HomeMy WebLinkAbout4/21/1971WEDNESDAY, APRIL 21, 1971 The Board of County Commissioners of Indian River County, Florida met in regular session at the Courthouse, Vero Beach, Florida on Wednesday, April 21, 1971 at 8:30 o'clock A. M. Present were Richard P. Bogosian, Chairman; Alma Lee Loy, Vice Chairman; D. B. McCullers, Jr.; Jack U. Dritenbas and Edward J. Massey. Also present were Jack G. Jennings, County Administrator; Paul D. Burch, Attorney to the Board of County Commissioners; and Ralph H. Stewart and Janet N. Turpan, Deputy Clerks. The Chairman called the meeting to order and asked if there were any additions or corrections to the minutes of the regular meeting of April 7. Commissioner Loy requested that spelling be corrected on Page 1, Paragraph 3, oY the name Roschach; that on Page 3, Item 2, the figures $3,948.00 be changed to $3,940.00, and on Page 17, Paragraph 5, the words "Security Federal Savings" be changed to "Security Federal Saving and Loan Association". The Attorney requested that on Page 4, adoption of Resolution 71-21 should be changed to "The Attorney was requested to prepare a Resolution". These changes having been made, Motion was made by Commissioner. Massey, second by Commissioner Loy, and the Board unanimously approved.--the-Minutes of the regular meeting of April 7 as corrected. Dewey Walker, County Zoning Inspector, reported on zoning violations. Kenneth Pangburn appeared requesting an extension of time on the tentative approval of Tropical Park Subdivision. on Motion of Commissioner Massey, second of Commissioner McCullers, the Board unanimously voted that a one year extension of time be given on the tentative approval of Tropical Park Subdivision. A letter was received from LeRoy Hiers, President of the Roseland Men's Club, and members of the Club appeared requesting assistance from the .County in removing trees, supplying marl and installing a fence on a County owned lot for the purpose of a baseball 1971 diamond. Upon.a Motion made by Commissioner McCullers, second by Commissioner Massey, the Board unanimously voted that the Administrator work with the Roseland Men's Club ro remove the trees and supply the marl, other expenditures not to exceed $500.00. On Motion of Commissioner Massey, second of Commissioner Loy, the Board unanimously accepted the bid of Indian River Farm Supply, for a one ton fiat bed truck, bid' in the bid opening of April 7, in the amount of $3,940.00 as the lowest and best qualifying bid. On Motion of Commissioner Massey, second of Commissioner McCullers, the Board unanimously accepted the bid of Arnold Ford for two two ton flat bed trucks, as bid in the bid opening of April 7, in the amount of $12,890.00 as being the lowest and best qualifying bid. Motion was made by Commissioner McCullers, second by Commissioner Massey and unanimously carried that this Board has no objection to U. S. Army, Corp of Engineers Permit SAJSP 71-134, to the placement of a submarine cable across the Indian River at Wabasso SR 510. Attorney Burch left the meeting and Attorney George Collins became Acting Attorney to the Board. Commissioner Dritenbas volunteered to serve as a member of the Joint Commission with the City on the five year budgetary p t public transit plan. On Motion of Commissioner Dirtenbas, second of Commissioner Massey, the Board unanimously voted that.the request of A. D. Yanda for an addition to the minutes regarding Sawyer Gardens Subdivision be denied at this time. The Administrator was instructed to advise Mr. Yanda that the Board would act on a replat of the Subdivision. On Motion of Commissioner Loy, second of Commissioner Massey, the Board unanimously voted that the Attorney be instructed to prepare a proper resolution commending William P. Jennings We would like permission of the Board of County Commissions to use the same office now used by Unemployment Ccripensation Department in the County Welfare Building on Thursdays each week. The.purpose is to set up a one day a week employment service office under the Department of Commerce Farm Labor Division. This office will serve all of Indian River County. It is hoped that the service can be extended to more than one day a week.. This service will apply to all types of jobs and there is no charge to the employee or .employer. Although this office is under the Farm Labor Department, it will be.open to all Agricultural and non -Agricultural employers. On Motion of Commissioner McCullers, second of Commissioner Massey, the Board unanimously approved out of County travel of I. J. Rovang, Henry Simon and Jay A. Smith to Rockledge to attend a Civil Defense Meeting on May 28, 1971. On Motion of Commissioner Massey, second of Commissioner McCullers, the Board unanimously approved appointment of Hoyt Howard as Deputy Civil Defense Director, by Jay A. Cooksey has submitted his resignation. (See attached letter.) In a subsequent conference with Mr. Cooksey he recommended that Yr. Hoyt Howard, who has been Director of Operations, be appointed in his place. Ari interview with Mr. Howard reveals that Mr. Cooksey's recommendation was an excellent one. Mr. Howard has agreed to serve in such a capacity. Subject to objection by the Commission, Mr. Cooksey's resig- nation and Mr. Howardts appointment will be announced on or about 1 May, I have asked the State Director to have a State Certificate of appreciation prepared for Mr. Cooksey and request the Chairman present this certificate on an appropriate occasion.' No action was taken by the Board on a request by Joseph Cruse, U. S. Department of Agriculture, Agricultural Stabilization and Conservation Service for space in the Courthouse. The Administrator having reported that Morrison's Trail was a public roadway, Motion was made by Commissioner Loy, second by Commissioner McCullers, and unanimously carried that the request of the Town of Indian River Shores, received on April 2, that the County maintain the road to be reimbursed by the Town of Indian River Shores, be approved. On Motion of Commissioner Loy, second of Commissioner McCullers,'and unanimously carried, the request of Don Karseboom, Fellsmere Fire Department, that the County accept GMC truck, Serial Number 308294 and place it on our insurance was granted. Carlton Shaver appeared with some questions on Indian River County Ordinance #71-2 and was referred to Donald Adams, City -County Building Director.. On Motion of Commissiorer Loy, second of Commissioner McCullers, the Board unanimously authorized advertisement for public hearing before the Zoning Board for a zoning change of 88 acres of land to be used for a mobile home park located north of the Wabasso causeway as requested by Edgar Schlitt. Upon Motion of Commissioner Dritenbas, second of Commissioner Loy, the Board unanimously voted that public hearing on the new proposed Zoning Ordinance be advertised for public hearing and that the public hearing be held on May 17 at 7:30 o'clock P. M. in the Courthouse. The Board commended Ralph Sexton and the other Members of the Zoning Board for their fine and faithful service in preparing the Ordinance. On Motion of Commissioner Dritenbas, second of Commissioner Massey, the Board unanimously authorized the printing 6f:300 -copies of the preliminary copy of the Zoning Ordinance, which Are'--to'-be stamped as preliminary and dated. Sam Joyce, Sheriff, and John J. Schlitt, Jr., appeared in regard to the addition to the Jail. On Motion of Commissioner Dirtenbas, second of Commissioner Massey, the Board unanimously approved the Owner -Architect Contract with John J. Schlitt,,Jr. on the addition to the Jail at an approximate cost of $20,000.00 With a �% co=ission to the architect. r °� 4fv 4w 21 1971 The Board then adjourned at 12:07 P. M. and reconvened at 1:30 o'clock P. M. The Administrator was requested to notify the engineers in the County and the Sebastian Inlet Commission of the meeting on Beach Erosion Control.to be held in the Commission Room on April 26 at 4:00 o'clock P. M. The Administrator was requested to comply with the requirements as set forth by Hartford Insurance Company in regard to the policy on steam and water equipment. On Motion of Commissioner Dritenbas, second of Commissioner Loy, the following Resolution was unanimously adopted: RESOLUTION NO --7-1-26 WHEREAS, Indian River County is the fee simple owner of certain lands in Indian River County, and WHEREAS, from time to time requests are made to the Board of County Commissioners to sell or give up its ownership to certain lands it owns, in particular, some parks that are county owned, and WHEREAS, the Board is presently undertaking a comprehensive county wide water and sewer survey study and WHEREAS, certain lands will be needed for use in the future for public works, NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County that the Board adopts a policy of not relinquishing its ownership in parks or other county owned lands until it is determined that such lands will not be needed in the future. On Motion of Commissioner McCullers, second of Commissioner Massey, the Board unanimously.approved the Stgte Witness Payroll, County Court, February Term in the amount of $165.00. On Motion of Commissioner Massey, second of Commissioner McCullers, the following Resolution was unanimously adopted: RESOLUTION 71-27 BE IT RESOLVED by the Board of County Commissioners of Indian River County, Florida, that the said Board does hereby elect, on behalf of Ralph Harris, Clerk of Circuit Court, Indian River County, a fee basis officer of Indian River County, to exercise the authority provided by Chapter 65-1714, F.S. so that the above-mentioned fee basis officer may enter into an agreement with Blue -Cross - Blue Shield of Florida under "Policy 11 -PK with Extended Benefits" and or any other group insurance plan carrying monthly premiums to $9.95 for a single rate and $27.06 for a family rate; with the said fee basis officer contri- buting $9.95 for each single rate employee contract, and $15.00 for each family rate employee contract, as operating expense of his office; and the balance of the monthly premium, if .any, to be paid by the individual employee by means of payroll deduction. The several bills and accounts against the County having been audited, were examined and found to be correct were Approved and warrants issued in settlement of same as follows: General Fund, Nos. 2426 to 2482 inclusive ($43,829.03); Road and Bridge Fund, Nos. 1266 to 1305 inclusive ($74,036.63); Fine and Forfeiture Fund, Nos. 401 to 409 inclusive ($45,804.40). Such bills and accounts being on file in the office of the Clerk of the Circuit Court, the warrants so issued from the respective funds being listed in the Supplemental Minute Book as provided by the rules of the Legislative Auditor, reference to such record and list so recorded being made a part of these minutes.
