER NUMBER 1 I a , To a
This Work Order Number 1 is entered into as of this 13 day of
December 2011 pursuant to that certain Continuing Contract Agreement for
Professional Services entered into as of November 15 , 2011 , (the "Agreement" ) by and
between INDIAN RIVER COUNTY , a political subdivision of the State of Florida
( " COUNTY" ) and MASTELLER & MOLER , INC . ( " CONSULTANT" ) .
The COUNTY has selected the Consultant to perform the professional services set
forth on Exhibit 1 ( Scope of Work ) , attached to this Work Order and made part hereof by
this reference . The professional services will be performed by the Consultant for the fee
schedule set forth in Exhibit 1 ( Fee Schedule ) , attached to this Work Order and made a
part hereof by this reference . The Consultant will perform the professional services within
the timeframe more particularly set forth in Exhibit 1 (Time Schedule ) , attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

NON - EXCLUSIVE PROFESSIONAL ENGINEERING AGREEMENT
CONTINUING CONSULTING SERVICES
" EXHIBIT 1 "
( Scope of Work )
• Project Description
Work Order # 1 provides for professional engineering services to include land surveying and
engineering services to support the construction of a stormwater reuse supply and
treatment system to expand Indian River County' s reuse water system supply capacity .
The project will generally involve development of a stormwater reuse pumping station on
property at the northeast corner of 66th Avenue and 57th Street . Said land is currently
owned by the Indian River School District . At this location a Stormwater reuse treatment
system and pumping station can be developed to obtain Stormwater from the adjacent
Indian River Farms Water Control District ( IRFWCD ) Lateral A Canal . At this location the
County' s existing reuse water system coming from the West Regional wastewater
treatment plant changes in size from 12 " to 16" in diameter . The proposed Stormwater
reuse pumping and treatment facilities will also be equipped with a high service booster
pump that will allow for maintaining the reuse flow rates from the West Plant to the new 3 . 0
MG reuse storage tank on 77th Street ( Hobart Road ) . It is anticipated the construction cost
for the project will be $ 11815 , 000 . 00 .
A brief description of the scope of services and deliverables for Work Order # 1 is provided
below :
• Scope of Services
Task A — Conceptual Design Coordination
Masteller & Moler, Inc . will develop a Conceptual Design for the Stormwater Reuse
Pumping & Treatment Facilities to include selection of surface water pumps , bar screens ,
filter equipment , booster pumps , and liquid chlorination equipment . We shall advance the
conceptual design to a point where the special arrangement of these facilities is sufficiently
accurate to identify the size of the parcel of land needed to support the pumping &
treatment facilities as well as supporting access driveway , stormwater management
features , landscape buffers and fencing .
Once the Conceptual Design has been accepted by County Utilities , Masteller & Moler, Inc .
will provide assistance to the County to obtain Conceptual Approval of the proposed project
from both the Indian River School District ( IRSD ) and Indian River Farms Water Control
District ( IRFWCD ) . This may involve meeting with IRSD and IRFWCD staff and attendance
at board meetings .

The Engineer shall not proceed to perform further tasks beyond Task A in this Work
Authorization until the County has accepted the Conceptual Design and provides Engineer
with a written Notice to Proceed to the next task .
Task B — Limited Site Topographic Survey
Masteller & Moler , Inc . through its land surveying affiliate will perform a limited site
topographic survey to support design of the proposed stormwater reuse improvements for
this project . The survey shall include sufficient information on the site as well as within the
adjacent Indian River Farms Water Control District' s Lateral A and 57th Street right- of-way
including its bridge at 66th Avenue .
Task C — Engineering Design Services
Masteller & Moler , Inc . shall perform engineering design services to prepare Construction
Plans and Technical Specifications to allow for the construction of the following stormwater
reuse improvements for this project :
1 . Stormwater reuse connection to the IRFWCD Lateral A Canal ;
2 . Stormwater pumping station wetwell with debris screen and concrete slab ;
3 . Stormwater pumping station with duplex variable speed pumps rated at maximum of
1 , 000 gallon per minute capacity at sufficient pressure to direct flow through the
proposed treatment system ;
4 . Stormwater reuse filtration system with automatic backwash discharge system , turbidity
monitoring , and flow metering ;
5 . Liquid ( Sodium hypochlorite ) chlorination system ;
6 . Duplex High Service Booster Pumping Equipment with variable speed system to pump
treated Stormwater to the new 3 . 0 MG reuse storage tank on Hobart Road ;
7 . Duplex High Service Booster Pumping Equipment with variable speed system for
existing IRC reuse main to allow for maintenance of flow rate of reuse water flows from
the West Regional Plant to the 3 . 0 MG reuse storage tank on Hobart Road ;
8 . Backwash force main extension to the existing IRC sewage lift station approximately
1000 ' east of the site ;
9 . Piping connections to the IRC existing 16" reuse main along 57th Street ;
10 . Site Entry driveway with access to 57th Street and site fencing / lighting / buffer
landscaping .
The proposed high service booster pumps , valves , piping , variable speed controls , turbidity
monitoring , flowmeter , and chlorination system will be designed to be contained within an
attractive , air conditioned package structure to be mounted on a concrete slab .
The above described improvements will be described in a Preliminary Engineering Report
( PER ) which will document the project' s design criteria .
In order to support the above described engineering design , we shall also retain
geotechnical / structural , and electrical engineering sub-consultants for design of structural
engineering and power supply elements , respectfully .

The Engineer shall not proceed to perform further tasks beyond Task C in this Work
Authorization until the County has accepted the Engineering Design and provides Engineer
with a written Notice to Proceed to the next task .
Task D — Boundary Survey / Legal Description
In order that the County may secure the land needed for this project , we shall prepare
a
Boundary Survey of the land area needed on the Indian River School District lands for
construction of the stormwater reuse pumping station , treatment facilities , booster station
structure , and related improvements . We will prepare appropriate copies of the Boundary
Survey for the County Attorney' s office in order that the County may secure and record the
parcel acquisition from the Indian River School District for this project .
Task E — Permitting
We shall coordinate making applications to obtain approvals / permits to authorize
construction of the project improvements as follows :
Florida Department of Environmental Protection Construction Permit
St. Johns River Water Management District Consumptive Use Permit
USACOE Culvert Connection Nationwide Permit
Indian River County Minor Site Plan Approval
Indian River County Land Clearing Permit
Indian River County Type A Stormwater Permit
Indian River Farms Water Control District Construction Permit
Indian River County Right-of-Way Permit
Any NPDES permitting required for this project will be required in the contract
specifications to be obtained by the successful bidding contractor . These services are not
included within our fee .
This proposal does not include any environmental services relating to wetland impacts or
threatened & endangered species other than the above described USACOE NWP . It is
understood that the County' s Environmental Planning Department will provides these
services if required .
The Engineer shall not proceed to perform further tasks beyond Task E in this Work
Authorization until the County provides Engineer with a written Notice to Proceed .
Task F — Bidding & Construction Services
Masteller & Moler , Inc . will work with Indian River County to allow for bidding of the
proposed construction work to be described in the Construction Plans and Technical
Specifications . We shall attend a Pre-bid meeting to describe the project to bidding
contractors . We shall review the bids to be received by the County Purchasing Department
and make a recommendation for award of the contract to the lowest qualified bidder .

Masteller & Moler , Inc . will provide assistance during bidding and periodic observation of
construction of the reuse improvements described above on an as - needed basis to
observe that construction is in reasonable compliance with the Contract Plans and Permits .
We will also attend meetings , review shop drawings and monthly pay estimates from the
Contractor . Following successful completion of the Contract work as evidenced by as -
builts and testing by the selected Contractor , we shall prepare Engineer' s Certificates
confirming that the project improvements have been constructed in substantial
conformance with design plans and specifications . We shall also assist to submit requests
for clearances to operate the completed systems to the Florida Department of
Environmental Protection .
