The Board, of County Commissioners of Indian River County,
Florida met in regular session at the Courthouse, Vero Beach,
Florida on Wednesday, February 24, 1971 at 8:30 o'clock A. M.
Present were Richard P. Bogosian, Chairman; Alma Lee Loy, Vice
'irman; D H. McCul7.ers, Jr.; Jack U. Dritenbas and Edward J.
Massey. Also present were Jack G. Jennings, County Administrator;
Paul D. Burch, Attorney to the Board of.County Commissioners; James
Reams, Deputy Sheriff; Alfred H. Webber, Ralph H. Stewart and Janet
N. Turpan, Deputy Clerks. a
The Chairman called the meeting to order and asked if
there were any additions or corrections to the minutes of the•
r cj, lar meeting_ -:of February -,10, 1971. Comr6i6aioner Loy- retested
that a sentence be added on page 4 following the bid openings
"The Clerk was instructed to take the bids for tabulation".
Commissioner Loy also requested that the names in Paragraph 3,
Page 21 read"Harry Butler and Doug Strickland"; she also requested
a typogkaphical error in the spelling.of Ramos in the 4th Paragraph,
Page 21 be corrected.
On Motion of Commissioner Massey, second of Commissioner
McCullers, the Board unanimously voted, on recommendation of
Commissioner Dritenbas, that the policy of the minutes be changed
to reflect the absence of any Commissioner in the action of the
motion.
Dewey Walker, County Zoning Inspector, reported on
zoning violations; and,also reported that 91 zoning permits have
been issued this month, 38 of which were for mobile homes.

A_letter having been received from Mrs. Ammons regarding
occupancy of the Pleasant Ridge School Building, it was decided
that the group, which is represented by Mrs. Ammons, the Committee
and the Attorney meet for establishment of the guidelines and other
necessary preparations.
On Motion of Commissioner McCullers, second of Commissioner
Massey, the Board unanimously approved travel for the Members of the
Board, the Administrator, the Attorney,and theClerk of the Circuit
Court to attend the Annual Mid Year Conference of the State
Association of County Commissioners to be held in Jacksonville on
March 21, 22 and 23; and for Gladys Vigli'ano, County Welfare
Caseworker to attend County Welfare Executives' Meetings to be
held in Jacksonville on March 21,22 and 23 and to attend a Special
Meeting of Florida Health and Welfare Conference to be held in.
Jacksonville on March 4 and 5.
On Motion of Commissioner McCullers, second of Commissioner
Massey, the Board unanimously authorized the.Administrator to
.repair the shower on the second floor of the Civil Defense Building,
necessary repairs, only, not to include any redecoration, expenditures
not to exceed $1,000.00.
On Motion of Commissioner McCullers, second of Commissioner
Loy, the Board unanimously authorized the Administrator to pave the
parking lot at 15th Avenue and 22nd Street which is being acquired
by the County.
Upon Motion of Commissioner Massey, second of Commissioner
McCullers, it was unanimously carried that the speed limit on Jungle
Trail be changed from 35 miles per hour to 25 miles per hour.
The Administrator reported that the speed studies by the
Department of Transportation have resulted in a change of the
speed limit on Ranch Road at Oslo Road to 35 miles per -hour for .2
of a mile; and Oslo Road at U. S. #1 is changed from 55 miles per
hour to 45 miles per hour for. mile.

The Administrator was requested to contact Haynes
McDaniel and J. B Norton and request them to appear before the
Board in regard to a Rail Packs Program on the Florida East
Coast Railroad.
Notice was received from Charles Parks, Director of
Parks4•..and- Recreation -, fax- then.0-ity. of_Vero.. Beach regarding, a
beach erosion meeting on March 12.
A letter was received from Ney Landrum, Department of
Natural Resources explaining that Counties are eligible to
participate in a:.land and water reclaimation on a 50-50 basis, and

was referred to Valentyne Brennan, City -County Planning Director.

There were none, and upon Motion made by Commissioner Massey,
second by Commissioner McCullers, the following Resolution was
unanimously adopted:
RESOLUTION NO. 71-8.
WHEREAS, the Zoning Commission of Indian River County, Florida,
did after public hearing make its final report recommending changes
and additions to the Zoning Resolution of Indian River County, Florida;

WHEREAS, this Board did publish its notice of said recommended
changes and additions and did, pursuant thereto, hold a public hear-

The board has determined that none of the street above described now
constitutes or was acquired for a state or federal highway and none is
located within the limits of any incorporated municipality and the board

board in the County Commissioners' Room in the Indian River County
Courthouse, Vero Beach, Florida, at 10:00 a.m. on February 24, 1971,
at which time, persons interested may appear and be heard.
2. This board did publish notice of such public hearing one time on
the 4th day of February, 1971 in the Vero Beach Press Journal, a newspaper
of general circulation in said county, said publication being at least two
weeks prior to the date stated for the public hearing as will more fully
appear by Proof of Publication thereof filed in the minutes of this meeting.
At the time and place stated, the board did hold the advertised public
hearing and all persons interested were heard and this board did deter-
mine that the street described above is not located within the limits of
any incorporated municipality and was not acquired for and is not now

CONCEPT OF s EDE'AL REVENUE. -
SHARING AND ENCOURAGING EARLY
CONGRESS1O1`,1AL ACTION ON ENACT-
MENT OF A FEDERAL PROGRAM
WHEREAS, it is becoming increasingly difficult for City, County, and State
Government to provide necessary services with revenues currently available, and
WHEREAS, the primary source of revenue for governmental purposes is the Federal
Income Tax levied and collected by the Federal Government, and
WHEREAS, the current administration at the Federal Government level has proposed
a Federal Revenue Sharing Program to assist local governments in the provision of services;
NOW, THEREFORE,' BE IT RESOLVED by the Board of County Commissioners of
Indian River County, Florida, in regular session assembled this. 24th day of .
FPhrnarx , 1971, that it does hereby strongly endorse the principle of Federal
Revenue Sharing and encourages the Ninety—Second Congress to enact legislation estab-
1 ishing such a program at the earliest opportunity. '

It was determined that the Board would pass a resolution
on the 10th of March designating the members to be on the Mental
Health Board as required by the new Mental Health Act.
A letter was received from the Governer that the
National Rivers and Harbors Congress will hold their fifty-eighth
National Convention on March 16-19 in Washington D. C.
Having received a letter from the Bureau of the Census;
they were to be notified that the Town of Orchid has changed its.
boundaries.

Pastor James Farr of the Asbury United Methodist Church;
Pastor Arville.L.-Renner of the Christ Methodist Church By -The -Sea;
and Reverend Pat McBride of the First Methodist Church and other
Members of the Ministerial Association appeared regarding the :low-
inccaue-housing problem. The County Commissioners requested that
the Ministerial Association furnish them with the names of persons
who would be willing to serve on a Committee to study the aspects
of this problem.
Frank J. Torchia, National Casheikegister Company, appeared
requesting permission to go into each department in order*to study
the accounting system in order to ascertain if centralized accounting
and a data -,pr- stdM W(Mild bd feasible- at this time; said
study to be at no expense to the County. There were no objections
by the Board. The Chairman advised that permission would need to be
acquired from the Department Heads in most of the offices,'as the
Board has no jurisdiction over them.
The Report of.Inspection of County Jails and County Prisons
by the Florida Division of Corrections was received and placed on
file in the office of the Clerk.
The Summary of the County Health Unit Fund for the fiscal
year July 1, 1970 to June 30, 1971 was received and placed on file
in the office of the Clerk.
Ralph Harris, Clerk of the Circuit Court, appeared on behalf
of the Members of the Board of County Connissioners*, the Clerk,
the Attorney and the County Administrator and presented a plaque
to Alfred H. Webber, Deputy Clerk, commemorative of ten years of
faithful and outstanding service.
A Motion was made by Commissioner Loy, seconded by
commissioner Dritenbas and unanimously carried that this Board
(cooperate with the Department of Natural Resources, Division of.
Parks to serve at the dedication of the McLatty state Museum.
The Board then adjourned at 12:00 O'clock Noon and reconvened

Margaret Dixon and Doctor Roy Page of the Indian River
County Safety Council appeared regarding a;'-safety'education program on
boating, and licensing of operators. The Commission was in accordance
with suggestions; felt this should be done`on a State -Wide Basis
and the matter was referred to the County Attorney.
A Memorardut:►was received from the Clerk stating that it
will be necessary to find a new polling place for Precinct No. 2 A;
and that Chapter, 101.71 Florida Statutes provides for the procedure
of changing polling places.
On Motion of Commissioner Dritenbas, second of Commissioner
Loy, the out of County travel of Forrest N. McCullers, County
•
,Agricultural Extension Agent to the University of Florida to attend
State DARE Meetings on March 3 and 4, was unani:mously.approved.
On Motion of Commissioner Loy, second of Commissioner
McCullers, the approval of petitions for admission to State Tuberculosis
Hospitals of Walter Lee Truitt and of Alex Brooks was unanimously
given.
On Motion of Commissioner Loy, second of Commissioner
Massey, the applications of Charles H. Bengyak'and of Herbert Minchew
for license to carry firearms were unanimously approved.
The Sheriff filed with the Board a statement of his
appointments of Robert R. Allen, whose voting precinct is No. 4,-
of
;of John J. Keys, Jr., whose voting precinct is No. 4;of Roy H.
Raymond, whose voting precinct is No. 4-A; and of Anderson Johnson,
Jr., whose voting precinct is No. 1C, and the said Deputy Sheriffs
filed their bonds with the Clerk of the Circuit Court, which was
presented to the Board. On Motion of Commissioner McCullers,
second of Commissioner Massey and.unanimously carried, the bonds of .
said Deputy Sheriffs were approved and ordered filed with the
Clerk of the Circuit Court.
On Motion of Commissioner Loy, second of Commissioner
McCullers, the following Item to Item Transfer was unanimously

The Board appointed a Committee of Commissioner McCullers,
the Administrator and Ralph Stewart, Finance Officer, with the
express authority to allocate the space on the second floor of the
Annex; to sit down with the architect; to have a preliminary plan
presented back to the Committee; to approve and make any necessary
changes; and to authorize the architect to complete the final plans
and specifications, in the manner ready for the Board's approval or
disapproval; and, if approved, the plans and specifications will
be put out for bids.
The several bills and accounts against the County, having
been audited, were examined and found to be correct were approved
and warrants issued in settlement of same as follows: General Fund,
Nos. 2180 to 2237 ($71,222.18) inclusive; Road and Bridge Fund, Nos.

on file in the office of the Clerk of the Circuit Court, the
warrants so issued from the respective funds being listed in the
Supplemental Minute Book as provided by the rules of the Legislative
Auditor, reference to such record and list so recorded being made a
part of these minutes.
The'Board then adjourned at 2:40 o'clock P. M. and

All other Members of the Board and the same County
officials were present. Also present was Homer C. Fletcher,
County Tax Assessor. Also present were Dan K. Richardson, Chairman;
Rivers Anderson, Vice Chairman; L. D. Baker; R. G. DuBose and
Warren T. Zeuch, Jr.; Members of the Indian River County School Board.
Also present were Superintendent of Schools, William McClure;
Assistant Superintendent for Instruction,n, William E. Geor e;
Tildon Davis, Finance Officer and Gordon Johnston, Attorney to the
School Board.
The Chairman explained that the reason for the continuation
of the meeting was, that due to a property value study made by the
Legislative Auditor, Indian River County's Tax Assessment Roll was
considered to be 820% of true value; which would result in a
shortage of 180/6 of State Funds to the County, as compared to prior
years.
Homer C. Fletcher, County Tax Assessor, appeared and
said that in his opinion the Legislative Study was not a true
portrayal of County assessments, that in order that this might be
_
proven, which might, in fact, be of some financial benefit to the`!
County, it would be necessary to hire a qualified assessor.
Thereupon Mr. Fletcher introduced Mr. Warren Hunnicutt

of Hunnicutt and Associates, who explained the process to be taken$
in the project which would be at a cost of $20,000.00. .
After discussion, Motion was made by Commissioner Dritenbas,

the School Board donate the remaining $10,000.00, and provided that 1�
the Attorneys research the legality of the action and prepare the
