HomeMy WebLinkAbout12/9/19701 WEDNESDAY, DECEMBER 9,'1970 The Board of County Commissioners of Indian River County, .Florida met in regular session at the Courthouse, Vero Beach, Florida on Wednesday,.December 9, 1970 at 8:30 o'clock A. M. Present were Jack U. Dritenbas, Chairman; Richard P. Bogosian, Vice Chairman; D. B. McCullers, Jr.; Alma -Lee Loy and Edward J. Massey. Also present were Jack G. Jennings, County Administrator; Paul D. Burch, Attorney to the Board of County Commissioners;, James Reams, Deputy Sheriff; and Alfred H. Webber, Ralph H. Stewart and Janet N. Turpan, Deputy Clerks. The Chairman called the meeting to order and asked if there were any additions or corrections to the minutes of the regular meeting of November 18 or to the special meeting of November 25. The County Administrator explained that the termite quotations z from the Exterminating Companies proposed in the meeting of November 18 were in error and that a bug control program has been awarded to Orkin Exterminating Company. Motion was made by Commissioner Loy, seconded by Commissioner Massey and the minutes of the.regular meeting of November 18 and the minutes of the special meeting of November 25 were unanimously approved as written. On Motion of Commissioner Loy, second of Commissioner McCullers, the Board unanimously voted approval of the bonds of J. Dale Sorensen; P. W. Taylor, Jr., M. :D.; and Aurelius J. Brackins, 0 the newly elected Trustees of the Indian River County Hospital District; and of Jack U. Dritenbas and Richard P. Bogosian, newly re- elected County Commissioners. Wel.(Ford Hardee appeared before the Board and reported on plans for a mobile Nome development on Lindsey Road in the Gifford area. On Motion of Commissioner McCullers, second of Commissioner Loy, �o�-10 1970 8 yt �44-44.�A N" the Board unanimously voted that the Attorney to the Board prepare release of easement as requested by B. T.. Cooksey on behalf of Indian River Flying Service. The Administrator was requested to estimate the cost of culvert and one quarter mile of road construction as requested by Indian River Flying Service and report tb the Board. On Motion of Commissioner Bbgosian, second of Commissioner Loy, the following Release of Easement was unanimously approved:. TRAINER, his wife, parties of the second part, WITNESSETH: For and in consideration of the sum of Ten Dollars ($10.00) and other good and valuable considerations in hand paid by the parties of the second part to the party, of the first part, the receipt whereof being hereby acknowledged, the said party of the first part does herewith release, dis- charge and quit claim unto the said paities of the second part, their heirs, legal representatives and assigns, forever, the easement in favor of the party of the first part on real property situated in Indian River County, Florida, which said easement is as follows: The drainage and utility easement as shown on the Plat of Idlewild Subdivision, according to the plat thereof as recorded in the office of the Clerk of the Circuit Court of Indian River County, Florida, in e Plat Book 6, page 34, over, on and across the South three (3) feet of Lot 1, Block 4; and the North three (3) feet of Lot 3, Block 4, of said Idlewild Subdivision. On Motion of Commissioner Bogosian, second of Commissioner McCullers, the Board unanimously voted that it has no objections to the placing of a submarine cable across the Indian River at the Merrill P. Barber Bridge. On Motion of Commissioner Bogosian,.second of Commissioner Massey, the Board unanimously voted that the Right -of Way Department be authorized to release easement in A. A. Berry Subdivision in order that the easement may be moved thirty five feet to the north,' approval of documentation to be made at a'later meeting.. T On Motion of Commissioner Loy, second of Commissioner Bogosian, the Administrator was unanimously authorized to advertise for bids for purchase of a new dragline bucket. On Motion of Commissioner McCullers, second of Commissioner Massey, the Administrator was unanimously authorized to purchase a new calculator, cost not to exceed $350.00. The Administrator was authorized to use County forces for work to be done on the Health Department Building, cost to approximate $250.00. The -hour of 10:00 o'clock A. Pat McBride, Pastor of the First United Methodist Church; Arville Renner, Pastor, Christ by the Sea United Methodist; Jim Thompson, District Missionary Ministerial Association; and James Graves, Pastor First Baptist Church all spoke in opposition to the change. Walter Buckingham and James Barrett also spoke in opposition to the change. County resolves: 1. Pursuant to Section 194. 47, Florida Statutes, Ralph Harris,. as Clerk of the Circuit Court in and for Indian River County, Florida, has prepared in triplicate and delivered this date to the Board of Count Commissioners of Indian River. County, Florida, in duplicate' Y Y a complete schedule or list, duly certified by him, of all lands in Indian River County, Florida, upon which tax certificates were issued at the County Tax Collector's sales of lands for unpaid delinquent taxes r held on June 1, 1967 and May 31, 1968, as were bid off by said Tax Collector for said County and .which takes have not been redeemed or purchased. . 2. One said schedule or list has been retained by the said Clerk of the Circuit Court and is on file in his said office, the second said schedule or list is attached as Exhibit A to this Resolution, and the third said schedule or list shall be delivered this date to Paul D. That these machines may be fine machines but that the Cleveland machine cannot be viewed without traveling out of the•Sin te. That the County has been unable to find any place where the machine has been time proven. That the Cleveland machine is assdmbled in Canada from parts from many different cities in the United States, which might result in a service problem. That the County has many times spent considerable money on repairs and service for other makes of machinery; however the Caterpillar machines have always been of little cost in maintenance to the County and have lasted over periods of twenty�years,or more, and because of the availability of parts and service for the ''r 9 Caterpillar, and becauselof the interchangeability of the parts, it is the opinion of the Board that the bid of Kelly Tractor Company in the'amount of $30,189.00 is the lowest and best bid of a time proven and tested machine. On Motion of Commissioner Loy, second of Commissioner Bogosian, the Board unanimously reappointed Ed Schlitt and Donald Macdonald as members of the East Central Florida Regional Planning Council. Commissioner McCullers left the meeting. A traffic problem of Thomas Ross was referred to the Administrator. A protest concerning the•odor at the County landfill was received from Alton Stacey. No action was taken,by the Board. Commissioner Loy requested that the Administrator preparea + small map locating County owned lands.
