HomeMy WebLinkAbout2010-266 C s 1 0 /1 Q11 U 1a . zy . i . nolo AMENDMENT NUMBER 6 TO WORK ORDER NUMBER 2 This Amendment Number 6 to Work Order Number 2 ( "amendment") is entered into as of the 19th day of October 2010 , ( "effective Date") pursuant to that certain Continuing Contract Agreement for Professional Services entered into as of April 6 , 2004 , and amended effective April 7 , 2007 ( as so amended , the "Agreement") , by and between Indian River County, a political subdivision of the State of Florida , ( COUNTY) , and Post , Buckley , Schuh , & Jernigan , (PBS &J) , the CONSULTANT . 1 . The Comity has selected the Consultant to perform the professional services set forth in existing Work Order Number 2 Effective Date 10 - 1 y - 10 2 . The County and the Consultant desire to amend this Work Order as set forth on Exhibit 1 attached to this Amendment and made a part hereof by this reference . The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit I and within the timeframe more particularly set forth in Exhibit 1 , all in accordance with the terms and provisions set forth in the Agreement . 3 . Frorn and after the Effective Date of this Amendment, the above-referenced Work Order is amended as set forth in this Amendment . Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . Johns River Water Management District (District) issued Request for Information (RAI) No . 6 on October 30 , 2009 . The RAI has two questions . Question 1 requests changes to the model in 4 steps (a through d) . Question 2 requests demonstrating that existing legal users of water will not be adversely impacted by the proposed water use and a mitigation plan for any wells that may potentially be adversely affected by the County ' s proposed water use if IRC plans to mitigate impacted wells to avoid projected impacts . 11 . SCOPE OF SERVICES The following scope of services is proposed to prepare a response submittal to the RAI No . 6 questions identified above : Task 1 - Correct Model Calibration Bias ( Continents ] . a and Lb ) This task includes recalibrating the Indian River County model to address bias in the modeled heads , (particularly in the northwest and southwest corner of the model ) of the Upper Floridan aquifer . Model spatial bias criteria are subjective whereas other calibration criteria have specific numerical guidelines . The model was shown to be well or adequately calibrated using the available numerical guidelines in previous RAI response efforts . Because bias is subjective , the model was compared to the mega model , which was presumed to be the best available standard and that comparison showed a close match . Nevertheless the model will be recalibrated for the RAI 46 response to provide improvement to the spatial bias . This task also includes providing of layer-by -layer error statistics and a plot of observed heads versus modeled heads of the recalibrated model . Task 2- Address Model Boundary Conditions (Comment Lc and 1 d ) This task includes performing sensitivity simulations to demonstrate that the existing model extent can be used to perform predictive simulations without constraining the model results in the interior of the domain . This task also includes providing western and eastern boundary fluxes for all model layers for the 1995 and 2025 predictive simulations . Task 3 - Compile 2025Withdrawal Data File (Comment 2 ) Review of the provisional file of withdrawal points and quantities projected for 2025 within the IRC model domain that was provided by the District indicated that the withdrawal points and quantities were overstated . In addition , the District reported that projected withdrawal quantities for agricultural use within IRC have recently been reevaluated and die reevaluation resulted in a reduction of the projected withdrawal quantities . This task includes compiling an updated 2025 withdrawal data file from District and South Florida Water Management Distinct databases for use in modeling 2025 cumulative withdrawals . Task 4- Identify Unpermitted Small Diameter Wells ( Comment2 ) The areas within the modeled l -foot drawdown contours are considered the delineated areas where the projected drop in the potentiometric surface of the UFA could result in a 10 % or greater reduction of the 2 e` a withdrawal capacity of any existing legal use . In order to identify unpermitted small diameter wells within their Web portal and conduct a GIS analysis to identify non these delineated areas , PBS &J will review available well completion reports provided by the District at - vacant residential properties that are not connected to a public potable water system . Task 5 - Ongoing Communications with District Staff During the modeling exercises and preparation of the 2025 withdrawal data file , communications will be held with the District to discuss the results and determine if the work as completed will be sufficient for District needs . It is understood that the District will not provide a complete approval until they have had the opportunity to review the submittal . This task does not include any physical meetings with the District; all communication will be limited to telephone conferences , webex meetings , e- mail and regular mail . Task 6- Prepare Mitigation Plan (Comment 2 ) A mitigation plan will be prepared by PBS &J with assistance from the County that insures any projected adversely impacted existing legal user are provided with the means for continued water use at a commensurate rate of flow . Task 7 - Re orting This task includes : • Preparation of a Technical Memorandum , which will document revisions to the IRC model that were conducted to respond to 'RAI 6 Questions La through l . d , and identify the databases used and steps taken in preparing the updated 2025 withdrawal data file ; • Providing a list of permitted existing legal uses within the modeled cumulative 1 - foot drawdown contour of the UFA resulting from the County ' s proposed withdraws from the North and South Water Treatment Plants . • Transmittal of the mitigation plan prepared under Task 6 . Compensation We propose to provide the RAI#6 services to the County for a not- to-exceed fee of $ 32 , 600 . Schedule The RAI #6 response services will be completed 7 weeks from notice to proceed . 3
