HomeMy WebLinkAbout2010-060 AMENDMENT NUMBER 1 TO WORK ORDER NUMBER 12 This Amendment Number 1 to Work Order Number 12 is entered into as of this 2nd day Of March 2010 ) pursuant to that certain Continuing Contract Agreement Professional Services entered into as of April 6 , 2004 and amended effective April 7 , 2 for (as so amended , the "Agreement" ) , by and between INDIAN RIVER COUNTY, a 7 ' 2007 subdivision of the State of Florida ( " County" ) and MASTELLER & MOLER Political ( " CONSULTANT" ) . INC . 1 . The County has selected the Consultant to perform the professional services set forth in existing Work Order Number 12 , Effective Date 2 . The County and the Consultant desire to amend this Work Order as set forth Exhibit 1 ( Scope of Work) , attached to this Amendment and made a part hereofby th n reference . The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit 2 ( Fee Schedule ) and within the timeframe more particular) set forth in Exhibit 3 (Time Schedule ) , all in accordance with the terms and provisions set forth in the Agreement . 3 . From and after the Effective Date of this Amendment , the above- referenced Work Order is amended as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement , nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein . (MM) along with its sub-consultant , Ecotech is pleased to provide you Amendment # 1 to Work Order # 12 ; which p ovidesnfor Ip ofessio)nal engineering services for preparation of a Preliminary Engineering Report relating to development of reuse water alternative sources for Indian River County , Florida . There are several reasons why the preparation of this Preliminary Engineering Report is timely . First , the County has received several expressions of interest from potential new reuse water customers including the Johns Island and Windsor barrier island communities . In addition , several existing customers including Grand Harbor and Johns Island West have expressed interest in receiving more reuse water. Secondly , the County has recently completed a study to develop updated reuse water rates . The new rate schedule will be adopted in the near future . Lastly , the County will be required by the Florida Department of Environmental Protection ( FDEP) to meet Total Maximum Daily Load (TMDL) limits for several of its potable water and wastewater treatment facilities . It is clear that the best method for meeting TMDL limits is to reduce waste stream discharges by expanding the County ' s reuse water system . This is a win -win solution since this will eliminate nutrients in the wastewater discharge and add nutrients to the reuse water reducing the need for fertilizers by the users . As a result of expansion of the County ' s reuse water system , it is expected that demand may exceed supply . The Preliminary Engineering Report will describe improvements to expand the County' s supply of reuse water through the use of alternate water sources including Indian River Farms Water Control District ( IRFWCD) canal water and demineralized concentrate , as known as brine . The use of alternate water sources such as treated canal water and/or diluted demineralized concentrate will allow the County to provide an increased and stable supply of reuse water to existing and future customers . By mixing demineralized concentrate with the reuse water, demineralized concentrate can be converted from a disposal problem into a revenue source . Reuse water alternate sources will also allow the County to meet TMDL target levels for the West Wastewater Treatment Plant and the South County Reverse Osmosis demineralized concentrate . The Preliminary Engineering Report will also consider improvements that may be implemented at the West Regional Wastewater Treatment Plant site and the Spoonbill Marsh Brine Treatment Facility to further enhance the supply of water for the County 's reuse water system . The improvements to be described in the Preliminary Engineering Report will provide the following benefits : A . Provide a Stable and Increased Supply of Reuse Water B . Allow the County Utilities Department to meet Point Discharge TMDL Targets ; C . Provide Reuse Water System Revenues ; D . Reduce Reliance on Deep Wells for Supplemental Irrigation ; E . Create Pollutant Load Reduction credits Amendment # 1 to% Exhibit # 1 1 / 19/2010 Page 2 A brief description of the Scope of Services and Deliverables for Amendment # 1 to Work Order # 12 is provided below: • Scope of Services MM and ECI will collect , compile , and analyze existing water quality data from both the Count wastewater & water treatment plants and the communities along the barrier island . This data will be used to estimate the chloride concentrations in the discharge waters from the County facilities and in the ground waters along the barrier island . This data will be used to determine acceptable mixing ratios for demineralized concentrate with existing reuse and other alternate water sources . MM will collect and compile irrigation data from potential major reuse water users to determine average and maximum reuse usage rates and seasonal irrigation trends . This information will be compared to existing and expected near future available reuse water. MM and ECI will review available information to make a conceptual determination as to the minimum flows available through the Indian River Farms Water Control District ' s ( IRFWCD 's) North Relief Canal and Lateral D Canal that may be treated and converted into reuse water. A seasonal temporal analysis of the chloride concentration will be made for each canal . An analysis will also be conducted of the potential to treat and store stormwater from the Lateral D Canal in the West Plant wetland system . This analysis will focus on boundary conditions to prevent damage to the wetland vegetation and treatment capacity, and to prevent disruption of the operation of Lateral D Canal . MM and ECI will prepare a Alternative Reuse Water Concept Plan that considers the use of IRFWCD canal water to supplement the County' s reuse water system . We shall develop conceptual designs to maximize the discharge and mixture of demineralized concentrate to the reuse system and to minimize or eliminate the discharge of effluent to the West Plant wetland system . In addition , the plan will describe the manner in which the Spoonbill Marsh demineralized concentrate treatment facility may also serve as a treatment system to treat water from the North Relief Canal prior to discharge into the Indian River Lagoon . MM and ECI will develop a preliminary estimate of the TMDL credits that could be generated by treating stormwater from Lateral D Canal through the existing West Wastewater Treatment Plant site man-made wetland system . In addition , an estimate will be made of the TMDL standards and credits associated with the Spoonbill Marsh and how these credits may affect continued discharges by County facilities into surface waters . Prior to completion of the Preliminary Engineering Report , MM and ECI will meet with the Florida Department of Environmental Protection ( FDEP - Orlando office) as well as the St . Johns River Water Management District Consumptive Use staff ( Palm Bay office) to discuss the alternate water supply concepts . The intent of these meetings will be to solicit comments regarding the plan , to discuss permitting issues , and to discuss potential TMDL credits . In addition , MM will discuss potential funding opportunities with FDEP (Tallahassee office) and the St Johns River Water Management District (SJRWMD) for implementation of the conceptual alternate water supply plan . To support preparation of the Preliminary Engineering Report MM and ECI will develop budget capital construction cost estimates for the proposed improvements . The Preliminary Engineering Report shall also describe potential sources of funding for the improvements . Amendment # 1 to Exhibit # 1 1 / 19/2010 Page 3 MM and ECI will organize and compile the above information into a formal Preliminary Engineering Report . The Preliminary Engineering Report will have sufficient detail and information to show project viability and permit smooth transition into project design , permitting , and construction . Following completion of the Preliminary Engineering Report , MM and ECI will forward a summary of information contained in the Preliminary Engineering Report to the SJRWMD in order that they may include the Conceptual Alternate Water Source project descriptions in their 2010 District Water Supply Plan ( DWSP) .
