This Amendment Number I to Work Order Number 9 (project no . 0107) is entered into as of this
14 day of _juae , 20� (" Effective Date " ) pursuant to that certain Continuing Contract
Agreement for Professional Services entered into as of April 7 , 2007 ("Agreement") , by and between
Indian River County , a political subdivision of the State of Florida (" COUNTY " ) and SC11ulke , Bittle , &
Stoddard , L . L . C . , (" CONSULTANT") .
I . The COUNTY has selected the CONSULTANT to perform the professional service set
forth in existing Work Order Number _9 , effective date November 10 . 2009 (project no . 0107) .
2 . The COUNTY and the CONSULTANT desire to amend the above referenced work order
set forth in Exhibit I (Scope of W.ork ) , Exhibit 2 ( Fee Schedule), and Exhibit 3 (Time Schedule) attached to
this Amendment and made a part hereof by this reference , all in accordance and provisions set forth in the
Agreement.
3 . From and after the Effective Date of this Amendment, the above referenced work order is
amended as set forth in this Amendment. Pursuant to paragraph 1 . 4 of the Agreement, nothing contained in
any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be
deemed to be incorporated in each individual Work Order as if fully set forth herein .
IN WITNESS WHEREOF , the parties hereto have executed this Amendment as of the date first
written above .

53r`t Street 1. 2 " Master Planned Water Main Extensions
Project Description
The proposed project will provide engineering design and permitting for the construction of new 12 ' "
Master Planned Water Main extensions on 53 "1 St . and Old Dixie Highway , and provide for the
necessary Utility modifications to existing water mains , sewer mains and non - potable re- use water
mains lying within or adjacent to 53 "1 St. and Old Dixie Highway . The work is beim completed in
conjunction with the IRC Public Works department ' s proposed contract plans , " 53 " St. Roadway
Improvements" , " Phase I " and " Phase II ", COUnty project No . 0107 , including :
- Phase I : 53 "1 St. Roadway Improvements from Lateral ` H ' canal to the Florida East Coast
Railroad , County project no . 0107 , Phase
- Phase IL 53 "1 St. Improvements from the Florida East Coast Railroad to Indian River Blvd ,
County project no . 0107 , Phase II . (This also includes improvements to Old Dixie Hwy) .
Within Phase I limits , the work will include : EngineerinY design and permitting for the construction of
a new 12 " Master Planned Water Main extension on 53 " St. , from the west side of Lateral FI canal ,
east for 1421 If; and ending approximately 750 If west of the FEC Railroad ; and provide for the
necessary utility modifications to existing water mains , sewer mains and non - potable re- use water
mains lying within or adjacent to 53 "r St . from Lateral H canal to the FEC railroad ; and provide
necessary water main , sewer main , and re-claimed non - potable main " stub -outs " to serve future
IRCDUS customers .
"File new water main extension is necessary to provide an interconnection and loop between two
water distribution sub- systems , one primarily serving the USI corridor, and the other primarily
serving the 58 ' x' Ave service area. The constrUction is necessary at this time so that it is completed
prior to or in conjunction with the 53 "1 St . improvements , which construction would otherwise be
considerably more expensive and difficult if proposed after the paving and drainage
improvements were completed
Modifications to existing utilities are necessary to avoid conflicts with paving and drainage
improvements to 53 ' d St . proposed by the Indian River County Public Works and Engineering
departments . The modifications generally consist of removing and replacing portions of the utility
mains with new utility mains that have been deflected below or to the side of the location of
proposed drainage inlets , pipes , or other roadway infrastructure improvements .
The "stub - outs" are necessary to provide accessible locations that are extended outside ofthe new
roadway improvements proposed on 53 "1 St. , making future connections and extensions of the
existing utilities possible with -out damaging the new paved road .
Within Phase II limits , the work will include : Engineering design and permitting for the construction
of a new 12 " Master Planned Water Main extension on Old Dixie Highway , from the south side of
53 "d St. , south approximately 945 If and terminating with a fire hydrant and valve ; and provide for the
necessary utility modifications to existing water mains , sewer mains and non - potable re- use water
mains lying within or adjacent to 53 "d St. from the FEC railroad to Indian River blvd . , and within or
adjacent to Old Dixie Highway from a point approximately 900 ft. south of 53 ` 1 St. to a point
approximately 900 north of 53 '`' St .
The new water main extension is necessary to provide construction of a master planned water
main that will serve future commercial customers along Old Dixie Highway corridor. The
conshuction is necessary at this time so that it. is completed prior to or in conjunction with the Old
Dixie Highway road improvements, which construction would otherwise be considerably more
expensive and difficult if proposed after the paving and drainage improvements were completed .

Scope of Services
Schulke , Bittle & Stoddard , L . L . C . will provide services including excavation and field verification of
actual locations of existing underground utilities, surveying, engineering design, preparation of
construction plans , preparation and submittal of permit applications , construction administration and
periodic construction field inspection of the construction , as required for the proposed water main,
sewer main , and non -potable water main utility construction and modifications lying within or
adjacent to 53 ' d St . and Old Dixie Highway .
The estimated construction cost of this project is $ 689 , 056 . 50 .
In addition to the utility design services outlined above , SBS will meet with IRCDUS and IRC PW
personal involved in the project, discuss the project goals and design assumptions and requirements
for the IRC Public Works department ' s proposed 53 `d Street Roadway improvements, and then
provide an evaluation of the IRC Public Works department ' s 53 `d Street Roadway plans , with the
following specific goals :
- Identify the conflicts created with the existing IRCDUS utility infrastructure from the
proposed construction of the roadway and drainage improvements .
Recommend modifications to the IRC Public Works Department road and drainage
design that, if implemented, may result in a net construction cost savings for Indian River
County .
Reduce the construction cost substantially from the estimated cost listed above .
In connection with this project, the County will provide the Engineer with a copy of any pertinent
Preliminary Data or Reports ; all available drawings in electronic AutoCADD format ; all surveys ,
maps and other documentation in the possession of or reasonably available to the County that are
pertinent to the project .
Services not included in this scope of services are listed as follows :
• Any services associated with assisting Indian River County in review and evaluation
of patent related disputes , issues , or claims including preparing to serve or serving as
a consultant or witness for Indian River County in litigation , arbitration , public or
private hearings , or other legal administrative proceedings involving patent related
disputes, issues or claims .
• Any services in connection with the project not otherwise provided for in this scope
of services .
• Surveying of 53Rd St . right-of-way . A base survey map to be provided by IRC .
In order to execute this project in the most cost effective manner with the most aggressive schedule,
Schulke , Bittle & Stoddard , L . L . C . is relying on survey and design data provided by IRCPW within
the contract plans, " 53rd St. Roadway Improvements" , Phase I and Phase II, County project No . 0107 .
Indian River County Department of Utility Services has indicated that this data will be provided in a
digital AuItoCADD fon-nat .

such
