The CONTRACTOR shall provide all plant, labor, equipment, supplies , and materials to perforin all operations in connection with excavating , transporting, placing and grading (and tilling if directed) of sand fill on Indian River County beaches as specified herein and as indicated on the Drawings titled " Sector 3 Beach & Dune Restoration Project - Indian River County, Florida — Phase 1 Construction set-Drawin s" dated June 25 , ''- -December 23 , 2009 by Coastal Tech . exeept that Sheet 10 of 10 , assoeiated with use of the altemate Spe ^ if4� ns The Work shall be constructed in two phases ; these Specifications apply to Phase 1 of the Work,• however, the COUNTY may, at the COUNTY ' s discretion not authorize the CONTRACTOR to either construct Phase 2 or complete Phase 1 — in the event Phase 1 is not completed by the CONTRACTOR before stoppage of construction as required by the permits to protect marine turtles . The fill material shall be excavated and transported from an upland sand source located landward of the Coastal Construction Control Line (CCCL) — that is subject to the approval of the ENGINEER and COUNTY . These Technical Specifications amend or supplement the General Conditions of the Construction Contract and other provisions of the Contract Documents as indicated below . All provisions which are not so amended or supplemented remain in frill force and effect . Item 2 : Technical Specifications — Section 1 . 2 Variation in Estimated Quantity — Sand Fill Section 1 .2 is amended as follows : 1 .2 Variation in Estimated Quantity - Sand Fill . The sand fill quantity may be adjusted by the COUNTY without re -negotiations of unit price and/or terms for up to a 3340% increase or reduction of the bid quantity — as may be prescribed by Change Order. The COUNTY shall not consider the terms of the Contract to be satisfied unless at least ninety- five percent (95 % ) of the final design quantity is placed on the beach and is distributed so that each acceptance section contains no less than ninety- five percent (95 %) of its design quantity . Any adjustment in the actual quantity of material from that shown in the Contract Documents shall require a Change Order . Access/ Staging Areas" identified on the Drawings are available to the CONTRACTOR for the storage of materials and equipment consistent with these Specifications . Item 5 : Technical Specifications — Section 5 . 2 Provide & Transport Fill Section 5 .2 is amended as follows : 5 .2 Provide & Transport Fill . The CONTRACTOR shall (a) excavate and provide suitable sand fill material from an acceptable upland source or multiple acceptable sand sources , and (b) transport .fill from the borrow area, deliver fill to the " Construction Access/ Staging Areas" and stockpile said fill in the " Stock Pile Area" — as shown on the Drawings . No overflow or spillage of fill shall be permitted during transport from the borrow area to the " Construction Access/ Staging Areas" . It is the responsibility of the CONTRACTOR to supply beach compatible Faa4erial eensJ« �with the Plan . sand. , which must be consistent with (a) the CONTRACTOR' s proposed bid material as identified in the Table above and (b) the document titled " Sediment Quality Control / Quality Assurance Plan — Upland Source" . Samples of the fill will be collected and tested by the CONTRACTOR per the Sediment QA- QC Plan in Attachment 3 throughout the construction . If the CONTRACTOR fails to remove the rock, rubble or debris , to the satisfaction of the ENGINEER, such debris may be removed by the COUNTY and the cost of such removal may be deducted from any money due , or to become due , to the CONTRACTOR or may be recovered under his bond Item 7 : Technical Specifications — Section 6 . 4 . 1 Beach Conditions Section 6 . 4 . 1 is amended as follows : 6 . 4 . 1 Beach Conditions : The beach is subject to changes and the elevations on the beach at the time the work is done may vary from the elevations shown on the Drawings . This fact should be taken into consideration by the bidde CONTRACTOR . The CONTRACTOR is to place the fill on the beach in such a manner as to establish a uniform beach between adjacent pay profile lines . Segments of beach located between pay profiles will not be underfilled , as defined in the "Pay Profiles" Section of these Specifications . The ENGINEER reserves the right to vary the width or grade of the berm from the lines and grades shown on the Drawings or observed at the Project site in order to establish a. uniform beach between adjacent pay profile lines or for the entire length of the Project . The fill templates shown on the Drawings are for the purpose of ESTIMATING the amount of fill needed and will be used by the ENGINEER in making any change in the lines and grades . The CONTRACTOR will not be required to dress the fill below mean high water to the slope shown but will be required to dress the beach as specified in the "Dressing" Section of these Specifications . Item 8 : Technical Specifications — Section 7 . 1 Payment for Mobilization and Demobilization. Other than costs for mobilization, demobilization and beach tilling , all costs connected with debris removal , excavating , transporting, and constructing the beach fill shall be included in the contract unit price per cubic yard for Sand Fill on the Bid fm, whish payment shall also include all other items of overhead, profit, Jabot, material and any other costs incident to performing the Work . I Item 10 : 'Technical Specifications — Section 10 . 1 General Section 1. 0 . 1 is amended as follows : 1. 0 . 1 General. All costs associated with compliance with the permits for the Work, fulfillment of the provisions set forth in Attachment 1 (Environmental Protection) and associated provisions in these Specifications shall be included in the CONTRACTOR ' s bid line item for "Environmental Compliance " . The CONTRACTOR shall be bound and obligated to maintain the quality of the State ' s waters as stipulated in Project permits and in the Florida Administrative Code Rule 62 - 302 as they pertain to the classification of the waters of this work . The CONTRACTOR will be required to make inspections , measurements and observations required by those regulations and the Florida. Department of Environmental Protection (FDEP) permit in the vicinity of the Project area. This includes , but is not limited to , twice daily turbidity sampling with reports to the ENGINEER, following procedures stated below and identified in the FDEP Permit . Item I I Technical Specifications — Section 10 . 3 Payment Section 1. 0 .3 is amended as follows : 10 .3 Payment. All costs for monitoring and reporting turbidity shall be included in the contract lump sum price for Bid-Item 4 " Environmental Compliance " . If the CONTRACTOR is required to till the beach , he will be compensated in the amount indicated on the contract document for beach tilling . Each planting area shall be clearly marked (flagged or staked ) prior to planting . No additional payment will be made to compensate for any additional plants installed on the outside of the planting zone . Planting shall be as prescribed on the Drawings except at locations seaward of existing seawalls where minimal fill is proposed as identified in the table below . The holes dug shall be no less than 6 " deep for any plant species . In each hole , for each planting unit, a minimum of 8 oz . of pre -hydrated gel shall be added prior to plant installation so that the root ball , not the stems , is in contact with the gel . A pre -hydrating water gel , such as stockosorb , or equivalent, shall be used for all planting units per gel manufacturer specifications . Once the gel is added and plant installed the distance from the top of the root ball to the sand surface shall be no less than 4 " . Random site observations as to the planting depth will be included in the weekly monitoring . For each planting unit, slow release fertilizer shall be added to the gel prior to planting unit installation. A minimum of 2 grams of slow release fertilizer shall be included with each plant . The slow release (90 -day) pelletized Osmocote , or approved equivalent fertilizer shall have an N . P . K . ratio of 18 . 6 . 12 with trace elements . At the end of each work day all debris , trays , buckets , etc , must be removed from the working areas . Daily inspection reports will be provided to the FDEP by the COUNTY during construction as warranted and following Project completion In addition weekly construction meetings of the COUNTY , the CONTRACTOR. and ENGINEER will be held to coordinate efforts . The Permittee will seek to enforce the construction Contract and Department permits related to sediment duality . In order to do so the following steps shall be followed : 1 Construction Observation Construction observation by the Permittee ' s On - Site Representative will be performed 7 days a week at least 8 hours a day during periods of active construction Most observations will be conducted during1 daylight hours ; however, random nighttime observations shall be conducted . 2 On - Site Representative The Permittee will provide on- site observation by individuals with training or experience in beach nourishment and construction observation and testing , and who are knowledgeable of the Project design and permit conditions . The Project ENGINEER, a qualified coastal engineer will actively coordinate with the Permittee ' s On - Site Representative , who may be an employee or sub - contractor of the Permittee or the ENGINEER. Communications will take place between the ENGINEER and the Permittee ' s On- Site Representative on a daily basis . 3 Pre- Construction Meeting The Proiect QC/QA Plan will be discussed as a matter of importance at the pre - construction meeting_ The CONTRACTOR will be required to acknowledge the goals and intent of the above described QC/QA Plan in writing prior to commencement of construction. 4 Contractor ' s Daily Reports The ENGINEER will review the CONTRACTOR ' s Daily Reports which characterize the nature of the sediments encountered at the borrow area and placed along the Project shoreline with specific reference to moist sand color and the occurrence of rock rubble shell silt or debris that exceeds acceptable limits . Contractor' s Sampling and Assessment Protocol A . FDEP Sand Rule Compliance 1 . Sample frequency — Sampling of the processed sand proposed to be placed on the beach shall be conducted at the upland mines by the THIRD PARTY before the material is transported to the Construction Access/Staging Areas The sampling frequency at the mine shall be for every 3 , 000 cubic yards of fill or a minimum of once per week whichever occurs first . At the beach fill area. Sand Rule compliance sampling shall be conducted after each 500 foot- long segment of beach by the THIRD PARTY for which fill placement is completed and otherwise ready for acceptance by the ENGINEER Acceptance bye ENGINEER shall be subject to compliance with the requirements identified in this Plan . 2 . Testing methodology - At the mine , the THIRD PARTY shall collect one sample from the middle of the processed sand stockpile no less than 6 inches below the surface . At the beach fill area, tThe THIRD PARTY Gn,. T A r rnn shall collect two samples of fill — one at the tope of dune and one at the mid- berm =after each 500 foot- long segment of beach fill placement is completed . The THIRD PARTY shall collect an additional archive sample at each sampling location (mine and beach) and provide the archive sample to the COUNTY and/or ENGINEER upon request . Required U . S . Standard sieve sizes include 3 /4 " , 5 / 8 " , 11 / 16 " , 5 / 16 " , 3 . 5 , 45 5 , 7 , 10 , 14 , 18 , 25 , 355 45 , 605 80 , 120 , 170 , 200 , and 230 . The following parameters shall be reported for each sample : (a) mean grain size (mm & phi ) , (b) Carbonate Content — determined by Loss on Ignition (c) Silt Content - weight percent of fines passing the #200 sieve , (d) Gravel Content - weight percent of gravel (>_#4 sieve) , (e ) Munsell Color (dry & moist) (f) weight percent of sand (retained between 4200 to 44 sieve) , (g) presence of construction debris or other foreign matter, and (h) Unified Soil Classification . 3 . Recording and Reporting Results - The results of each sample analysis shall be submitted as follows : (a) tabular stunmary the parameters enumerated above (a thru h) , (b) a statement indicating whether or not the sample meets or fails the Project Standards — identified in Table 2 above , (c) grain- size cumulative frequency distribution curve (a. k . a. gradation curve) with a grain - size frequency distribution histogram superimposed , (d) tabular summary of nested sieve sample granularmetrics . All geotechnical data must be submitted in a format compatible with data entry into the FDEP ROSS database . These results must be submitted to the ENGINEER within 7 working days of sample collection . The submittal date shall be recorded by the laboratory on all reporting documents . The CONTRACTOR will submit the results of all sample analyzes to the COUNTY within 7 days of the sampling date . The COUNTY will submit the results of all sample analyzes to FDEP within 90 days of completion of sand fill placement . VIII . CONTRACTOR Duties A. The characteristics of the in - situ materials in the beffow afeas and alternate upland sand sources ares generally indicated by the boring logs and grain size distribution curves , included within Appendix PFI of the Design Document Addendum (revised : 11 /24/09) with the characteristics of the proposed "processed sand" fill--Fof data, , Restoration Projeet, Design " Nevertheless , the CONTRACTOR should be aware that it is possible for material of differing characteristics to be present in the borrow area and that the mining process may correspondingly require revisions to produce beach compatible sand consistent with the criteria cited above . For the offshore barfow afea, Digs. Limits of excavation for upland sand sources (a) are to be determined based upon the information provided by the CONTRACTOR to fulfill the Geotechnical Requirements , and (b) are subject to approval of the ENGINEER. The CONTRACTOR shall immediately cease operation and move excavation operations and alter the mining process to a different ' ^ ^ ., tion within the ; ^ ate until acceptable material is obtained . 2 . The CONTRACTOR. shall immediately notify the ENGINEER verbally , and report the encounter with the rock, rubble or debris on the quality control form , providing the location at the mine in State Plane Coordinates of the area of rock, rubble or debris . D . As required by the Technical Specifications , if the CONTRACTOR fails to comply with the above provisions to avoid unacceptable material , then rock, rubble or any other unacceptable material which is excavated and placed on the beach may be required to be removed from the beach fill by the CONTRACTOR, totally at the CONTRACTOR' s own cost . If the CONTRACTOR fails to remove the rock, rubble or debris , to the satisfaction of the ENGIEER, such debris may be removed by the COUNTY and the cost of such removal may be deducted from any money due , or to become due , to the CONTRACTOR or may be recovered under his bond . E . The CONTRACTOR shall avoid pockets of poor quality material in the mine beffew areas which do not comply with permit conditions . The CONTRACTOR is responsible for all placed material , including rock debris or other poor quality material as described above and as described in the Technical Specifications . The CONTRACTOR is required to comply with all remediation requirements of the COUNTY or FDEP resulting from placement of non- compatible material on the beach , including sediment removal and disposal . F . For each 500 foot section that has been sampled and tested by the THIRD PARTY the CONTRACTOR shall provide an Acceptance Section Form to the COUNTY indicating that the material placed has been tested and is in compliance with the sand standards as described in Section IV above . I unacceptable , remedial actions as described in this document and the Technical Specifications shall be taken . IX. Remediation 1 . Compliance Area If a sample does not meet the compliance value for construction debris , toxic material other foreign material coarse gravel or rock the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory shall determine the aerial extent and the CONTRACTOR shall remediate regardless of the extent of the noncompliant material . If a sample is noncompliant for the silt content shell content or Munsell color and the aerial extent exceeds 10 , 000 square feet the CONTRACTOR shall remediate . 2 Notification If an area of newly constructed beach does not meet the sediment compliance specifications then the Department (JCPCompliance (? dep state fl . us) will be notified . Notification will indicate the aerial extent and location of any areas of noncompliant beach fill material and remediation planned As outlined in paragraph 4 below, the CONTRACTOR will immediately undertake remediation actions without additional approvals from the Department . The results of any remediation will be reported to the Department by the CONTRACTOR following completion of the remediation activities and shall indicate the volume of noncompliant fill material removed and replaced . 3 Sampling to determine extent In order to determine if an area greater than 10 , 000 square feet of beach fill is noncompliant the following procedure will be performed : a . Upon determination that the first sediment sample is noncompliant, the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory , at minimum shall (i) collect five ( 5 ) additional sediment samples at a 25 -foot spacing in all directions and ( ii) assess the samples for compliance If the additional samples are also noncompliant , then additional samples will be collected and assessed by the CONTRACTOR' s THIRD PARTY Licensed Testing Laboratory at a 25 -foot spacing in all directions until the aerial extent is identified. b . The samples will be visually compared to the acceptable sand criteria. If deemed necessary by the ENGINEER quantitative assessments of the sand will be conducted by the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory for grain size , silt content shell content and Munsell color using the methods outlined above . Samples will be archived by the CONTRACTOR via the Permittee . c . A site map will be prepared by the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory_ depicting the location of all samples and the boundaries of all areas of noncompliant fill . d . The total square footage will be determined by the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory . e . The site map and analysis will be included in the CONTRACTOR' s Daily Report . 4 Actions The Permittee or Permittee ' s ENGINEER shall have the authority to determine whether the material placed on the beach is compliant or noncompliant . If placement of noncompliant material occurs the CONTRACTOR will be directed by the Permittee or Permittee ' s ENGINEER on the necessary corrective actions . Should a situation arise during construction that cannot be corrected by the remediation methods described within this QC/QA Plan the Department will be notified The remediation actions for each sediment parameter are as follows : Page 23 of 26 March 16, 2010 Sector 3 Beach & Dune Restoration Project Attachment 1 to Chance Order No . 1 a. C , Shell : blending the noncompliant fill material with compliant fill material within the adjacent construction berm sufficiently to meet the compliance value or removing the noncompliant fill material and replacing it with compliant fill material . d . Munsell color : blending the noncompliant fill material with compliant fill material within the adjacent construction berm sufficiently to meet the compliance value or removing the noncompliant fill material and replacing it with compliant fill material . e . Coarse gravel : screening or removing the noncompliant fill material and replacing it with compliant fill material . f. Construction debris toxic material or other foreign matter : removing the foreign matter or removing the noncompliant fill material and replacing it with compliant fill material . All noncompliant fill material removed from the beach will be transported to an appropriate upland disposal facility located landward of the Coastal Construction Control Line . 5 Post Remediation Testing Re- sampling shall be conducted by the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory following any remediation actions in accordance with the following protocols : a Within the boundaries of the remediation actions samples will be taken at maximum of 25 -foot spacing . b The samples will be visually compared to the acceptable sand criteria. If deemed necessary y the ENGINEER quantitative assessments of the sand will be conducted by the CONTRACTOR ' S THIRD PARTY Licensed Testing Laboratory for grain size , silt content and Munsell color using the methods outlined above . Samples will be archived by the CONTRACTOR' s THIRD PARTY Licensed Testing Laboratory via the Permittee . c A site map will be prepared by the CONTRACTOR' s THIRD PARTY Licensed Testing Laboratory depicting the location of all samples and the boundaries of all areas of remediation actions . 6 Reporting A post remediation report containing the site map sediment analysis and volume of noncompliant fill material removed and replaced will be submitted by the CONTRACTOR ' s THIRD PARTY Licensed Testing Laboratory to the Department the COUNTY, and the ENGINEER within 7 days following completion of remediation activities . Following review by the ENGINEER of observations by the COUNTY ' s inspector and/or the ENGINEER' s representative — indicating, fill placement is complete for the stations , the ENGINEER will initiate performance of the pay surveys by the SURVEYOR with corresponding notification to the CONTRACTOR and COUNTY via email . The above is intended to : ■ avoid duplicate pay profile surveys , and ■ better enable the COUNTY and the ENGINEER to keep track of the CONTRACTOR' s fill operations . Item 26 : Technical Specifications — 6 . 4 Placement & Grading Section 6 . 4 is amended as follows : 6 . 4 . 8 Templates : To better enable the CONTRACTOR to control and shape the fill template in the field to avoid adverse impacts to existing vegetation and or structures the following; measures shall apply : ( 1 ) For each "pay profile" the SURVEYOR will prescribe the template as a linear interpolation of the templates prescribed on the Drawings for the surrounding FDEP profiles .
