RE : HB 5301 Medicaid Services
Dear Senators Haridopolos and Negron, and Representatives Mayfield and Goodson.
On March 9, 2012 , the Florida Legislature passed HB 5301 related to Medicaid billings issued by the
Agency for Healthcare Administration (ARCA) to Florida counties. The ramifications of HB . 5301 to
Indian River, County are significant. The bill results in the forced payment by Indian River County
taxpayers of an estimated $ 1 ,233 ,436 of questionable AHCA billings. Since changing its computer
system in 2008 , AHCA' s bills have been riddled with incorrect residency information, duplicative
billings, incorrect rates, etc . Rather than correct this situation, SB 5301 requires forced payment by the
counties. Worse yet, SB 5301 perpetuates the problem going forward by requiring counties to. pay
future bills, whether accurate or not, and then seek reimbursement by appeal.
The Indian River County Board of County Commissioners believes so strongly that the approach of
HB 5301 is wrong that on March 13 , 2012 , it voted unanimously to send the attached letter
to
Governor Scott asking him to veto the measure. The letter sets forth in greater detail the Board' s
objections to SB 5301 .

Each of you represents a portion of the taxpayers of Indian River County upon whom the burden of SB
5301 will fall . Accordingly, also on March 13 , 2012 , the Board voted unanimously to send this letter
requesting an explanation as to why you, as our local representatives, voted in favor of SB 5301 . In
the Board' s view, if the AHCA billing system is defective, the solution lies in correcting the system,
not in forcing the counties to pay the questionable bills. From your vote, however, it appears that you
have a different view or perspective on the issue.
