This Work Order Number 1 is entered into as of this 13 day of December
201 1 pursuant to that certain Continuing Contract Agreement for Professional Services
entered into as of November 15 , 2011 , (the "Agreement" ) by and between INDIAN RIVER
COUNTY , a political subdivision of the State of Florida ( " COUNTY" ) and SCHULKE ,
BITTLE & STODDARD , L . L . C . ( " CONSULTANT " ) .
The COUNTY has selected the Consultant to perform the professional services set
forth on Exhibit 1 ( Scope of Work ) , attached to this Work Order and made part hereof by
this reference . The professional services will be performed by the Consultant for the fee
schedule set forth in Exhibit 1 ( Fee Schedule ) , attached to this Work Order and made a
part hereof by this reference . The Consultant will perform the professional services within
the timeframe more particularly set forth in Exhibit 1 (Time Schedule ) , attached to this
Work Order and made a part hereof by this reference all in accordance with the terms and
provisions set forth in the Agreement . Pursuant to paragraph 1 . 4 of the Agreement ,
nothing contained in any Work Order shall conflict with the terms of the Agreement and the
terms of the Agreement shall be deemed to be incorporated in each individual Work Order
as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Work Order as of
the date first written above .

WORK ORDER NO, 1
Project Description
The proposed project includes the extension of the IRC Master Planned 12 " Re- Use Water Main ,
storage tanks , pumping station ( s ) and distribution network to provide irrigation quality re - claimed
water ( Re- Use Water) for the North Indian River County barrier island vicinity, including the
irrigation water needs of the Town of Indian River Shores .
Scope of Services
Schulke , Bittle & Stoddard , L . L . C . will provide services including surveying ; geotechnical
exploration ; engineering design and hydraulic analysis/model of the Master Planned 12 " Re- Use
Water Main , storage tanks, pumping station and distribution network needed to supply re- use
water for the North Indian River County barrier island vicinity ; preparation of Construction
Plans ; preparation and submittal of permit applications ; construction administration and periodic
construction field inspection for the proposed project that will provide for the construction of
approximately 12 , 720 if of 12 " P . V . C . and H . D . P . E . Master Planned Re- Use Water Main ,
storage tank( s), pump station , and associated appurtenances, more particularly described as
follows :
- Connection to be made to a 16" PVC Re - Use/ reclaimed water main at the
intersection of CR510 and SR-A - 1 -A . This existing re- use water main was recently
constructed from the mainland, crossing the Indian River Lagoon, and along CR510
to SR A - 1 -A , and transmits re- use water from the Central and West Regional WWTP.
- On SR A - 1 -A, the re- use main will run south4415 If from CR510 to the inactive
North County WWTP located within the Sea Oaks Development . Along this length
of re- use main , 2 ", 4 " or 6" PVC or HDPE stub- outs with valves will be provided at
strategic locations for the for future connection and distribution of re- use water to
irrigation systems for the following developments :
- Disney Resort(east and west)
- North Shore Club S/D
- Coral stone
- Bermuda Club
- Sea Oaks
The existing inactive WWTP at the Sea Oaks development may need to be
retrofitted , converting the existing WWTP concrete storage and holding structures to
re-use water storage structures . A new pumping station may also need to be
constructed on this site to provide additional flow capacity and boost pressure . The
need for the WWTP retrofit and new pump station is likely. However, detailed
engineering analysis and modeling will be completed as part of this project, to
determine whether these improvements are needed.

- From the storage tanks and pumping station , the re- use main will run south along SR
A - 1 -A , 8305 If to Old Winter Beach Road , and terminate at a valve at the SW corner
of SRA- I -A and Old Winter Beach Road . Along this length of re - use main , there will
be 2 " , 4" or 6" PVC or HDPE stub-outs with valves provided at strategic locations
for the future connection and distribution of re- use water for irrigation systems for
the following developments :
- Grand Harbor Beach Club
- The Island Club
- Bay Tree Condominium
- Marbrisa
- Sea Colony (east and west)
- Indian Trails
- Avalon
- Ocean Pearl (east and west)
- VB Estates ( undeveloped parcel )
- Palm Island Plantation
- Carlton VB
- River Club
- John ' s Island
- The list of developments above may be added to or deleted from depending on
circumstances that may arise during the design process .
The Engineering services are anticipated to be provided in three phases , as outline below . The
engineer must obtain written authorization from IRCDUS staff prior to proceeding with each
subsequent phase of the work .
Phase 1 — Preliminary EngineerinE :
- Prepare a route survey of SR A - 1 -A
- Detailed evaluation of the service area, estimate current and future re - use water ( irrigation)
needs .
- Refine the hydraulic analysis/model of the IRCDUS re- use water system proposed to service
this area, and prepare written report of results and recommendations for the system components,
including the re- use main size, new or retrofitted pump station (s) and storage tank( s ), and other
system infrastructure .
-prepare preliminary plan of the improvements proposed .
- prepare construction cost estimate .

Phase 2 — Final design and Permitting :
-Obtain geotechnical data — soil borings along the route of the main , and at select locations where
improvements may be proposed .
- Excavation for field verification of actual locations of existing underground utilities and
structures ("
pot holing"), if required . For fee estimating purposes, twenty (20 ) "pot holed"
locations are assumed . SBS will retain a licensed utility contractor for this work .
- Survey of "pot holed " utilities, if required .
- Survey of Sea Oaks W WTP, if required .
- Prepare detailed construction plans and specifications of proposed system improvements .
- Prepare and submit permit applications to jurisdictional agencies , including but not limited to :
FDEP, FDOT, SJRWMD, IRC Engineering ,
Phase 3 — Procurement and Construction :
- Prepare contract Bid documents ; assist IRCDUS in procurement and bid evaluation process .
- Provide construction administration and periodic construction field inspections during the
construction of the improvements .
See Exhibit "A " for location map and conceptual plan, and Exhibit "B " for construction
cost estimate.
The estimated construction cost of this project is $ 2 ,074 ,651 . 12
In connection with this project, Indian River County will provide the Engineer with a copy of any
pertinent preliminary data or reports, all available drawings in electronic AutoCadd format; all
surveys , maps , record drawings and design drawings and other documentation in the possession
of or reasonably available to the County that are pertinent to the project.
In order to execute this project in the most cost effective manner with the most aggressive
schedule , Schulke , Bittle & Stoddard , L . L . C . is using the following sub -consultants :
• Houston , Schulke, Bittle & Stoddard , Inc . DBA Meridian Land Surveyors - for
the route and boundary survey( s) .
• KSM Engineering & Testing, Inc . for soil boring / Geotechnical Evaluation .
• Josan Construction — to pot hole existing utilities
Services not included in this scope of services are :
• Any services associated with assisting Indian River County in review and
evaluation of patent related disputes , issues , or claims including preparing to
serve or serving as a consultant or witness for Indian River County in litigation ,
arbitration , public or private hearings , or other legal administrative proceedings
involving patent related disputes, issues or claims .
• Any services in connection with the project not otherwise provided for in this
scope of services .

The County shall make direct payment to our office for the cost of printing project plan
sheets required for utility coordination and for copies of reports , drawings , specifications ,
and other pertinent items required by federal , state and local agencies from whom
approval of the project must be obtained, material suppliers , and other interested parties ,
but may charge only for the actual cost of providing such copies based on the following
tabulation :
