TUESDAY, SEPTE=R 3rd, 1929.
The Board of County Commissioners in and for Indian River County, Florida, met at
the Court House in Vero Beach, air 10 o'clock A.M.Tuesday, September 3rd 1929, with the
following members of the Board present: Albert 0. Helseth, Chairman; J.D.Yongue; J.W.
IsBruce; J.J.P.Hamilton and John H. Atkin. also present were Miles Warren, Clerk, and
Clark S. Rice, Sheriff.
The minutes of the previous meetings were read and approved.
The Hour of 10 o'clock having arrived, and due notice having been given, as
rewired by law, that at this time "the Board would receive .sealed bids for the
or acquisition of a site for the erection of a Court House and or Jail thereon, and
such notice having been published in the Fero Beach Press -Journal, as required by law,
the Clerk proceeded to open and read such proposals as were then on file. All of
proposals being as follows:

We beg to submit the following for your consideration as a site for the
Indian River County Court House and Jail:
Block 11, McAnsh Park,Price $2,000. subject to
taxes and assessments.

I herewith and hereby offer to the Indian River County, for Court House
and Jail, all of Block 14, Original Town, Vero Beach, except lots 8 & 9, for the sum
of 051,000.00, and will give clear title with the exception of past due =taxes and
. assessments.

To the Honorable Board of county Commissioners
of Indian River County, Florida:
We understand that your Honorable body has been considering the purchase of the
building in the City of Vero Beach, known as the Campbell arcade for the use of Indian
River County as a, Court House, and in view of this we are making you this propositions
'we have been authorized by the owners of the first mortgage on said building to
offer said mortgage for sale ar its face value° plus accrued interest to date of trans-
fer, and we are, therefore, in position to assign on behalf of the owners this mort-
gage to Indian River County, the principal of which is Twenth thousand dollars, and on
which there is delinquent interest from July 10, 1926s, at eight per cent per annum. The
County or any other purchaser of this mortgage would not be called upon to pay a com-
mission, as the owners of the mortgage are paying the commission themselves.
The mortgage is subject to foreclosure at any time and the price quoted would be
the entire cost of acquiring the building to the County at foreclosure sale, except the
cost of the foreclosure proceedings.
We would be glad to go into this matter further with you if you care to do so.

Gentlemen: -
As a site for County Court House and Jail, I beg to submit the following:

.West theee and sig tenths (3.6) acres of the South half of the South-west
quarter of the South-west quarter of Section 36, 'Township 32 South, Range 39 East.
This land lies approximately 1320 feet East of State Road No. 4, South of the
main canal and adjoins Royal Park subdivision on the North side, has a road along the
west side and a road along the South end.
This tract is high and dry and far enough removed from the business section of
City to be out of the noise of traffic, etc. the title is free and clear. The price of
this tract is $3600.00

After considerable discussion, and viewing the various sites offered, and thoroughly
considering each and every site, the location thereof, and the price for which same vas
offered, a secret ballot was taken with the following results
Pwoposition #3 received 3 votes
Proposition #1 received 1 vote
Proposition #7 received 1 vote
It was therefore declared that Proposition ##3, receiving a majority of the votes cast
and is hereby declared and selected as the site of permanent Court Mouse and/or Jail,
such proposition being any five acres in Brae Burn Park aubdivision and offered by J.11d.

IWs A. V. Young appeared before the Board and presented resolutions passed by the
Woman's Club of Vero Beach, and the Business and Professional Viomen's Club of the County
endorsing the County burse. acs. M. Mattmueller appeared before the Board representing
the American Legion Auxiliary and endorsed the County Furse. It was ordered that the
resolutions be accepted.
Paul lather and Bert Kersey appeared before the Board regarding the F°l.uther Road*
at Winter Beach. It was ordered that Commissioner Hamilton and the County Engineer place
the road in condition.
Vt . E. Evans, County Agent, appeared before the Board and filed his monthly report of
activities of his office.
It was moved , seconded and carried that all bills of the h.e ri.f f , County Judge , and
Clerk be referred to the Board's attorney and the attorney prepare forms for each offer
to submit such bills in accordance with the Statutes.
Letter was received and read from T. F. Falmer objecting to certain drainage on Road
G-7. The same was referred to Commissioner IeBruce and the County -Engineer for attention,
It mas moved, seconded and carried that as soon as the Board's Attorney submits form
for the County Judge, sheriff and Clerk to prepare and present criminal cost bills on tha•
a special meeting will be called end held f or the purpose of passing on and paying such
bills as are proper and made in compliance with law.
It was ordered on motion of Commissioner Druce that R.I,.:Sutherland, deceased, and;
Mrs. Gordon Miller, whose husband has been released from jail be stricken from the pauper
lust.
It was ordered on motion of Commissioner Yongue that Mrs. F. 3. Carpenter, Sebastian

It was ordered on motion of commissioner Hamilton that lErs. Louie good, of winter I,,,.
Beach be paid a. mother's pension warrant in the sum of 425.00 for the month of June.,
which was not paid her by reason the County Nurse had reported that she had gone to the
State of Georgia.
The County Judge filed his report of fees and ranumerations for the six months

It was moved by Commissioner Hamilton and seconded by Commissioner Yongue that the

Board instruct J.P.Geyer to remove house off road right-of-way at Gifford know -n as South
Gifford road East of Mate road #4 on center of section 26 Tp 32 ,S.R.39 East.
It was ordered that the County Engineer grade and marl for City of Vero Beach,

Rosewood Boulevard and charge the cost to the City on account of tax settlement.
It was ordered that the road at intersection of Oslo Road and old Dixie Highway
be patched.
The County Depositories filed their monthly accounts of the various funds showing
receipts and disbursements of the various funds, which having been checked were found tO
be correct.
The several bills and accounts against the County having been audited, were examined,'
and found to be correct, and warrants ordered issued in settlement of same. The said
bills and accounts being on file in the clerk's office and made a part of these minutes.
The warrants so issued in settlement of said accounts and bills being listed completely
in the County Finance record, as to date, number, to whom payable, purpose of expendi-
ture, and amount, and from which fund so issued, and the list so recorded in said County
Finance record is made a. part of these minutes as fully and completely as if the said
warrants were set out herein in detail.

The following resolution was introduced by Commissioner LaBruce:
VMREAS, the Board of county Commissioners of Indian River County, Florida, has

heretofore pursuant to law duly advertised for bids for the construction and equipment of
a jail in and for said County and pursuant to such advertisement has received bids for
the construction and equipment of a jail for said County, and,
WHEREAS, the Board of County Commissioners has heretofore determined that the bid of
Pauly Jail Building Company for the construction and equipment of said Jail was the most
satisfactory bid and that said 1^auly Jail Building Company was and is the lowest respon-
sible bidder for the construction and equipment of such jail at and for the sum of Twent
two thousand dollars, and
REAS, the Board of County Commissioners has given notice that it would act upon
the question of the construction and equipment of the Jail in and for said County at this
meeting; therefore,
BE IT RESOLVED by the Board 'of County Commissioners of Indian River County,Florida,
that said Board does hereby determine that it is for the best interest of said County to
construct and equip a jail therein and that the bid of Paul Jail Building Company for the
construction and equipment of such jail, according to the plans and specifications in
such bid set forth, according to the plans and specifications in such bid set forth, is
the best and most satisfactory bid and that said Company is the lowest responsible bidder;
BE IT FURTHER RMOLVED by the Board of county Commissioners of Indian River County,
Flom:- v.. that the -bid of Pauly Jail Building company for the construction and equipment
of a Jail in and for said County at and for the sum of twenty-two thousand dollars, acc-
ording to the plans and specifications set forth in said bid, be, and the same is,hereby
accepted, and the c.'haiaman and Clerk of said Board be, and they are hereby authorized and
empowered to execute, on behalf of and in the name of said Board, a contract with said
Pauly Jail Building Company for the construction and equipment of said Jail; provided
said Company shall furnish to said Board a bond with satisfactory security in an amount
equal to the amount of said contract conditioned for the faithful performance of said
contract according to law.
Upon being put to a vote, the resolution was unanimously adopted.
There being no further business on motion duly made, seconded and carried, the Board
